Abstract: Rural revitalization is a major task in realizing the great rejuvenation of the Chinese nation. Agriculture is the foundation of rural areas, and developing smart agriculture is an important means to realize rural revitalization. The southern hilly and mountainous areas are the concentrated distribution areas of land desertification in China, with obvious disadvantages in agricultural infrastructure, large poverty areas, and deep poverty levels. They are the “hard bones” that are difficult to tackle in rural revitalization in China. In the important period of consolidating and expanding the achievements of poverty alleviation and continuously promoting rural revitalization, under the background of the vigorous development of high technologies such as the Internet of Things, artificial intelligence, and big data, the issues that urgently need to be thought about and solved include: how to realize informatization in the southern hills and mountains, how to find a reasonable path of modern agricultural and rural development, and how to drive rural peace and prosperity with agricultural development. Based on the basic status quo of population, cultivated land, and landforms in the southern hills and mountains, this study analyzes thoroughly the pain points that limit the development of agriculture in the southern hills and mountains. Focusing on the whole process of intelligent perception, intelligent communication, intelligent decision-making and intelligent operation of smart agriculture, it proposes ideas and steps for developing smart agriculture in the southern hills and mountains of China with the help of information and intelligent means. With the aim to form a set of smart agriculture development model to help rural revitalization in southern China, it will take Shuicheng County in Guizhou Province as an example to demonstrate before promoting it in an all-round way on a large scale. Finally, focusing on the shortcomings and challenges of the development of smart agriculture in the southern hills and mountains, four development suggestions are put forward.

Abstract: Ruminant livestock such as cattle and sheep can provide high-quality beef, mutton and milk, which are high-quality protein sources meeting the increasingly diverse food consumption needs for human being. Developing high-quality herbivorous animal husbandry is a concrete practice of practicing the “Greater Food” approach. The precise supply of forages and concentrates meeting the requirements of all nutrients in the whole life cycle is vital for cost saving and efficiency increasing of ruminant livestock industry, which is an important way to high-quality development. The whole life cycle nutrition is developed on the basis of traditional ruminant nutrition and new technologies made breakthroughs in understanding life and health. Its essence lies in optimizing the ration formulation based on the theory of systematic nutrition regulation and the theory of short-term and long-term effects of early life nutrition, with a final goal to establish precision nutrition system in combination with technologies in big data and artificial intelligence. Compared with the traditional technology in ration formulation, it is obviously scientific, systematic, and progressive. In this study, the concept, significance, and goals of whole life cycle nutrition in ruminants are briefly introduced. This paper elaborates the key scientific issues and technological problems in the development of whole life cycle nutrition system of ruminant livestock in China, and summarizes the research progress on nutrition regulation, diet formulation, and fundamental research on the long-term impact of early life nutrition in ruminants. Finally, taking the development of modern grassland sheep industry in Hulun Buir State Farm Conglomerate as an example, the concept of building whole life cycle nutrition and promoting high-quality development of ruminant livestock industry is discussed from the aspects of whole life cycle division, whole diet formula, and whole industry chain.

Abstract: The main responsibility of the national strategic scientific and technological force is to focus on national strategic needs, refine key scientific problems in basic research, and gather resources to conduct original and leading scientific and technological research. The dual carbon goal is an internal requirement to implement the new development concept, construct a new development pattern, and promote high-quality development. It is a major strategic decision made by the Central Committee of the Communist Party of China in current domestic and international situations. We take the carbon neutrality major consulting project, Chinese Academy of Sciences (CAS), as a specific case, summarize the methods and experiences of refining the key scientific issues of dual carbon oriented towards national strategic needs. We focus on the key technology demands of dual carbon, organize a multidisciplinary and collaborative team of experts, conduct systematic organization and in-depth research, widely absorb expert opinions and previous achievements, adhere to a problem-oriented approach, strengthen data support, ensure comprehensive and objective consultation views with strong pertinence, emphasize the decision support objectives, and adopt multiple measures to expand the application of consulting research results, providing reference for the practical application of carbon neutrality technology research and scientific organization and management in China.
