    Abstract: The construction of the rule of law in science popularization is of great importance to guarantee the implementation of the “Two- Wing theory” and the Broad Science Popularization Strategy. This study systematically reviews the development, status quo, effectiveness and problems of the legal and institutional construction of science popularization in China, and examines the situation, problems and challenges faced by the construction of the rule of law in China’s science popularization in the light of current development situation. Finally, this study puts forward proposals to strengthen the construction of the rule of law in science popularization under the direction of the “Two-Wing theory”, and to guarantee the implementation of the Broad Science Popularization Strategy and the construction of national science popularization capacity.

  • Analysis on Bottleneck and Prospect of Integrated Circuit Talent Training Oriented to Sci-tech Self-reliance and Self-strengthening at Higher Levels

    Abstract: The most essential feature of building a new development paradigm is to achieve sci-tech self-reliance and self-strengthening at higher levels. The integrated circuit industry, as an important pillar to achieve this essential feature, is facing a severe external situation. China’s chip shortage pain begins with a shortage of talents. The structural problem of uneven development at the overall level of the industry makes it more difficult to effectively gather and distribute talents. To achieve sci-tech self-reliance and self-strengthening at higher levels, we need to be both demand-oriented and problem-oriented, which means not only to pay attention to the core technology innovation of integrated circuits, but also to develop the talent supply system. This study systematically analyzes the pain points of the talent training and development system of China’s integrated circuit industry from the perspectives of talent training stage, circulation stage and structural problems, and proposes a theoretical model of forming a new integrated circuit talent training system that is hierarchical, multi echelon and horizontally and vertically coordinating “demand, supply and circulation” links. It aims to provide decision-making reference for building a hierarchical, multi echelon, practical and compound training system of integrated circuit talents in order to achieve sci-tech self-reliance and self-strengthening at higher levels.

  • Training of High-level Talents of Science Popularization: Current Situation and Advices

    Abstract: High-level talents of science popularization (HLTSP) play an incomparable key role in the dissemination and popularization of science and technology in China. Entering the critical stage of building an innovative country, in order to realize the strategic goal of innovation-driven development, we must attach importance to the cultivation of HLTSP, enhance the soft power of science popularization, and solve the unbalanced development status of science popularization and innovation. Based on the analyses of realistic demand and current status of related research in HLTSP, the author maintains that the main problems focus on the following three aspects: development and scale, training mode and mechanisms, and external environment. Finally, this study puts forward relevant policy suggestions to strengthen the training of HLTSP from aspects of organizational system, training mechanism and external environment.

  • Constructing Development Mechanism of Western Young Talents Based on Regional Resource Characteristics—Taking Development Status of Young Scientific and Technological Talents in Western Institutes of CAS as Example

    Abstract: Development is the top priority, and talent is the first resource. The 19th National Congress of the Communist Party of China proposed to implement a coordinated development strategy of regions and intensify measures to promote a new layout for the western development. Due to the influence of history, environment, humanities, and other factors, the economic and social development level of the eastern and western regions is quite different. The western region faces major challenges in attracting and retaining the talents. The lack of high-level scientific and technological talents has become a constraint to the economic and social sustainability of the western region, which seriously hampered their development. This study takes the young scientific and technological talents of the institutes of the Chinese Academy of Sciences in the western part of China as an example. Based on the questionnaires, a research on the development problems of the young scientific and technological talents in the western China institutes has been conducted, and the differences of the young scientific and technological talents in various disciplines/affiliations are analyzed. The development mechanism of the young talents in western China based on the regional resource characteristics is constructed, and the countermeasures and suggestions are proposed.
