• A Review of the Research on Government Purchasing Public Library Services in Recent Ten Years

    Abstract: [Purpose/significance] Summarizing the present research situation of government purchasing public library services in recent ten years, so as to provide reference for further research. [Method/process] Literature works were collected through keyword retrieval and citation tracing,then summarized related topics through reading and analyzing. [Result/conclusion] The research on government purchase of public library services in China started late but developed rapidly. The research field has been expanding and the research results are gradually systematic. In the future, it can be carried out from the following aspects:strengthening the discrimination of relevant concepts, strengthening the study of social organization undertaking, case transformation, relevant legislation research, third party evaluation research, and purchase risk research and so on.

  • Experience and Enlightenment of Open Government Data Users Participation in UK, US and Singapore

    Abstract: [Purpose/significance] This paper aims to explore international experience and Chinese path of government open data users participation, by choosing typical cases in UK, US and Singapore. [Method/process] This paper based on the statistical data of the third open data barometer, using the methods of policy text analysis and case study. This paper systematically sorted out the value orientation, main users and responsibilities, implementation mechanism of open government data users participation in the UK, US and Singapore, and further solves key logical links of open government data users participation, such as why, who and how to participate. [Result/conclusion] The results showed that open government data users participation has formed the basic modes of "supply oriented" "balanced control" and "supply-demand adaptation". The development of open government data users participation in China should focus on forming the stage values which are improving public service and creating digital economy incomes. In addition, governments ought to optimize organizational structure, to clarify the participants and their rights and responsibilities, to improve security system, and to construct the participation realization mechanism of both supply and demand sides.

  • Construction and Empirical Study of Three Dimensional Analysis Framework of Open Government Data Policy

    Abstract: [Purpose/significance] Under the background of big data, the opening and sharing of government data has become an inevitable trend. As a "booster" in the process of open government data, policy plays a vital role. Research on the open government data policy of urban agglomerations in my country, and analyzing the characteristics and shortcomings of the open government data policy of urban agglomerations, can provide suggestions for improvement of the government data open policy of urban agglomerations, and promote the coordinated implementation of policies. [Method/process] The article constructed an analysis framework from the three dimensions of policy tools, policy objectives, and policy intensity. It used 23 Cheng Yu urban agglomeration government data open policies (218 detailed policy rules) as samples, and text-coded each policy. Statistically described the sample coding results. [Result/conclusion] The research results show that the structural characteristics of the open government data policy in Cheng Yu urban agglomeration are that command-type and incentive-type policy tools are used more, capacity-building and system change-type policy tools are less used; the policy objectives focused on the data level, just like opening and sharing of the government data and the application of big data, attention paid to the goal of smart government construction is not enough; the overall policy intensity is more consistent with the changes in open government data trends, but needs to be strengthened. Therefore, the open government data policies need to comprehensively use four policy tools, while coordinating the structure of policy objectives, strengthening policy, and promoting the system development of open government data.

  • Research on the Sharing Mechanism of Health-Code Information Resources in Public Health Emergencies

    Abstract: [Purpose/significance] This paper aims to explore the formation mechanism of the difficulty in sharing health-code information in public health emergencies, so as to improve the epidemic prevention efficiency. At the same time, it puts forward measures to build the government digital resource sharing mechanism, which can provide reference for sharing management. [Method/process] Taking the health-code product in the COVID-19 epidemic as a typical case, using grounded theory research method, this paper analyzed the policy documents, media reports and public comments related to health-code sharing, and constructed a model of the formation mechanism of health-code information sharing problem and the countermeasures. [Result/conclusion] Under the influence of the public health emergency situation and the driving factors of the health-code product, there are many factors in the four steps that influence the sharing. The collection methods and contents in the information collection step, the code processing and update & error correction in the information processing step, the terminal display and accurate judgment in the information application step, and the preservation and safety management in information storage step are all different among many local governments. Meanwhile, all these steps combined together lead to the formation of information sharing difficulties. From the three perspectives of policy norms, technical platforms, and organization management, a systematic countermeasure is proposed to promote the construction of government digital resource sharing mechanism.
