Abstract： In the context of the new round of scientific and technological revolution and industrial transformation, the related issues of techno-economic security have become the focus of major countries and regions. From the perspective of discipline construction, basic theory has been studied on key questions such as why, what, and how to evaluate. This study analyzes the importance and urgency, puts forward key issues of techno-economic security that should be paid attention to at different levels, such as technology, enterprise, industry, and country or region. A mechanism framework of the occurrence and evolution of techno-economic security is constructed, which is composed of four nodes: environmental induction, factor transmission, multiple feedback, and spatio-temporal evolution. On this basis, the TMAPS (technology-marketactors- policy-security) model and index framework of techno-economic security evaluation are formed. The study is helpful to further clarify the connotation and boundary of techno-economic security, and provide theoretical and methodological support for strengthening the evaluation of techno-economic security and guaranteeing the level of techno-economic security.

Abstract： Chemistry, as a central science linking all the other sciences, has played an influential role in promoting the development of the whole scientific and technological field and the prosperity of economy and society. Developed countries strongly support the development of chemistry and effectively promote the level of chemical research and chemical industry. Since the founding of the People's Republic of China, chemical research has been supported among the field of natural sciences, and its current level is at the forefront of the world. However, there are still problems in the field of chemistry research in China, such as insufficient major original achievements, insufficient stable support, insufficient industrial support, and the need to improve the status of chemistry as the central science in China. In order to promote the development of chemical science in China and to enhance its role in science and technology innovation as well as economic and social development, we propose the new framework of chemical research in China. The new framework is based on the the four principles: targeting the global science frontiers, serving the main economic battlefield, striving to fulfill the significant needs of the country, and benefiting people's life and health. Under this framework, countermeasures and recommendation are also put forward from five aspects including funding mode, topic selection mechanism, organizational model, team building, and international influence.

Abstract： Having practiced for more than 20 years, China has basically established the framework of fiscal performance evaluation system and method. As one of the majorly applied fiscal performance evaluation methods in China, Comprehensive Scoring Method (CSM) has played a critical role in the rapid promotion of performance evaluation practice due to its standardization, transparency, and operability. However, CSM is also challenged by certain problems, such as multi-dimensional hybrid evaluation, progress-focused evaluation, and poor reflection of the actual performance, and even it faced with severer challenges for its application in science and technology field. Based on the aforementioned problems, this study aims to systemically analyze the issues and disputes of CSM, and to bring up new options and ideas in the CSM reform based on the new demands of state full promotion of budget performance evaluation in the new era and related international practices.
