Abstract： The construction of China-Myanmar-Indian Ocean New Channel is of far-reaching significance for adapting to the reconstruction of the global industrial chain and supply chain, building a new development pattern of domestic and international double circulation, and effectively breaking the “Malacca dilemma”. The research group of Institutes of Science and Development in Chinese Academy of Sciences systematically carried out the research on the strategy of China-Myanmar-Indian Ocean New Channel construction based on the logical vision of the double helix methodology in think tanks, and creatively proposed the strategic layout of the “double Y” China-Myanmar-Indian Ocean New Channel. The research group further proposed that under this “double Y” layout, the construction of China-Myanmar-Indian Ocean New Channel will be promoted mainly through the cross-border multimodal transportation mode of ocean shipping, highway and railway in the near future and the mode of ocean shipping and railway in the medium and long term. At present, the construction of the China-Myanmar-Indian Ocean New Channel has been actively advancing in the direction of normalization, scaling, specialization and efficiency.

Abstract： In the new development stage, taking green GDP as the starting point for the development of green economy, low-carbon economy, and circular economy and an important indicator to measure high-quality development, sustainable development, and modernization is an effective way to ensure the construction of “beautiful China”, basically realize socialist modernization and achieve the goal of carbon neutrality. This study uses the double helix theory of think tank to innovate a new paradigm of green GDP research and broaden the research path of GDP evaluation system. In terms of epistemology, the think tank double helix methodology provides a new systematic perspective of “analysis#2;fusion-restoration” for the study of green GDP. In terms of methodology, the think tank double helix methodology provides a new technical perspective of data-information-intelligence-solution (DIIS) for the study of green GDP. In terms of practice, the think tank double helix methodology provides a new logical perspective of mechanism-impact policy-solution (MIPS) for the study of green GDP. In terms of green GDP evaluation theory, data collection is the basis of green GDP evaluation, revealing that information is the key of green GDP evaluation research, and comprehensive research and judgment is the core of green GDP research. Through the analysis of the research links of DIIS data collection, revealing information and comprehensive research and judgment, this study aims to reshape the theoretical basis of China’s green GDP evaluation system. In terms of the application of green GDP evaluation, this study summarizes its basic concepts and accounting mechanism framework in different stages, analyzes its impacts on social and economic development and ecological environment protection, as well as its policy support on the top design of green development strategy and the construction of green development system. In addition, according to MIPS, this study analyzes the evolution law of China’s green GDP evaluation system from the logical links of mechanism, impact, and policy analysis. This study also puts forward the basic principles, index framework, and implementation path of constructing China’s green GDP evaluation system according to the integration of internal circulation DIIS research link and MIPS logic link of the think tank double helix methodology, and the theoretical analysis and evolution law summary of green GDP evaluation. In terms of basic principles, this study puts forward the basic guidance for the construction of strategic, scientific, and practical index system. In terms of index framework, this study puts forward a basic evaluation system composed of five-dimensional subsystems of green economic quality, green social quality, green environmental quality, green life quality, and green management quality, as well as their 25 elements. With respect to the implementation path, this study puts forward a practice guidance system including system layer, index layer, calculation layer, and target layer. In view of the situation facing China’s future development and the importance of green GDP evaluation, this study proposes some suggestions to promote the research of green GDP evaluation from the perspectives of theoretical system, technical methods, and practical application under the guidance. of the think tank double helix methodology.

Abstract： The world is experiencing a great change with the combined impact of the COVID-19 pandemic. In the post-epidemic era, the world’s major economies have begun to plan their strategic adjustments, economic revival and transformation. Industry 5.0, as the EU’s new strategy to plan the “New Industrial Revolution” and promote industrial transformation in Europe, has raised wide attentions in the world and has become a hotspot of think tank research. Guided by the think tank double helix methodology, this study constructed a cognitive framework to study industrial strategy and its related complex system issues such as international relations, science and technology strategy, and economic and social development from systematic, subjective, scientific, global and practical perspectives, researched the feature, purpose and significance of Industry 5.0, as well as its impact, enlightenment and reference on the high-quality development of China’s manufacturing, and put forward the coping strategies. This study fully revealed the value and significance of think tank double helix methodology in expanding the research horizon of such issues.

Abstract： The evaluation of regional innovation environment (RIE) is an important policy tool to strengthen the construction of regional innovation system (RIS). At present, the research is academic rather than decision-making, and lacks the guidance of research methods of think tanks based on the complex social system. Based on the think tank double helix methodology raised by Institutes of Science and Development, Chinese Academy of Sciences (CASISD), this work carries out a systematic and in-depth study on the evaluation of China’s RIE and its index system in the new era on the basis of objective and scientific evaluation of relevant research and practice. Firstly, taking the data-information#2;intelligence-solution (DIIS) method as a main approach to in-depth summarize the evaluation of RIE, and analyze the grasp of the hierarchy of evaluation objects, the evolution dynamics of evaluation theory, and the structure of evaluation index framework in the existing research layer by layer from phenomenon to essence, so as to reveal the essential attribute of the evaluation of RIE as a policy tool, and explore the function of the evaluation as a means to guide the social cognition and development trend. Secondly, taking the mechanism-impact-policy-solution (MIPS) as the main method and taking steps from the past to the future, to discuss the scientization of the analysis idea of the evaluation index system of RIE, explain the evaluation mechanism through past cases, and the decisive role of the basic mechanism of regional innovation environment development on the construction of the evaluation index system, as well as the differences and commonality of the evaluation indexes in different regions; then, through the current case analysis of the impact mechanism, this study expounds the impact of different policy positioning, research methods, and regional factors on the evaluation index system and its effect; furthermore, it is proposed that the evaluation facing the future development should highlight the policy action mechanism and scientifically deal with the relationship between innovating stages and the instrumentality of evaluation. Finally, by using the think tank double helix methodology, a matrix cross fusion of DIIS and MIPS, this work studies and puts forward a systematic solution to improve the evaluation index system of RIE from process to result. The main conclusions are as follows. Firstly, a new analysis method for systematic analysis of evaluation indicators is summarized by using the think tank double helix methodology, which is called the “four-dimensional analysis method”. Secondly, the think tank double helix methodology adheres to the “Three Orientations”, which makes it easier to find and overcome the disadvantages of the single, empirical, scattered, academic, and static method of “from index to index” in the previous research. Thirdly, the think tank double helix methodology derives a systematic solution that is both theoretical and practical, and constructs the general requirements, basic principles, main characteristics, evaluation methods, and objectives of the organizational implementation stage of the regional innovation environment evaluation index system that is more suitable for China’s developing stage now, in line with the direction of innovation strategy and policy needs. The study shows that the think tank double. helix methodology do adhere to the systematic scientific method and provide a new paradigm of the research of think tanks on complex social systemic issues with clear thinking, rigorous logic, and clear guidance.

Abstract： As the world’s largest energy produce, consume, and carbon emission country, China’s road map, construction map, and timetable for achieving the dual carbon goal, i.e., peaking carbon emission and achieving carbon neutrality, have attracted worldwide attention, and to achieve such goal, China has to strategically transform its energy system. This energy strategic transformation process is essentially a process for China to build its strength in manufacture, in science and technology, and in a strong economy. High-end sci-tech think tank should take the dual carbon strategic research as an important task to play the role of gathering wisdom and offering advices, and to propose comprehensive, strategic, and forward-looking consulting reports and policy recommendations, with adhering to demand-oriented and problem-oriented, science-oriented and frontier-oriented, goal-oriented and policy-oriented, and focusing on the implementation of ten actions to peak carbon emission. In such way, high-end sci-tech think tank would elevate its decision-making influence, academic influence, public influence, and international influence.

Abstract： During the 14th Five-Year Plan period, China will enter a new stage in reform and opening and modernization. It is essential to promote the development of service-oriented manufacturing and build a modern industrial system. With deeply understanding and conscientiously implementing the strategic deployment of the Central Committee of the Communist Party of China and the State Council, the development of service-oriented manufacturing must focus on building a new development pattern with domestic cycles as the main body and mutual promotion of domestic and international double cycles, and comprehensively improve the capabilities of scientific and technological innovation, value creation and industries competitiveness. The study puts forward the overall requirements and main goals for the development of service-oriented manufacturing in China during the 14th Five-Year Plan period, and proposes some relevant policy recommendations from six aspects including strategic planning, enterprises’ digital transformation, technological innovation system, industrial ecology cultivation, service-oriented manufacturing agglomeration, and international competition and cooperation.

Abstract： Adapting to the general trend of global new technological revolution and industrial transformation, the integration and interactive development of China’s productive services and manufacturing industries have become a new driving force for economic growth. During the 14th Five-Year Plan, vigorously developing service-oriented manufacturing is very important for enhancing industrial innovation, market competitiveness, and the ability to withstand risks, and comprehensively advancing the historical process of transforming China from a strong science and technology sector to a strong industry, economy, and country. This paper describes the characteristics of “six transformations” as China’s service-oriented manufacturing enters a new stage and analyzes the “ten modes” of service-oriented manufacturing development. It is clearly stated that during the “14th Five-Year Plan”, China’s serviceoriented manufacturing must adhere to the development direction of high-end and internationalization, networking and collaboration, digitalization and virtualization, platformization and ecologicalization, lean and intensive, green and circular.
