  • Impact of CHIPS and Science Act of 2022 on China’s related industries and policy suggestions

    Abstract: As the cornerstone of modern information technology, chips are the strategic commanding heights of competition game and industrial development of countries all over the world. In recent years, the United States has taken advantage of its technological advances to successively introduce chip laws against China, which seriously violates the laws of market economy and has a significant impact on the global semiconductor industry chain. This study first sorts out the development pattern of the global semiconductor industry, and then introduces the background, content and purpose of CHIPS and Science Act of 2022. Then, it analyzes the impact of the Act on the global chip market, China’s chip industry and other related industries, and China’s economy. Finally, it puts forward countermeasures based on China’s actual conditions.

  • Research on integration of innovation chain, industrial chain, fund chain, and talent chain

    Abstract: Promoting the integrated development of innovation chain, industrial chain, capital chain, and talent chain is of great significance to the high-quality development of the economy, and its essence is to reduce the various barriers faced by the flow of innovation elements across organizational boundaries, improve the allocation efficiency, better stimulate the main role of enterprises in scientific and technological innovation, and enhance the overall efficiency of the national innovation system. This study analyzes “four chain” integration and puts forward the following suggestions. First, promote the systematic layout and systematic implementation of scientific and technological innovation policies. Second, explore the construction of “big science and technology intermediaries”, and build a deliberative decision-making mechanism and market-oriented pricing mechanism that conform to the law of innovation. Third, accelerate the formulation of implementation rules for the transformation of scientific and technological achievements, and clarify the boundaries of responsibilities and rights. Fourth, focus on the development needs of the industrial chain innovation chain, and make forward-looking deployment and construction of the talent chain. Fifth, strengthen the supporting role of fiscal and taxation policies in scientific and technological innovation. Sixth, strengthen the innovation of application scenarios and help increase the market acceptance of domestic new technologies and new products.

Since new information, technologies, and objects are constantly emerging in large quantity, neither expressing them nor naming them is a simple problem and requires a large number of suitable vocabulary, as well as new words. Regarding these issues, in this article the author thought of the necessity of Chinese word expansion.

  • Strategic research on information technology promoting national governance modernization—Review on the S70th Xiangshan Science Conferences

    Abstract: This study systematically summarizes the reports and speeches of the S70th Xiangshan Science Conferences on the theme of “Strategic Research on Information Technology Promoting the National Governance Modernization” and summarizes the consensus of the conference in the following three aspects. (1) Important progress and achievements have been made in the four typical areas, i.e., smart justice, internet governance, data governance, and emergency management. (2) Using information technology to promote the modernization of national governance is confronted with unprecedented opportunities and challenges. And (3) it is necessary to take a series of effective measures to promote information technology to facilitate the modernization of the national governance system and governance capacity from the top-level design.

  • Building new paradigm of digital intelligence security for new development pattern

    Abstract: After the 20th National Congress of the Communist Party of China, China has entered a new era of development. Simultaneously, the rapid advancement and extensive application of artificial intelligent technologies have activated a new wave of economic potential and brought about new security challenges to socioeconomic development. This study firstly analyzes the characteristics of the new development pattern in global contexts, and examines the risks and challenges of digital intelligence security (DIS) under the new pattern, encompassing technological security and personal security at the micro-level, as well as economic security, social security, and cultural security at the macro-level. Based on this analysis, the study proposes the basic methodology for constructing a new paradigm for DIS, which includes enhancing the security of intelligent technology itself, ensuring DIS through intelligent technologies, and establishing relevant legislation, regulations, and policies. Finally, the study explores the dialectical and synergistic relationship between DIS and the new development pattern, providing guidance for ensuring the healthy and sustainable development of social and economic development in the new era.

  • Forecast of China’s economic growth rate in 2024 and policy suggestions

    Abstract: In 2023, China’s economy maintained a recovery trend after the epidemic. However, the economic recovery showed the characteristics of wave-like development, and it is expected that China’s economy will grow steadily and rapidly in 2024. This study introduces a comprehensive approach to forecasting annual GDP growth, integrating input-output models, econometric models, prosperity analysis, expert insights, and scenario analysis. Reviewing China’s economic performance in 2023 and the prevailing global and domestic conditions, it is projected that China’s GDP growth rate will be around 5.3% in 2024. Based on this analysis, several policy recommendations are suggested, namely, intensifying macro-control policies for both cyclical and counter-cyclical phases; elevating the industrial chain’s modernization to enhance its resilience and competitiveness; and providing steady support to the growth of small and medium-sized enterprises.

  • Digital economy enables Chinese path to modernization

    Abstract: Firstly, from the perspective of the internal consistency between the characteristics of Chinese path to modernization and the Internet spirit, this study reveals the importance of developing the digital economy for achieving Chinese path to modernization, and expounds the internal logic of digital economy enabling Chinese path to modernization. Then, it analyzes the challenges and problems faced by the construction of Chinese path to modernization from the aspects of the construction of basic scientific and technological capacity of digital economy, the coordination mechanism of data elements, the structural imbalance of digital development, governance system and security system. Finally, based on the actual situation of China’s new development pattern, policy suggestions are put forward from four aspects: deepening the mechanism to strengthen core technology research and development, improving the construction of data infrastructure systems, improving the problem of imbalanced and insufficient development, and innovating the collaborative governance mechanism between the government and the market.

  • 我国开放科学治理框架研究

    Abstract: Open science is thriving and driving a global paradigm shift in scientific research. Open science governance is designated to gradually increase the transparency and global participation in the process of scientific and technological progress, ensure low-cost openness around the world, accelerate the global dissemination and sharing of results, and improve the scientific and humanistic literacy of the people. With the development trend of open science becoming more and more powerful, a series of challenges emerge gradually. By analyzing and studying the open science governance framework model, it helps to further sort out the governance logic, clarify the governance subjects and governance mechanisms, which will effectively promote the construction of open science governance system, accelerate the development of science and technology, help China become one of the leaders of the global knowledge community in 2040–2050, and promote the realization of the strategic goal of becoming a world power in science and technology.

  • Paper Citation Standardized Index(PCSI): a New Index to Quantitatively Evaluate Scientific Articles Based on Citation

    Abstract: [Purpose/significance] The citation count of an article has always been an important factor to quantitatively evaluate its academic influence. However, articles published in different disciplines and years will show great differences due to factors such as the number of research articles in this field and the lag of citation. Therefore, when comparing two papers, it is difficult to judge the influence of papers simply according to the absolute citation counts. Therefore, we design a new calculable mathematical model, so that each paper can have a standardized citation index, so as to directly compare the academic influence of papers published in different disciplines and years. [Method/process] In this paper, by analyzing the citation distribution law of papers in various disciplines of science and technology in Chinese academic journals in 2006 and 2017, and adopting the precondition that the citation distribution of papers of the same subject is closest to the lognormal distribution, an index for standardizing the citation——Paper Citation Standardized Index (PCSI) is proposed. Finally, taking the selection results of The Outstanding Papers from Sci-tech Journals of China Association for Science and Technology as an example, an empirical comparative study is made between them and all the papers in the same subject. [Result/conclusion] The results show that PCSI standardizes the citation counts of papers in different years and different disciplines, which reflects the linear difference of citation, thus PCSI is an ideal tool for comparative evaluation of academic influence of single paper.

  • Confidence Interval based on Model Average Estimator for Linear Regression

    Abstract: Most authors have examined the inference of model averaging estima- tors under local misspecification assumption. [1] is one of the most groundbreaking and famous articles. However, although the local misspecification assumption pro- vides a suitable framework for studying the asymptotic theories of Frequentist Model Averaging estimators, it also draws comments from [2] because of its realism. In this paper, we prove that the confidence interval construction method for the linear function of parameters in [1] is still valid in linear regression with normally distributed error under general fixed parameter setup. It means that the coverage probability of the confidence interval can reach the nominal level. The simulation results support our theory conclusion. "
