• Subject Selection Mechanism of Major Science and Technology Programs from Perspective of High-level Self-reliance in Science and Technology

    Abstract: The “selection of subject” of science and technology programs is the start of scientific research, and the quality of the selected subjects determines the quality of innovation to a large extent. Major national science and technology programs, as the core carriers of science and technology innovation activities, bear the mission of national science and technology innovation. Optimizing the organizational management of major science and technology programs is a major task for deepening the reform of the science and technology system in the new era. This study, from the perspective of realizing high-level self-reliance in science and technology, expounds the composition of national science and technology plans and major science and technology programs and models of selecting subjects for different types of major national science and technology programs, analyzes the experience of the Defense Advanced Research Projects Agency (DARPA) in selecting subjects for major research projects, and shares some thoughts and suggestions such as adopting differentiated subject selection mechanisms based on the research nature of major science and technology programs, introducing a “demand check” mechanism for the subject selection of exploratory technology R&D and strategic technology R&D projects and a “three-point review” on the subject selection of strategic basic research and strategic technology R&D.

  • On Deep Integration of Party Building and Scientific Research Endeavors in Research Institutes

    Abstract: Promoting the deep integration of Party building and scientific research endeavors in research institutes is an important measure to strengthen the Party’s overall leadership over the development of science and technology, implement the requirement of full and strict governance of the Party, improve the effectiveness of Party building in research institutes, and advance the modernization of the governance system and capacity of research institutes. This study adopts the perspective of innovation management and discusses the theoretical basis for promoting the deep integration of Party building and scientific research endeavors in research institutes. On the basis of studying and reviewing the important speeches and statements of General Secretary Xi Jinping on promoting the integration of Party building and scientific research endeavors in research institutes since the 18th CPC National Congress, this paper presents the summaries and analyses on the practices and achievements of promoting the integration of Party building and scientific research in research institutes in recent years, and also presents understandings and reflections from the aspects of strengthening primary-level Party organizations and Party building personnel in research institutes, advancing the modernization of governance capacity for scientific and technological innovation, improving the Party’s organizational structures when addressing major scientific and technological tasks and strengthening institutionalized basic research, upholding the spirit of scientists and improving the styles and standards of work and study, etc.

  • Pick up Generals and Deploy Soldiers & Major Breakthrough: Allocation Mode for Innovation Resources in National Strategic S&T Areas

    Abstract: Talents, projects, and resources are the necessary elements for scientific and technological innovation. The effective allocation of various elements is an important issue in the practice and research of scientific and technological policy. Reviewing the organization and development process of China’s “Two Bombs and One Satellite” project and other major science and technology projects, a new model can be found as the Pick up Generals and Deploy Soldiers (dianjiang peibing) model. This study proposes that the Pick up Generals and Deploy Soldiers model is a key component of the national system of science and technology innovation. Other than the Enlisting and Leading (jiebang guashuai) model and the Horse Racing (saima) model, the Pick up Generals and Deploy Soldiers model should be introduced into the strategic science and technology area.

  • Historical Review of the Communist Party of China’s Science and Technology Policy Ideas (1921—2021)

    Abstract: In the 100 years of glorious history of the Communist Party of China (CPC), CPC has always been applying Marxism to analyze the actual contexts of scientific and technological developments and historical characteristics at phases of revolution, construction, and reforms, and has been advancing and innovating with times to formulate Chinese Marxism on science and technology policy ideas successively by Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of “Three Represents”, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, which they together constitute the theoretical system of CPC’s science and technology policy ideas. This article reviews the historical evolution of the CPC’s science and technology policy ideas for the past 100 years in terms of ten dimensions.
