Abstract： Since the 18th National Congress of the Communist Party of China, the construction of Ecological Civilization (EC) in China has undergone historic, transitional, and comprehensive changes from theory to practice. The construction of system is the core content and the basic guarantee for the success of EC construction. Based on the government documents of EC construction and related research literatures, this study analyzes the formation and evolution characteristics of China’s EC construction system, parses the development process of representative innovation policies, and then predicts the trend of the further deepening reform of EC system. The results show that the relevant policies of EC can be summarized into four categories: green development, environmental governance, ecological protection, and comprehensives. Among them, the number of policies for green development is the most. From the perspective of policy empowerment, the issuing organizations are mainly the central government or multi-ministerial joint effort, with a strong sense of comprehensiveness. Most of the EC policies have gone through the development process of “exploration-pilot test-promotion”. Different EC policies are integrated, and support each other, forming a sound EC system with Chinese characteristics. Therefore, the expected trend of the future deepening reform of China’s EC system includes the following four aspects: strengthening the guarantee of laws and regulations, strengthening the efficient coordination between systems, improving the green and low-carbon development policies, and strengthening the evaluation and research of EC system and Beautiful China.

Abstract： Realizing the Beautiful China Initiative is the general goal of China’s ecological civilization construction in the next 30 years. The overall goal includes two phased goals: “35 goals” and “50 vision”. This study first expounds the understanding of the goal from the aspects of ecosystem elements, structure, process, and function, and then constructs an index system to describe the goal and simulates the “35 goals” and “50 vision” under the trend of climate change, population decline and economic growth. The results show that, by 2035, China will have a population of 1.44 billion (including Hong Kong, Macao, and Taiwan) and a GDP of 200 trillion yuan, making it one of the moderately developed countries. The national forest coverage rate will be 26%; the quality of surface water will reach above Class III, and the quality of offshore waters will reach Class II or above; and urban air quality will reach national excellent standards. By 2050, the country will have a population of 1.365 billion and GDP 380 trillion yuan, entering the ranks of high-income countries. The national forest coverage rate will be 30%; the water quality of surface water and offshore waters will reach Class II standards; and the urban air quality will reach the level of developed countries. There is still a clear gap between the reality and the vision. To achieve the two phased goals of the Beautiful China Initiative as scheduled, we need to vigorously promote pollution reduction, carbon reduction, green expansion, grain increase, and green development in the future.

Abstract： Promoting black soil protection and sustainability is the essential and guarantee of rural revitalization in Northeast China, and rural vitalization is the fundamental way to realize the persistent protection of black soil. Only by coordinating and promoting the overall black soil protection and rural revitalization, can we find the solution to solve the contradiction between black soil protection and the rural economic development in Northeast China black soil region, hence to push in full gear the ecological construction and rural revitalization of the region. Meanwhile, the overall black soil protection should promote the rural revitalization and rural revitalization should facilitate the sustainable utilization of the black soil. This paper summarizes the main correlation between black soil protection and rural vitalization in Northeast China, expounds on the internal logic and main main routes to overall promote black soil protection and rural revitalization. Based on the theoretical analysis, the paper puts forward several relevant policy suggestions for the national black protection program.
