Abstract： [Purpose/significance] In view of the fact that the domestic scientific and technological circles do not have enough understanding of the overall situation of open and sharing of scientific results in the context of public health emergencies, the relevant systems and norms are not enough concerned, and the application of international rules is not sufficient, the author combs the main development context of open and sharing of scientific results in public health emergencies. By doing so, the author hopes to reflect its main development process and relevant system and norms, and to provide reference for China's scientific research institutions, government departments and academic circles.[Method/process] By reviewing the development history of open and sharing of scientific results in the context of public health emergencies for more than 20 years, according to the different main concerns in the development process, it is divided into 3 stages, and the main events, important documents, problem concepts, policy norms, practice characteristics of each stage were summarized.[Result/conclusion] After 3 stages of development, the norms and mechanisms of open and sharing of scientific results in the context of public health emergencies have been gradually formed and improved. Since 2020, the ways and methods of open and sharing of scientific results in the context of public health emergencies have been further developed. This has received great attention from the global scientific and technological community, and aroused the exclamation of that the COVID-19 outbreak has changed the traditional scholarly communication and scientific research paradigm. But it also highlights that there are still some issues need to be solved.

Abstract： [Purpose/significance] Scientific and technological literature is an indispensable means of scientific research and the guarantee to enhance the ability of scientific and technological innovation. Through studying the current situation of the construction of domestic and foreign science and technology documents in China, we can do a good strategic research for the national medium and long-term science and technology development plan. [Method/process] This paper studied the development progress and existing problems of the construction of scientific and technological literature in China, analyzed the experience of the construction of foreign scientific and technological literature, summarized the development trend and demand of the scientific and technological literature in the open science environment,and put forward the future layout and development plan of the construction of scientific and technological literature in China. [Result/conclusion] Put forward the future key direction of the construction of China's national scientific and technological literature:to build a new generation of national scientific and technological literature infrastructure and a long-term preservation system of scientific and technological documents, to ensure the sustainable supply and strategic security of China's scientific and technological literature; to build a national scientific and technological innovation and open knowledge service system, to break through the independent supply of key technologies and products of the new generation of scientific and technological literature Intelligent Knowledge Service Bottleneck; to establish a national science and technology literature collaborative support service system covering all kinds of innovation subjects, and form a new generation of open intelligent knowledge service industry; to guide the development policy and direction of science and technology literature, enhance China's influence in the international academic arena, and put forward five guarantee measures for the construction of China's national science and technology literature.

Abstract： [Purpose/significance] The evaluation index system of smart library development is constructed by combining quantitative and qualitative methods,which provides scientific standard and quantitative tool for the evaluation practice of smart library. [Method/process] Based on literature research and object-oriented analysis of smart library, the index system was preliminarily formulated. Then, aiming at the preliminary indicators,Delphi method was used tocarry out expert consultation, andthe final evaluation index systemwas determined. Meanwhile, Analytic Hierarchy Process (AHP) and expert survey were used to calculate and determine the weight of evaluation indexes.Finally,based on the evaluation index system,the development strategy and operation of smart library were analyzed. [Result/conclusion] The evaluation index system of smart library development was constructed, which consisted of 4 dimensions, 12 first-level indexes and 50 second-level indexes. Under the perspective of evaluation, the smart representation and developmentstrategy of smart library were provided.
