  • Bottleneck analysis and policy suggestion on construction of international scientific research environment

    Abstract: Strengthening the construction of international scientific research environment is conducive to promoting international scientific and technological exchanges and cooperation, as well as building an open innovation ecosystem with global competitiveness. Based on research interviews and policy analysis, this study analyzes the blockages and proposes policy recommendations from six aspects: entry and exit of scientific research personnel, cross-border flow of scientific data, cross-border flow of scientific research materials, openness of S&T plans, settlement of international S&T organizations, and services and welfare of foreign talents. The research reveals several problems existing in the current construction of international science and technology environment, such as insufficient openness of S&T innovation system and lacking of relevant policies. And these problems lead to an obstructed crossborder flow of innovation resources, reducing the effectiveness of global innovation resources’ convergence. Deep reasons for these problems could be categorized as, on one hand, the systematic deficiency on policies, and on the other hand, problems on policy’s implementation, lacking awareness and cumbersome procedure. For future development, it is suggested to promote top-level design, improve laws and regulations, strengthen departmental coordination, optimize policies and regulations, simplify procedures, and refine operational guidance, so as to break through the cross-border flow of personnel, data, materials, and capital, to build a more competitive institutional environment for S&T cooperation.

  • Research on the development of international scientific and technological organizations in China

    Abstract: The International Scientific and Technological Organization(ISTO)gathers and integrates a large number of global innovation resources. ISTO is the advocate of scientific and technological (S&T) policies and regulations, the formulator of international technical standards and rules, as well as the coordinator of advanced concepts and ideas. With the general trend of globalization in today’s world, the developmental level of ISTO has become the important manifestations of a country’s S&T civilization and comprehensive competence. Nevertheless, there still appear many problems and challenges in current situations of ISTOs in China, such as the low number of the ISTOs, the lack of a mature set of introduction, management, and services mechanism. From the perspective of international organizations, this study firstly summarizes the important function of ISTOs, afterwards, it combs the related supportive policies abroad and domestic that are from all localities and government departments in present years. In combination of the current status of ISTOs in China, the problems and obstacles in initiating and establishing the ISTOs, attracting ISTOs to settle in China, as well as participating in the affairs of ISTOs are studied thoroughly, and relevant countermeasures and suggestions are also raised.

  • Accelerate to establish globally-competitive open innovation ecosystem, promote high-level open cooperation in science, technology and innovation

    Abstract: The Communist Party of China (CPC) Central Committee attaches great importance to open cooperation in science, technology and innovation (STI). Since the 18th National Congress of CPC, the inter-governmental science and technology (S&T) cooperation has been continuously strengthened, as well as the international S&T cooperation and exchanges have been deepened, which led China’s gradual change changed from a participant to a leader in global innovation governance. Entering a new stage of development, changes in the international situation and self-reliance in S&T put forward higher requirements for open cooperation in STI. Nevertheless, there are still difficulties such as scattered resources and difficult coordination in open cooperation in STI, and some open innovation reform measures have not yet been implemented, which is not conducive to accelerating the construction of an open innovation ecosystem with global competitiveness. The evaluation finds that there are not only external environmental problems caused by changeable global situation, but also long-standing internal institutional problems. Some problems exist for a long time and are difficult to break through, and some are caused by too principled policies, coupled with poor implementation and fear of difficulties. All these problems lead to the difficulty and slow effect of the measures. To solve these chronic problems, we should closely focus on the idea of whice “S&T policy should be firmly implemented” and coordinate the construction of national innovation system, as well as the reform of open cooperation policy on STI. Focus on adhering to the centralized and unified leadership of the CPC Central Committee on S&T, persevering in promoting opening up, accelerating the optimization of policies and systems to attract overseas talents, improving the ability and level of global innovation resources allocation, supporting the global development of various STI platforms, and giving play to the role of enterprises as the main force of double cycle to precisely implement policy and give targeted treatment.

  • Research on Policy Evolution of China’s International Science and Technology Cooperation and Reflection on Policy Layout in New Era

    Abstract: This study analyzes the correlation between the strategic layouts of international science and technology cooperation (ISTC) of China and the international situations during period from the 10th Five-Year Plan to 13th Five-Year Plan. Furthermore, from the perspectives of ISTC requirements, development principles and objectives, the work comparatively studies on the deployment of science technology and innovation policies to ISTC at different stages, as well as the key contents of ISTC proposed at different periods. On this basis, the evolution path and characteristics of ISTC are elaborated accordingly. Finally, in the light of the current international statuses, opportunities, and challenges that China is facing, the recommendations are put forward on the formulation of the ISTC policy in the next stage.
