Abstract: In the context of global climate change, heat waves, extreme precipitation, extreme droughts and storm surges have increased in most areas of the Belt and Road, which seriously threatens the personal and property safety of countries along the Belt and Road. This study focuses on dealing with the issues associated with the risk identification and assessment of extreme climate events in the “Belt and Road” region, including the coarse or single assessment scale and weak response strategies. It develops a multi-scale extreme climate risk assessment framework, and completes the risk assessment of four representative extreme climate events including heat waves, extreme precipitation, extreme droughts, and storm surges at three scales of 1 km, 100 m, and 10 m. The risk assessment results reveal the spatial distribution, temporal dynamics, and major influencing factors of the 4 types of extreme climate risks in the Belt and Road region. The better understanding of these can provide scientific support for more reasonable and effective response to disasters, reduction and transfer of risks, and reduction of personal and property losses.

Abstract: The Belt and Road region crosses different geographic areas and ecological zones. Ecologic problems and hazards risks are complicated in these zones and they threat seriously the green development and economic corridors security along the Belt and Road region. Based on multiple data sources platform installation and experiment-demonstration researches and observations, the regional ecologic-environmental regulations of the Belt and Road region are well and scientifically recognized, key areas/zones and the ecologic-environmental security and risk response programmes of major projects are systematically integrated. The findings of the key advanced research project on the environment change and construction of the Green Silk Road of the Pan-Third Pole provide scientific and technical supports to the further promotion of the Green Belt and Road development, and they also serve the world successful cases for global environmental governance.

Abstract: COVID-19 plague outbreak is accelerated due to the large amount of population movement just as at the time of Chinese traditional Spring Festival. As the heaviest plague region centered around Wuhan city, some measures such as urban-rural joint defence must be taken in whole Hubei province to guard against the even further deterioration. And in the level of whole China, such metropolis as Beijing, Shanghai, Guangzhou, Shenzhen and others which have very close contacts with Wuhan and big population flow after the Festival need to more precisely monitor population movement and identify potential infection areas and potential infected population to prevent to be sub-centers of plague outbreak by using modern big data technologies like mobile phone trajectories of the infected and potential infected people.
