Abstract： [Purpose/significance] This paper aims to serve the decision-making of solutions to problems in the product design process, meet the demand of knowledge retrieval and reuse, and guarantee the sustainable development of products. [Method/process] Based on the double-cycle model of knowledge crystallization, it found that there are problems in the existing IBIS (issue-based Information System) model and its improvement model. Therefore, the knowledge crystallization double cycle model was used to connect the discussion dialogue model and the product design process, to construct the ‘IBIS representation supporting the product double cycle model’. In the original discussion dialogue model, ‘take the large or fetch small operators’ was used in fuzzy comprehensive decision making. However, because of this operator, some useful elements will be invalid, so ‘take the large or fetch small operators’ was replaced by the Einstain operator. [Results/conclusions] The Einstain operator draws on the idea of ‘take the large or fetch small operators’ to ignore the useless value data, and highly reducts the data at both ends. The IBIS representation supporting the product double cycle model has made the product design process decision service modeling based on the knowledge crystallization double cycle theory has a basic model framework, and the improved discussion dialogue model makes the core algorithm reliable.

Abstract： [Purpose/significance] The analysis of thelinked open data provided by the Springer Nature SciGraph platform provides a reference for the domestic publishers to use the linked data to promote the practice of linked open research in the scholarly communication and the semantic publishing, and push forward the further development of the open scientific research movement. [Method/process] This paper analyzed the entity objects, vocabularies and data models of the Springer Nature SciGraph platformin detail. [Result/conclusion] Springer Nature SciGraph represents the data by building its own ontology and using a simpler serialized format N-Triples triple for RDF.As one of the world’s largest publishers, Springer Nature Linked Data will provide some references for other publishers to realize the linked research in the future.

Abstract： [Purpose/significance] This paper systematically combs the common weighting methods of indexes to provide a reference for the relevant staff in determining the reasonable weighting methods for specific evaluation problems. [Method/process] The paper analyzed the fundamental principles, the concrete application cases, the advantages and disadvantages, the application scopes of the common weighting methods. [Result/conclusion] The application scopes of different weighting methods differ from each other. In the evaluation of practical problems, the weighting methods should be selected according to the characteristics of the evaluation object to improve the accuracy and effectiveness of the comprehensive evaluation.

Abstract： [Purpose/significance] With the deepening of Altmetrics’ research, the analysis of its development trend will help researchers to study the research progress and hot contents, and provide some references for the future research. [Method/process] This paper chose CNKI database as the data source, and usedthe bibliometric method and the visualization method to analyze the domestic Altmetrics research from three aspects: research overview, literature coherence and research content. [Result/conclusion] ① Domestic Altmetrics research is shifting from theoretical research to empirical research, with a good momentum of development; ② scientific research cooperation is one of the important features of Altmetrics research. The distribution of disciplines is centered on library science and information science, with publishing, medicine and scientific research management as the edges of this structure. ③ The development of the Altmetrics tools and resource platforms embedded in the mechanism in the domestic environment, the reconstruction of the scientific communication process from the perspective of Altmetrics, the integration of traditional evaluation and communication-process-based evaluation will be Altmetrics’ future research trends.

Abstract： [Purpose/significance] A detailed comparison of the mapping between the Cooperative Patent Classification System (CPC) and the International Patent Classification System (IPC) is intended to provide references for the use of CPC and IPC for patent classification. [Method/process] This paper made a detailed mapping number analysis between CPC and IPC in terms of the class, subclass, group and subgroup on their common A-H sections. [Result/conclusion] The classification principle between the Cooperative Patent Classification System (CPC) and the International Patent Classification System (IPC) is basically consistent and CPC is more subdivided than the IPC. The “2000 series (indexing)” and the Y section of the new technology are added, showing CPC’s high extensibility. We believe that as a strong compatibility and high degree classification system, CPC will become an efficient tool to improve the efficiency of retrieval and optimize the review quality.

Abstract： [Purpose/significance] Emergency information management is an interdisciplinary field of emergency management and information management. Summarizing the major research output is helpful to strengthen the effective utilization of information resources in emergency management research, and to provide references for the follow-up development and practical exploration of emergency information management research. [Method/process] By retrieving concerned literature from CNKI, this paper used the bibliometric and co-word clustering analysis methods to analyze the domestic emergency management research output. [Result/conclusion] Domestic emergency information management research mainly focuses on five hot topics: disaster emergency information management, crisis information disclosure, emergency information management system, emergency response, wisdom emergency management. China should strengthen the emergency management information base for future theoretical research, and build the emergency information management theoretical framework.

Abstract： [Purpose/significance] By analyzing the research status of the academic life cycle, this paper analyzes problems and omissions in the current research, and puts forward the improvement direction and research points. [Method/process] After analyzing the feature and influence factors of the academic life cycle, this paper referred to the characteristics of the current research. [Result/conclusion] There are existing problems. First, the current research takes the qualitative analysis, lacking enough quantitative analysis. Second, it only takes the long term and single factor into consideration. Third, the current research ignores the difference among subjects. Last, there are bias and limitations during the sample selecting. This paper offers advice for the country, institutes and researchers by getting the law of researchers’ career, which comes from the combination of qualitative and quantitative methods with data analyses with the consideration of the difference of disciplines and the scientific research group.

Abstract： [Purpose/significance] The paper aims to learn about the progress of the studies on evidence-based science in library and information science (LIS) discipline from the literature content, with a focus on the major research themes and research directions in recent years, and the domestic and international research progress is compared.[Method/process] From the core collection of Web of Science and Chinese core journals from CNKI and Wanfang database, a search for the evidence-based science research in the field of LIS is performed. Utilizing content analysis method, the paper makes statistical analysis on the target literature from the year of publication and the subject area; then the paper puts its focus on the research theme analysis and hot topics in the past five years from two perspectives of interdisciplinary research, and the subject function of LIS and the objects.[Result/conclusion] Researches on evidence-based science in the field of LIS involve a number of subject areas including medicine, nursing and health care, policy science, information systems and education. The main research themes on evidence-based science in LIS are summarized into 10 categories in the end, of which "Services of LIS Institutions and Librarians' Professional Development" and "Evidence Sources and Its Access Methods or Technologies" are viewed as the core topics. China is relatively weak whether in terms of the breadth of subject areas and themes covered or the depth of research on each theme.

Abstract： [Purpose/significance] The paper aims to improve the efficiency of citation retrieval service, facilitate researchers to query citation report by self-service, expand the function of scientific research evaluation service of institutional repository, and develop the cited reference retrieve function of CSpace system based on institutional repository.[Method/process] It researches the key process and details of artificial service, proposes the necessity of IR to extend functionality, designs the flow chart of function realize, and uses the J2EE framework to realize the function.[Result/conclusion] The function has been tested and evaluated, which can achieve more than 95% of the citation accuracy. Compared with manual retrieval, the service efficiency is improved obviously, and the library saves about 75% of human resources. The institutional repository has realized the effective support for the investigation and retrieval service.

Abstract： [Purpose/significance] The National Science Fund for Distinguished Young Scholars Project (JieQing Fund) has implemented more than 25 years, all the JieQing winners presented the growing trend of older in age, researcher's age funding for heterogeneity about JieQing implement performance has great meaning in managing the JieQing Fund in future.[Method/process] The object of the empirical in the paper was JieQing Fund from 1994 to 2018 in Earth Science. The research built three evaluation indexes which included scientific research paper output efficiency, innovation ability and academical influence. And put forward the "Input of human capital in science and technology-output of scientific research" model to explain the research results. The research used DID model to overcome the sample selective bias which may have bad influence in inner problems, at last, the study researched the heterogeneity in age when implement the JieQing Fund.[Result/conclusion] The results show that there is older trend of aging and 45 years old phenomenon among the scientists. The JieQing Fund has been in place for 20 years. The proportion of hypothesis supports that the older the subsidy age is, the better the subsidy effect is lower. Among the three evaluation indexes, the years with the largest funding effect and the age between 39 and 42 years accounted for the largest proportion in the 20 years of the implementation of the JieQing Fund. Therefore, no matter from all the JieQing Fund purpose, three evaluation indexes, JieQing Fund should avoid older tendency, expand funding for young excellent talents.

Abstract： [Purpose/significance] The paper aims to analyze the problems and countermeasures of domestic social media for Altmetrics evaluation of academic achievements, so as to promote the Altmetrics evaluation of domestic academic results.[Method/process] Literature review was adopted to sort out the current research status of domestic and foreign social media for Altmetrics evaluation of academic achievements.[Result/conclusion] Domestic social media for Altmetrics evaluation of academic results has six shortcomings:lack of data foundation, lack of exploration of data sources and indicators, lack of empirical study of correlation between indicators and the influencing factors of indicators, lack of research on the deep meaning of Altmetrics indicators, lack of development of Altmetrics analysis tools, and lack of theoretical support.

Abstract： [Purpose/significance] The purpose of this paper is to sort out and summarize the relevant content of the automatic term extraction research based on machine learning, and to provide a reference for related personnel in the field. [Method/process] Firstly, this paper applied literature measurement to conduct a macro analysis of the subject's annual trends and core institutions based on the analysis tools of CNKI and EndNote, then it carried out the subject analysis from 3 aspects:extraction of technical methods, data sets and evaluation, and application. [Result/conclusion] In recent years, term extraction research has made great progress, and is the basic work in the fields of knowledge systems, natural language processing, and information analysis. With the rapid development of natural language processing, extraction technology has begun to develop in the direction of deep learning, but the basic theoretical system of term extraction still needs to be improved, such as evaluation indicators, corpus selection and effect evaluation methods.

Abstract： [Purpose/significance] The paper systematically analyzes the identification methods of emerging technologies at home and abroad, then summarizes research status and analyzes existing problems to provide reference for future research on identification methods of emerging technologies.[Method/process] On the basis of literature research and bibliometric analysis, this paper summarized the current mainstream identification methods of emerging technologies and analyzed its characteristics and its impact on the research of identification methods of emerging technologies combined with typical cases, then proposed suggestions for future research on identification methods of emerging technologies.[Result/conclusion] The current identification methods of emerging technologies conclude quantitative methods and qualitative methods. The common identification methods of emerging technologies are mainly based on measurement models, bibliometrics and text mining methods, and they are increasingly inclined to be multi-method fusion. However, there are still some deficiencies in the research. Future research on identification methods of emerging technologies should strengthen the exploration of the essential characteristics of emerging technologies, and strengthen the interpretation of specific identification methods to emerging technologies, and promote the timeliness of identification of emerging technologies from data sources and identification methods as well as Strengthen the exploration of effective fusion methods and application methods of multi-source data in the identification of emerging technologies.

Abstract： [Purpose/significance] This paper aims to review existing identification methods of sleeping beauties in science, discuss strengths and weaknesses of different kinds of methods, and put forward a brand-new method for identifying sleeping papers. [Method/process] This study is based on the Bcp index, which is a well-developed and accurate method for identifying sleeping beauties in science. Through referring to the core idea of using the "dispersion degree" of citation curve for identification, the concept of "coefficient of variation" in statistics is introduced to the new method. Then the PCV index is proposed to identify various citation curves, sleeping beauties in particular. [Result/conclusion] As is shown in the results, PCV index can effectively identify the sleeping beauties literature. In addition, compared to the Bcp index, the new method has the advantages of simplicity and accuracy, and further reduces the dependence on the total number of citations.

Abstract： [Purpose/significance] The high level of new types of think tanks cannot be separated from the high level information support mechanism. The traditional think tank information organization mechanism in the big data era cannot adapt to the current data characteristics and decision-making requirements. Constructing the knowledge repository that supports the decision-making process is becoming the inevitable trend of the development of think tanks. [Method/process] This paper chose foreign think tanks with reference value in 2015 Global Go To Think Tank Index Report as the research objective, and summarized several kinds of information organization methods which were common in the current think tank by using the literature research method and case analysis method. It also analyzed the data value chain and its requirements for all aspects of the think tank, and accordingly put forward the necessity of the construction of knowledge repository of think tanks. [Result/conclusion] Finally, a general knowledge repository framework for decision-making process is proposed, and the knowledge organization model in the knowledge repository is constructed by the semantic ontology method. In order to provide references for the achievement of the transformation from the semi-automatic decision-making process to the automatic one.

Abstract： [Objective]This study aims to help an organization automatically download its empolyees’ open access papers from iSwitch, and then import these articles to the institutional repository. [Methods] We first synchronized data from iSwitch through timing task scheduling based on FTP protocol. Second, we parsed files and saved metadata to the database in advance. Some functions, such as import process and data management, as well as audit, were also provided. [Results] Papers could be automatically synchronized from iSwitch and then imported to the institutional repository by the system administrator. We have successfully analyzed and imported more than 60, 000 items from Web of Science. [Limitations] The accuracy and timeliness of the service by iSwitch need to be improved. The data import function of the institutional repository should also be optimized for better services. [Conclusions] The high quality institutional repositories built on iSwitch, which significantly relieve burden of researchers and system administors, should be promoted.

Abstract：【目的】研判Meta 分析的未来发展趋势, 为基于Meta 分析的领域知识发现提供借鉴。【方法】梳理对比国际常用的Meta 分析软件的特点及其计算、绘图等功能的差异, 并以资源环境学科领域为例, 提出适合具体领域知识发现的Meta 分析工具应具有的基本特点。【结果】通过对具体领域分析, 开发一套操作界面规范、运算步骤简单、分析结果准确、面向对象大众的文献综合集成工具的基本构想。【局限】并未通过构建平台系统地实施, 充分验证设想的可行性; Meta 分析固有的一些弱点如“苹果”、“橘子”问题, 无法在基于Meta 分析的领域知识发现中有效解决。【结论】需基于Meta 分析构建领域知识发现的平台, 以指导领域文献知识发现的拓展应用。
