Abstract:党的二十大报告指出,教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。实现高水平科技自立自强关键靠人才,制度创新要聚焦大胆选拔和放手使用优秀青年人才,支持青年人才挑大梁、当主角。文章聚焦新时代创新人才的责任与使命,从青年科研人员通过自我修炼力争成为新时代所需的创新人才的路径,以及所在单位为其打造更好的成长环境两个角度给出了建议。

Abstract: Under the background of a new round of scientific and technological revolution and industrial transformation, the future technology represented by disruptive technology and emerging technology has become the focus of attention and game among countries. The future technology is not only related to taking the lead in future development, enhancing national strength and competitiveness, but also related to whether the economy and national security can be maintained. Based on the perspective of techno-economic security, this study analyzes the connotation and characteristics of future technology, puts forward the ‘three stages and three levels’ economic security influential mechanism of future technology, and constructs a three-dimensional risk identification framework of technology, economy and policy for future technology. On this basis, it proposes the main risks we should pay attention to at present, and measures to prevent future technology risks, such as strengthening the tracking evaluation, strengthening the strategic research, improving the innovation ecosystem, and optimizing the governance mode.

Abstract: Rare earth is one of the key minerals in the global competition. At present, the global rare earth resources and supply pattern are changing, and Western countries are actively building a supply chain to replace China. This paper describes the evolution of China’s rare earth supply and demand pattern from the perspective of elements, analyzes the dislocation of supply and demand of China’s rare earth elements and the challenges it faces under the great changes, and puts forward the balanced utilization strategy of rare earth elements, which provides an optimization plan for promoting the globalization of the industrial chain and ensuring the safety of China’s rare earth resources.

Abstract: Techno-economic security evaluation (TESE) is a new multi-disciplinary direction, which is designated to systematically evaluate the risks of technical factors and their impact on economic security from the perspective of ensuring economic security, and provide decision-making support for ensuring the safety development of national science and technology and economy. This study analyzes the key issues such as the concept of techno-economic security, the main problems that should be resolved in TESE, and the evaluation methods of TESE. Suggestions for how to optimize the TESE are offered in terms of continuing to carry out basic theoretical and method research, strengthening the construction of the talent team, and promoting the close integration of TESE with decisionmaking needs.
