  • From Strategic Emerging Industries to Future Industries: New Directions, New Problems and New Ideas

    Abstract: The development from strategic emerging industries to future industries reflects the development trend of global science and technology frontier, and it is more a new need to build a new engine for industrial upgrading and build a new development pattern in China. In the process of gradual development and breeding of future industries, strategic emerging industries continue to open up new directions and expand new fields, while they also bring new problems and new requirements for original innovation, factor market and industrial ecology. Focusing on these new requirements and problems, this study puts forward policy recommendations, namely enhancing the original innovation capacity, improving the conversion rate of scientific research achievements, improving the factor market, building a good industrial innovation ecosystem, optimizing the industrial division of labor and spatial layout, as well as the management mode of innovation fields, continuing to expand the opening up to the outside and the inside, and building a domestic and international dual-cycle system.

  • New Understanding on Scientific Research

    Abstract: With the continuous deepening of the nested influence of scientific research and economic society, scientific research has received unprecedented attention. At the same time, it faces bottlenecks in its own development. The scientific research itself, the scientific establishment, and the scientific policy are in a state of change. It is necessary to understand the new laws of scientific knowledge production, and re-understand the interactive relationship between science, technology, and engineering to expand the boundaries of scientific research. This article analyzes the reasons for re-understanding scientific research, expounds the new connotation of scientific research from aspects of object, function and method, and puts forward policy recommendations to adapt the scientific changes.

  • Opportunities, Challenges, and Recommendations for Development of Future Industries in China

    Abstract: Taking technology innovation as driving force, future industries aim to meet the new needs of human and social development, with the potential to expand human understanding, enhance human capacity, and promote sustainable development of society. The forward looking layout of future industries is an important measure to build modern industrial system, cultivate new driving force of development, and promote high-quality economic development in China. Based on the description of the concept and characteristics of future industries, this paper reviews the development trends of global industry in the future, and the present situation and foundation of China’s future industry development. It also puts forward policy suggestions for the future industry development from the perspectives of accelerating the basic research, incubation of industrial ecology, and strengthening talent training.

  • 2006年12月13日太阳射电暴对GPS系统完整性和连续性的影响

    Abstract: Solar activity and Earth's space environment can effect the operation and safety of spacecraft, and they are also the main error source of navigation, positioning, and communication based on radio waves applications system. In this field, the L-band solar radio burst is regarded as a potential threat to Global Navigation Satellite System(GNSS) stability and performance. When the solar radio burst exceeds a threshold value, the radio noise from solar emission will increase dramatically, which can give rise to GNSS receiver tracking loss and positioning failure located in the sunlit hemisphere of the Earth. In this paper, by using the solar radio flux data, L-band scintillation data, and GPS receiver observation network data located in different regions, effect of the 13 December 2006 solar radio burst on GPS observations are investigated in detail. Results show that the disruption caused by this radio burst event is obvious, and the amplitude scintillation events occur and GPS signal losses of lock are detected. Furthermore, the GPS satellite signal locked at several GPS station is interrupted and the observed GPS satellite number is less than 4 during this solar radio burst. The event resulted in GPS service failure for about six minutes. By comparison, those stations located nearby sub-solar point are more serious than that of far away from it.

    Abstract:文章以中科院2002-2015年向中共中央办公厅和国务院办公厅上报信息及采用批示情况为数据源进行多维度研究,深入分析了中科院政务信息对上报送工作现状和特点,并结合全球科技格局变革、我国科技智库建设需求和科技决策模式的新要求,建议建立嵌入科技决策、跨学科跨机构交叉融合式工作机制,建立能有效支撑政务信息工作发挥智库作用的信息资源和人力资源保障平台,建立政务信息产品评估审核制度和共享平台。

  • 曙光5000 高性能互连网络设计

    Abstract:千万亿次规模系统中,互连网络设计面临新的挑战。结点性能不断提高和系统规模持续扩大是构建千万亿次系统的主要技术趋势,不断提高的结点计算能力要求互连网络提供更高的性能,而不断增大的规模又对互连网络扩展性提出了更高的要求。此外,随着系统规模的增大,集合通信的执行时间也在不断增长,制约了应用的扩展性,集合通信的性能需要进一步优化。针对上述问题,本文从互连网络体系结构、网络接口控制器设计、交换机结构设计和集合通信性能优化等几个方面,对互连网络设计方法进行研究,提出了曙光5000 高性能互连网络的设计思想。测试及模拟结果表明,曙光5000 互连网络在单播、多播和栅障同步(Barrier)通信方面均可获得较高的性能。

  • 辐射带高能电子通量波动与地磁暴警报

    Abstract: The outer radiation belt consists mainly of high energy electrons trapped by the Earth's magnetic field. The disturbance of the geomagnetic field caused by the Coronal Mass Ejection (CME) or the Co-rotating Interaction Region (CIR) can result in electron radiation belt variations. According to the variation feature of high energy electron flux in the outer radiation belt during magnetic storms, a novel index referred to as high electron flux fluctuation index was evaluated by using the 5-min resolution sampled electron flux data provided by GOES, and its correlation with geomagnetic Kp index was analyzed. It is found that high electron flux fluctuation index has a good correlation with geomagnetic Kp index, and the new index can be used as an indicator of geomagnetic storm occurrence. In comparison with 3-hour Kp index, which is wildly used in space environment operation prediction system, the suggested index in this paper can alert geomagnetic storm occurrence earlier.
