• Digital Technology Enables Modernization of National Statistics

    Abstract: The modernization of national statistics is part of the modernization of national governance. Digital technology has provided power for the transformation of statistical production mode, the improvement of statistical productivity, and the reconstruction of statistical production relations. Digital technology has become an important prerequisite for the promotion of statistical modernization reform. This study summarizes the international experience of digital technology enabling government statistics, the top-level design of national statistical legal system, and the importance of digital technology in promoting the modernization of statistics. This study also analyzes the main challenges existing in the current national statistics and data work. Finally, the suggestions are proposed for further promoting the modernization reform of national statistics from six aspects: implementing the modernization project of national statistics, promoting the digitalization of the whole process of statistical data, breaking through the key technologies of statistical data collection and analysis, improving the ability of statistical security development, promoting the statistical audit work of the whole society, and training statistical talents with digital technology skills.

  • Deepening Digital Technologies to Enable Modernization of China’s Governance of Health

    Abstract: One significant goal of science and technology innovation is to set our sights on the health and safety of the people. The rapid development of digital technologies provides multiple potentials and path to achieve the modernization of China's health governance. the role of digital technologies on enabling multiple stakeholders (i.e., hospitals, doctors, government, and social groups) to improve the supply capacity, the inclusiveness, fairness, friendliness, and convenience of health service. Second, we explore the four key issues of using digital technologies to enable the governance of health construction of digital health infrastructures, the factors affecting the adoption of digital technologies, the identification of data assets, data security and ethics of science and technology. Given the international experience of using digital technologies in health, we propose policy recommendations on deepening digital technologies to enable the modernization of China’s health governance: taking road confidence as the core, pulling health demand with dynamic health scenarios, pushing health supply by integrating digital technologies, focusing on value creation and guiding the coordinated governance of multiple stakeholders, and participating in global innovation and taking China's responsibility to advocate Tech for Good.

  • Preliminary Study on Foreign Academician System of Chinese Academy of Sciences under Comparative Perspective

    Abstract: The foreign academician system originating from Europe derives from the internationalization of the academician system and is also an important part of internationalization. Drawing on international practices, the foreign academician system of Chinese Academy of Sciences (CAS) was established in 1994 after a long and tortuous design process. With the development of globalization, foreign academicians have increasingly become an influential force in international cooperation and exchanges. To ensure the better functioning of foreign academicians, major western countries have formed effective mechanisms in their construction process. And our system has fully absorbed international experience and is also deeply rooted in the process of localization. The continuous improvement of comprehensive strength and the influence of the long history have formed our own characteristics. This work comparatively study the development and working mechanism of foreign academician systems. On this basis, some measures are put forward to further optimize the CAS's foreign academician system.

  • Thoughts on Optimizing Peer Review Mechanism of Science Foundation

    Abstract: Peer review is the self-regulating mechanism of the scientific community and the core link of scientific quality control. The core operating mechanism of National Natural Science Foundation of China (NSFC) is peer review, which is an important guarantee for the selection of high-quality projects. In order to promote the scientificity, objectivity, and impartiality of peer review, and steadily advance the reform and development of NSFC in the new era, this study analyzes the challenges of the current peer review mechanism of science foundation based on the review of the development of the peer review mechanism, and its advantages and disadvantages. Specifically, the challenges include the inability of the mechanism to meet the needs of catch-up development, the difficulty of the scale of the expert and management team to meet the increasing for project application quantity, the lack of object feedback in the expert review, and the need to optimize the selection of review experts, as well as the lack of monitoring means for the project review process. Accordingly, this study further proposes ideas of improving the peer review mechanism and establishing a “Responsibility, Credibility, Contribution” (RCC) supervision and evaluation system. This study not only clarifies the dynamic and scientific nature of this evaluation system, but also summarizes its potential use in optimizing the management of science foundation and improving the efficiency of project review, providing a theoretical basis for further promotion of the RCC supervision and evaluation system. This idea has been applied in the reform of the science foundation, and the results indicate that the direction of RCC reform is effective. This study further emphasizes the necessity to improve the system design, strengthen the monitoring of review quality, and create a culture of responsible review. It discusses the importance of improving the peer review mechanism of science foundation from multiple perspectives, points out the challenges and feasible development paths of the mechanism, and provides a certain basis for the further reform and development of the RCC supervision and evaluation system, which is of great significance to steadily promote the management of NSFC in the new era.

  • Ethical Governance of Gene Editing Technology

    Abstract: Gene editing technology has been one of the breakthrough technologies for life science research. With the application in biomedical research, healthcare, food and agriculture field, related ethical issues are also concerned. This study summarized the research and application progress of gene editing technology involving ethical issues in recent years. Based on sorting out the international discussions, attitudes, and explorations about gene editing ethics issues, after analyzing the current status, discussions, and measures of applications of gene editing technology on human beings in China, we propose five suggestions about the ethical governance system construction of gene editing technology for China.

  • On Conflict and Balance Between Data-driven Innovation and Personal Information Protection—A Study of Japan’s Medical Data Regulation Experience

    Abstract: How to balance the relationship between the development of data and personal information protection, is an important problem affecting the development of digital economy of the country, especially in the field of sensitive personal data such as medical data. In the medical field, Japan formed its own regulation system according to its domestic situation. Based on the experiences of Japan, this study proposed some suggestions which would improve our concerned systems. (1) China is not yet having specific personal information protection legislation, let alone a set of effective personal information protection legal system. So, a special law should be formulated to protect the right of personal information, and be perfected as soon as possible from the aspect of protection of right of privacy of the citizen in China. (2) China shall attach great importance to the development and application of personal data and medical data, and design the relevant regulations. (3) Anonymity and opt-out requirements are used in personal information protection. Japan has accumulated much mature experience in medical data regulation, which is worthy of being drawn upon by regulators in China.

  • Discipline Development Strategy Research of Academic Divisions of the Chinese Academy of Sciences: Academic Influence and Social Impact

    Abstract: Basic research is the source of original innovation. Strengthening basic research, looking forward to the future scientific development direction, and seizing the commanding heights of future development are the new requirements for the academic leadership of the Academic Divisions of the Chinese Academy of Sciences (CASAD) in the new era. The Discipline Development Strategy Research Program (DDSRP) of CASAD aims to explore the internal development rules of each discipline, to look forward to the medium and long-term development trends of various disciplines, to grasp the development direction of emerging and interdisciplinary subjects, to clarify the frontiers of science and major scientific issues, and to guide the development of the related disciplines in China. This paper introduces the basic situation of the research work of DDSRP of CASAD, and analyzes the influence and impact of DDSRP based on literature research and questionnaire survey. Research results show that DDSRP has produced sound social impacts, policy influences and academic influences on consolidating the foundation of disciplines, improving the layout

    Abstract:中科院外籍院士制度自1994年正式建立,迄今已走过20余年历程。文章以中科院外籍院士群体为研究对象,对其特征进行计量分析。在此基础上,从历史的视角探讨外籍院士对中国科技事业的贡献,并对如何进一步发挥外籍院士的作用,促进我国科技事业的发展提出政策建议。
