Abstract： [Purpose/significance] The period of big data has brought changes to all industries and fields of the society, as well as challenges to traditional knowledge management research. In order to adapt to the new era environment better, knowledge management needs to be re-recognized and re-positioned, and to meet and embrace new technologies on the challenges and changes it faces. [Method/process] This paper analyzed the role of knowledge management in the era of big data, discussed the methods and challenges of knowledge management in the era of big data, and put forward the development direction of knowledge management in the era of big data based on the reality. [Result/conclusion] Knowledge management has not disappeared in the data age. The development of big data has promoted the transformation of knowledge management process from traditional to technical. Although big data has made a major breakthrough in explicit knowledge management, it is still a problem needs to be solved in tacit knowledge management. Knowledge management in the new era emphasizes technology application and the ability of extracting the value of knowledge from the data.

Abstract： [Purpose/significance] The paper analyzes the 542 literatures related to knowledge organizations in 2007-2016, which are included in the core database of Web of ScienceTM, and aims to grasp the current research situation in this field and provides references for domestic relevant research. [Method/process] Based on the method of bibliometrics, the CiteSpace software was used to analyze and draw the knowledge map from the aspects of annual issuers, authors, countries and research institutions, keywords, co-citation and so on. [Result/conclusion] The results show that authors the most publications are B. Hjorland, I. Dahlberg, V. Broughton etc; the cooperation between researchers and institutions is relatively rare; knowledge organization research areas focus on the knowledge organization itself and classification, ontology and so on; B. Hjorland, H.A. Olson, I. Nonaka and other cited scholars and their cited literatures have high influence on this theme; Knowledge Organization, Journal of Documentation is most important journals for the knowledge organization.

Abstract： [Purpose/significance]This paper aims to solve the problem of China's enterprises facing the European General Data Protection Regulation (GDPR) related European personal data management problems and to establish and improve China's personal data protection evaluation index system, promoting the management of corporate personal data protection in China.[Method/process]Based on the specific terms of GDPR, this paper uses AHP analytic hierarchy process to construct a self-evaluation index system for personal data protection based on GDPR for Chinese enterprises.[Result/conclusion]The index system can meet the basic needs of existing enterprises to carry out self-evaluation of GDPR. At the same time, the indicators derived from the GDPR clause in the system have reference value for improving national standards such as Information Security Technology Personal Information Security Regulations.

Abstract： [Purpose/significance] At present, a normalization mechanism for evaluation activities has become an effective management strategy for governments at all levels to improve their information services.However, the complexity, diversity, and developmental nature of today's society have continually impacted the application of existing evaluation systems, which requires urgent research on the sustainability of the evaluation system.[Method/process] A sustainability evaluation system model S-PPF (Space-Past Present Futuremodel) is proposed in this paper. At the theoretical level, the model embodies the differences in the set of evaluation indicators, the relevance of the evaluation objectives, and the developmental nature based on the criteria of past, present and future, and at the application level,the operability is achieved by proposing the concept of evaluation continuum and related practical principles.[Result/conclusion] The study found that the S-PPF model can simultaneously solve the the problems of pertinence, relevance, and timeliness of the evaluation system, which can be used as an effective solution to the sustainability of the evaluation system.

Abstract： [Purpose/significance] In the "new era", cross-boundary sharing of government information resource has become an important issue for accelerating the transformation of government functions and improving the efficiency and transparency of government services. It is very important to clarify the influencing factors of the effective government information resources sharing for both the government to understand management tendency and the scholars to focus on the underlying problems of information resource sharing. This study is to explore the key influencing factors of cross-boundary government information resources sharing in China.[Method/process] The paper used the method of qualitative meta-synthesis to tease out a set of government information resources sharing influencing factors which are divided into eight dimensions. The DEMATEL model of complex system is used to build a government information resources sharing influencing factors matrix based on the relationships between the factors.[Result/conclusion] By calculation, it is found that 11 key influencing factors of government information resources sharing, and these key influencing factors are mainly in the dimensions of laws, regulations, policies and standard, the dimension of management system, the dimension of management mechanism and the dimension of information technology.

Abstract： [Purpose/significance] In view of the facts that ancient book restoration pay more attention on practical action, overlook on theory research, cultivate talents like craftsman, this paper construct ancient book restoration discipline as the internal-motivation of ancient book restoration development.[Method/process] This paper analyzed the nature and characteristics of ancient book restoration, distinguished the relationships between other disciplines and ancient books restoration. Then, based on the way of building for discipline, this paper tried to build knowledge system for discipline of ancient book restoration.[Result/conclusion] The cultivating mode of both craftsman and technology is the main pattern for discipline building, introducing modern technology can rich discipline intension and promote the development of ancient book restoration.

Abstract： [Purpose/significance] This paper aims to fill in the gaps in research that not enough attention is paid to the big data governance rules system building in government under the big data development and application context. [Method/process] The necessities of research about big data governance rules system building in government are rationalized by analysis of challenges facing in four aspects of big data governance and their problems of lack of big data governance rules in terms of subjects and objects of big data governance, governance activities and governance risks. A feasible research framework is put up based on theories of public value, digital continuity and pluralism thinking. [Result/conclusion] The paper clarifies key issues of research about data governance rules system building in government and provides a multi-dimensional research perspective and a meta-synthetic research agenda to study long-term rules system building for big data governance in government.

Abstract： [Purpose/significance] According to the change of citation behavior among 60 years, we can understand the limitation of citation evaluation and promote the development of evaluation methods for academic papers.[Method/process] In this paper, a sampling survey was adopted to investigate the change of citation behavior.280 journal articles on physics and philosophy published between 1957 and 2017 were studied. Based on these, this paper offered a discussion of trend of citation behavior and its impact on citation evaluation.[Result/conclusion] There is an obvious variation trend in the number of references per paper, the average cited frequency of references, the citation identification and the citation depth, while the type of media and the publication time of references show no significant change. As the basis of evaluation, citation behavior has an obvious trend in sixty years which questions the reliability of citation analysis as academic evaluation method. The growth of references in per article and the fall of proportion of closely citation and negative cites make the citation data has a weakening function on evaluation.

Abstract： [Purpose/significance] This paper aims to fill in the gaps in research that not enough attention is paid to the methodology for big data governance system building, and puts forward more generic methodology framework for construction of big data governance system.[Method/process] By defining concepts of methodology and the methodology framework, this paper systematically analyzes definitions of ISO and the relevant studies, identifies key components of methodology and the types of components and then proposes a methodology framework for construction of big data governance system. Based on given methodology framework, this paper analyzes the existing studies of big data governance system from 6 methodological components, including theory, conceptual model, principles and rules, processes and procedures, approaches and methods and the evaluation criteria. Based on the integration of key components of methodologies of big data governance system building, this paper recommends a Deming Cycle (PDCA) based approach for an integrated framework for big data governance system building.[Result/conclusion] The paper clarifies key issues of research about the existing methodology for big data governance system building,and provides a methodology framework for big data governance system building from a meta-synthetic research perspective.

Abstract： [Purpose/significance] The article aims to explore the factors and their mechanisms influencing the generation of co-word network for interdisciplinary field, and to reveal micro-level mechanisms of knowledge connection in interdisciplinary field.[Method/process] Borrowing network embedding theory, the article summarizes the factors into network structure factors (endogenous variables) and keywords' attribute factors (exogenous variables). Exponential random graph model is constructed based on these factors to perform an empirical analysis on the field of Medical Informatics.[Result/conclusion] The results show that the influence of network structure factors on the co-occurrence relationship generation is greater than that of keywords' attributes. Preferential attachment and transitive mechanism have significant positive effect. Keywords tend to be connected with the newer ones. In addition, the keywords of Medical Informatics tend to establish co-occurrence relations with the keywords from basic disciplines, while the keywords from basic disciplines tend to be connected with the keywords in their own disciplines. The conclusions are helpful to understand the formation process of knowledge systems in interdisciplinary fields and the interactions of interdisciplinary knowledge.

Abstract： [Purpose/significance]As important parts of the national information resource management system, the new-emerging data management departments and traditional archival congeners play different roles in the implementation of National Dig Data Strategy. And clarifying the functional relationship between these two kinds of data agencies, strengthening coordination and cooperation between them is fundamental basis for promoting the overall management of national information resources scientifically.[Method/process] By combing the current situation of the relationship between archives department and data management department in provincial and national level through literature analysis and field research, the paper aims to dissect the existing problems and policy recommendations as resolutions.[Result/conclusion] The problems include:the legal definition of management objects of the two departments is unclear; the management objects of the two departments are intersected and even totally different with each other; the duties of government information resource management are ambiguous; the negotiation and coordination mechanism of division of responsibilities needs to be established. The solutions include:clarifying the orientation of archives department in the national big data strategy, strengthening the legal construction in the management of government information resources, optimizing of national information resource management system thoroughly, speeding up the establishment and improvement of the coordination mechanism of different stakeholders' duties.

Abstract： [Purpose/significance] The Formation of patent citation is necessary to understand innovation networks. The independence assumption set by the Conventional regression model for observed objects cannot integrate the structural effect factors of the network into the model to provide comprehensive statistical inference. ERGMs (exponential random graph model) represent a methodological innovation of statistical inference for networks given their ability to model actor attributes along with endogenous self-organizational processes and exogenous network covariates.[Method/process] In this paper, ERGMs are applied to systematic inspect the five mechanisms affecting patent citation formation in a sample of Nelarabine drug. The five mechanisms contain main effect, difference effect of citation lag, and activity effect, transitivity effect and network covariates.[Result/conclusion] We find that five different types of mechanisms play diverse roles in patent citation formation. And three of effects among these mechanisms have significant impacts on citation formation of nelarabine drug:network covariates based on shared inventors and shared patent family membership, and transitivity effect. In addition, some aided mechanism play a supporting role on patent citation formation, such as difference of time lag, main effects of number of claims and reference.

Abstract： [Purpose/significance] Core technology topic identification based on a large number of patent documents is helpful to detect key technologies in a technical field and to analyze the direction of the development of key technologies. It is the basic information work for technological innovation and has certain significance for researchers, enterprises and even the national level.[Method/process] This paper proposes a core technology topic identification method based on Chunk-LDAvis. Firstly, it is based on the classic LDA model to identify the topics. Then, the noun chunk is used to mark the results of the initial LDA topic identification, and the result of the Chunk-LDA topic recognition is constructed to improve its interpretability. Then based on the social network analysis method, the topic network is constructed to identify the core technical topics; based on the LDAvis toolkit, the interactive Chunk-LDAvis core technology topic association analysis map is plotted, and the hidden links of the core technical topics are found, and the core technology topic detection is assisted.[Result/conclusion] Through the empirical study on the field of nanoscale agriculture, the accuracy and feasibility of the proposed method are verified.

Abstract： [Purpose/significance] FinTech has developed rapidly in the information and data era, and the number of patents has continued to increase. At the same time, its field crossover and blurred borders characteristics have also increased the difficulty of patent analysis. Therefore, it is necessary to construct a suitable identification and classification method, so as to accurately and efficiently process the continuously growing large volume data. [Method/process] This paper firstly sorted out the innovation categories based on the connotation and function of FinTech, and thus clarified the scope and boundaries of FinTech patents. Then, it constructed a FinTech patent recognition and classification model based on machine learning algorithms, combining text filtering and manual interpretation. [Result/conclusion] This paper proposes a patent recognition and classification process, based on machine learning algorithms, which is more accurately and efficiently. By analyzing the obtained FinTech patent classification data, the research also summarizes the current FinTech development status.

Abstract： [Purpose/significance] In the process of publishing a paper, if the core viewpoint of an academic paper can be presented reasonably and effectively, it can not only greatly reduce the time spent by researchers in searching and screening literature, but also help to read and understand. [Method/process] By annotating 385 journal papers in XML format, a research corpus was constructed, and then the linguistic characteristics of highlights were analyzed by keyword analysis method, and the distribution characteristics of highlights were explored by natural language processing algorithm. [Result/conclusion] The highlight of this paper is the collection of a set of normative and clear-cut short sentences, which is the embodiment of new viewpoints, new perspectives, new methods, new ideas, new results and new conclusions in an academic paper compared with other papers. The highlights are novel, concise, readable and "propaganda". In addition, this paper divides the highlights into research innovation highlights, research methods highlights, research process highlights and research conclusion highlights, and finds the distribution of highlights in the text and chapters.

Abstract： [Purpose/significance] This paper proposes the identification of the core research topics and their evolution path visualization methods, in order to provide reference for the field subject evolution analysis research, which has certain significance for revealing the evolution characteristics and development laws of the core topics.[Method/process] Using the LDA model for topic recognition and combining multi-dimensional scaling analysis and visualization techniques to map LDA topic recognition results to two-dimensional space. The topic similarity algorithm was used to detect the association between adjacent time topics, a new visual display method was proposed. We constructed cross-evolution paths of different types of research topics to reveal the dynamic changes of core topics and secondary topics in the evolution process.[Result/conclusion] Taking the medical health information field in China as an example, the research results show that the core research topics in the field of medical and health information in China mainly include electronic health records and Internet medical treatment. Among them, core themes such as health management and smart medical treatment show a good development trend.

Abstract： [Purpose/significance] In view of the differences between China and western developed countries in social system, social culture, economic development level, etc., this paper compares the different characteristics of the special services of public libraries in China and abroad, and provides reference for the development of the special services of public libraries in China.[Method/process] Based on the investigation of the status of the special services of public libraries in China and abroad, this paper respectively identified the main types of special services of Chinese and foreign public libraries through cluster analysis and conducted comparative analysis to reveal the commonalities and differences.[Result/conclusion] Comparing the characteristics of the special services of Chinese and foreign public libraries, this paper finds that the academic content of the special service of Chinese public libraries need to be improved, and the training of library professionals needs to be strengthened, and further attention needs to be paid to the interaction between libraries and their users in service process, so as to improve the attraction and influence of the special services of the public library.

Abstract： [Purpose/significance] In the era of mobile Internet, the proportion of mobile devices surfing the Internet, represented by smartphones, has significantly increased, and the discussion on the impact of mobile Internet and mobile devices on the digital divide is in the ascendance. Therefore, this paper endeavors to answer the question what the connotation, scope and origin of the traditional digital divide change in the mobile era. [Method/process] This paper used content analysis to code the literature on mobile digital divide and summarized the current research status. [Result/conclusion] This paper analyzes the development process and meaning of the mobile digital divide by literature review, and distinguishes it from the traditional digital divide. It also sums up four dimensions and eight influencing factors of mobile digital divide, so as to comprehensively reveal the research status and characteristics of the mobile digital divide and provide a theoretical basis for promoting the digital equity in the new environment.

Abstract： [Purpose/significance] The academic paper starts from questions, and this paper discusses the research questions of academic papers, so as to reveal the core content of academic papers and provide reference for knowledge discovery of academic papers based on questions.[Method/process] Papers published in CSSCI journals in the field of library and information science from 2015 to 2020 were used as data sources, by randomly selecting 1000 papers as samples and using content analysis to count the title information, this paper analyzed the types and structures of research questions in academic papers, and summarized the relationships between the types of academic papers and the types and quantities of research questions that they included, and the relationships and structure shapes of multiple research questions in an academic paper.[Result/conclusion] The results show that the research questions contained in different types of academic papers have certain regularity in types and quantities; an academic paper usually contains more than one research questions, and the number of research questions is correlated with the number of question guidance; the internal research questions in an academic paper have causal and progressive relationships, that showing a linear, tree-like and reticular structure.

Abstract： [Purpose/significance] The research samples are traditional taxi drivers. We mainly explored the behavior patterns and its influencing factors of taxi drivers' post-adoption of online ride-hailing APP, which has an important theoretical and practical significance.[Method/process] This paper collected individual data from field study in Beijing taxies, including in-depth interview and participation observation. Moreover, grounded theory was employed to analyze the textual data from the field. A behavioral model of taxi drivers' post-adoption of online ride-hailing APP was constructed and their correlations were analyzed.[Result/conclusion] This paper systematically explores the theoretical framework of post-adoption behavior. Taxi drivers' emotions are affected by personal factors, cognitive factors, social factors, technical factors which would lead to diverse behaviors, the model also shows correlations between factors.
