Abstract： [Purpose/Significance] This paper aims at establishing the linkage data-sets of patents and patent references based on ISLI standard, and promoting bibliometric research and science and technology linkage research. [Method/Process] On the basis of analyzing the linkage schemes of patents and patent references, analyzing the unique identifiers of target documents and their acquisition methods, the method of constructing the linkage data-sets of patents and patent references by using ISLI standard was discussed. [Result/Conclusion] The linkage data-sets of patents and patent references can be used to enrich and improve the existing citation systems, break through the two systems of patents and non-patent literatures, and measure the number of citations and influence of patents and non-patent literatures more accurately.

Abstract： [Purpose/significance] This paper focuses on the development of the open science movement and the influence of scientific data on scientific research, introduces some cases of the integration of scientific literature and scientific data, and states the methods and problems of integration. [Method/process] The author described the status of separation of scientific literature and scientific data, explained the background that promotes the integration of these two things. Then, by the case study, it introduced three types performance of the integration of scientific literature and scientific data. [Result/conclusion] The integration of scientific literature and scientific data is needed by scientific research, as well as a form of influence on modern scientific research in the era of open science and big data. In practical application, there are mainly three ways: “hard connection”, “soft connection” and “deep integration”. The integration of literature and data need to be promoted by the comprehensive measures from the main institutions of all fields.

Abstract： [Purpose/significance] Sorting out the research on the evaluation of technological innovation capabilities in patent-intensive industries will help establish and improve its evaluation system for technological innovation capabilities. [Method/process] By using the methods of literature review and online survey, the research firstly analyzed the definition and characteristics of patent-intensive industries, and then focused on the status quo of researches on the evaluation of technological innovation capabilities of patent-intensive industries from perspectives of evaluation indicators, evaluation models and empirical studies. [Result/conclusion] Combined with the research results of the existing industrial technological innovation capabilities, it is found that existing evaluation indicators’ pertinence and applicability are poor; Also, the evaluation method is too simple, only DEA method is used to measure the innovation efficiency of patent-intensive industries; Besides, most empirical data is secondary data and national economic data, also the research perspective is a little bit broad. It is suggested that future research should fully consider the characteristics of patent-intensive industries, adding more indicators that can reflect the industries’ patent strength and it’s economic contribution into the evaluation index system; actively exploring scientific, effective and comprehensive evaluation methods; utilizing and integrating the multi-source data for evaluating patent-intensive industry’s technological innovation capabilities and other patent data reflecting the quality and level of patent protection of the patent intensive industries, and based on regional and sub-industries perspectives to conduct empirical research.

Abstract： [Purpose/significance] This paper aims at getting a comprehensive understanding for the quantity and OA ratio of OA papers, and making a preliminary evaluation of these papers. [Method/ process] In this paper, we utilized Web of Science Core Collection as the data source and took the four dimensions: publication years, research areas, countries/territories and organizations. We investigated papers published in high-quality academic journals that recorded in WoS from 2002 to 2016. Then, we analyzed and interpreted the changes and trends of OA papers. Finally, we took Nature as an example and analyzed the quality of OA papers from the perspective of citation per paper and highly-cited papers proportion. [Result/conclusion] The number of OA papers in the world have been increasing year by year, especially in China. Chinese Academy of Sciences (CAS) is the institution which has the largest number of papers recorded in WoS, the number of OA papers took the first place in 2016, but the OA ratio still lagged behind major European and American institutions. The OA practice in the field of biological and medical sciences is superior to other research fields.

Abstract： [Purpose/significance] At present, scientific social network has become an important informal scientific communication tool for researchers. There are dozens of social networking tools for scientific research at home and abroad. Among them, such as ResearchGate and academia.edu have tens of millions registered user. [Method/process] Firstly, this paper summarized five research focuses of this tool on the basis of the visual analysis of scientific research social networking academic papers. Then, based on the research of social networking functions and classification from A. C. Bullinger and S. H. Hallerstede, we extended twenty-three kinds of specific functions, and analyzed the Chinese and foreign representative social networks’ function design to explore their features, commonalities and differences. [Result/conclusion] The above analysis shows that the academic resources and expert information of scientific research social network are relatively abundant, the development of scientific research management tools is not enough, and the application of social labels and altmetrics indicators needs to be further expanded.

Abstract： [Purpose/significance] The analysis about digital humanities project cooperation platform helps to understand the basis and current status of digital humanities. [Method/process] This paper took the digital humanities project online cooperation platform DHCOMMONS as an example, analyzed the platform in terms of the funding agencies, disciplines, affiliated institutions, cooperation types and types of cooperators to understand the status of the digital humanities cooperation. It also put forward the issues that China should think of in the process of developing similar platforms. [Result/conclusion] Given the situation reflected in the platform, these digital humanities projects belong to a number of institutions and are funded by different organizations. Professionals from various industries participated in the operation of digital humanities projects. Libraries and librarians play important roles in the development of digital humanities projects.

Abstract： [Purpose/significance] Technology convergence is a significant means of technological innovation, plays an important role in economic and social development, and has gradually become an important part of the national science and technology strategy. [Method/process] On the base of the summary of its concept and the clarification of its significance of technology convergence study, the paper pointed out its research stages, and made comparative analysis of the methods in data collection, technosphere identification and convergence analysis. [Result/conclusion] Finally, it concludes the shortages of existing studies and the further research directions, which can deepen the study on technology convergence.

Abstract： [Purpose/significance] The patent citation is a kind of behavior that can reveal the pattern of technology diffusion. It is an important research tool to infer the technology diffusion behavior by using the patent forward citations. [Method/process] In this study, we fit the cumulative forward citations to the Logistic model again for Graphene sensor with the optimized experiment method. We analyzed and discussed the differences of the methods and results with the previous two studies, which were held by Hosein Fallah and Elliot Fishman in 2009 and Zhang Xiaoqiang et al. in 2014. [Result/conclusion] It is re-verified that the patent forward citations infer the model of technology diffusion. And a further hypothesis based on the previous studies that the pattern of the forward citations of all the patents within a certain technical field follows the Logistic diffusion model is further confirmed.

Abstract： [Purpose/significance] As for the problems and shortcomings of conference proceedings publishing in China, this paper discusses the strategies of conference proceedings open access publishing (OAP) at Chinese Academy of Sciences (CAS), based on the advanced experience of foreign conference proceedings OAP platforms. [Method/process] The paper first introduced the state of conference proceedings publishing at CAS and presented the feasibilities and obstacles of conference proceedings OAP at CAS. Then, the paper analyzed the requirements of different stakeholders. [Result/conclusion] This paper puts forward some suggestions and measures on conference proceedings OAP at CAS.

Abstract： The same to Chinese abstract. [Purpose/significance] The domestic research on linked data is still in its initial stage. With theoretical research and application research being immature, this study could provide some inspiration and references fordomestic research on linked data. [Method/process] By reviewing lots of literature and the systemic analysis, this study has analyzed the differences between domestic and international researches in terms ofthe quantity of published papers, research groups, word frequency and subject identification. [Result/conclusion] Based on the analysis above, this article proposes four tips to promote the development of domestic research on linked data, including indigenous research, paying more attention to application research, optimized the structure of research groups and focusing on multidisciplinary applications.

Abstract： [Purpose/significance] This paper summarized the advantages and disadvantages of various recognition methods of frontier researches by comparing and analyzing these methods, and suggested improvements for future researches.[Method/process] Firstly, it reviewed the literatures related to research frontiers at home and abroad, and identified relevant concepts of the research frontier. Then, the paper analyzed the main exsited research methods for the identification of research frontiers. Comparing with the traditional identification methods, this paper emphasized the summary of recognition methods of transformative research frontiers. Finally, this study summarized the main problems existed in the frontier identification methods, and put forward suggestions for improving the research frontier identification methods.[Result/conclusion] In terms of conceptual meanings, this paper distinguished research hotspots, emerging researches and research frontiers in the dimensions of time and innovation. According to the different levels of innovation, research frontiers can be divided into conventional research frontiers and transformative research frontiers. In terms of identification methods, different methods have their own applicable scenes. In the future, it is necessary to further dig out the measurement features of the "research frontier", especially the semantic associations among topics and the fusion of multiple relations should be focused on, as well as the feature mining of the early signs of "transformation research frontier", and then constructing corresponding recognition and prediction methods.

Abstract： [Purpose/significance] Under the digitalized academic information environment, it becomes increasingly obvious that the contradiction between the user's specialization, individualized needs and the current situation of resources construction. This paper analyzes and presents the precision construction schemes of the network digital resources, based on the concept of precision service, aiming to provide reference for library precision service.[Method/process] From the perspective of network digital resources, the paper discusses theoretically the schemes of precision construction. While meeting user's requirements for universality resources, libraries should consider various user behaviors and adopt different precision construction models to support resources construction practices. At the same time, the paper proposes a further functional design scheme of the network digital resources hub.[Result/conclusion] The paper specifies preliminary network digital resources precision construction schemes to provide reference for precision construction practices of libraries and other institutions, and to achieve the transition of resources construction gradually in the future.

Abstract： [Purpose/significance] Science and technology innovation is an important strategic support for modern economic system. After the reform and opening up, in order to promote China's economic development, China government introduced and implemented a series of science and technology policy aims to promote the development of science and technology. However, how is the founding effect of these science and technology and policies, how the changes in founding effects in the historical cycle of science and technology policy have caused wide spread concern.[Method/process] This paper conducted an empirical research of the National Science Fund for Distinguished Young Scholars Earth Science Project that has been in operation for 20 years(JieQing fund) as an example. In order to overcome the endogeneity problem caused by sample selection bias,the study used DID model to assess the effect of fund for distinguished young on the research papers output efficiency of scientists, and put forward the "environment-motivation-behavior" model to explain the research result.[Result/conclusion] The empirical results show that between 1994 to 2008, the significant funding effect of JieQing fund reached 12 years, with a significant proportion 80%. Scientists who have received JieQing fund(JieQing Scientists) were able to published more 0.412 to 3.234 papers per year than those who have not received JieQing fund. After data conversion,compared with other scientists who in the same period(Same period Scientists) of JieQing Scientists, JieQing scientists can published more 0.426-3.277 papers per year. The largest funded effect of JieQing fund was in 2002, but the funding effect was not significant in 2007 and 2008. When evaluating the effect of science and technology policy support, the control group can be constructed by this method in this paper to achieve the research purpose of causal effect inference.

Abstract： [Purpose/significance]Periodicals' influence evaluation is an important part and application field of scientific metrology research, which is of great significance for optimizing journal quality and promoting scientific exchange.[Method/process]This review summarizes the research progress of influencing evaluation methods of journals at home and abroad. In terms of traditional indicators, the series of influencing factors, index H and derivative indices, PageRank and its derivative indicators, the method of comprehensive evaluation based on multiple factors and the impact of periodicals based on social media, interdisciplinary journal evaluation methods, the characteristics and deficiencies of current evaluation methods are pointed out.[Result/conclusion]The paper finds that the existing evaluation indexes are poorly integrated. The citation skewness and self-citation problems are less considered, and the feasibility of emerging social media-based evaluation methods needs to be discussed. In the future we should pay attention to the in-depth integration of evaluation indicators, the diversification of citations for biased improvement methods, the standardization of evaluation methods for social media journals, and the systematization of cross-disciplinary journal evaluation methods.

Abstract： [Purpose/significance] The paper proposes an identification method based on the analysis of citations content. And a visual display is presented to overcome the problem of different citation emotions based on simple reference frequency measurement. [Method/process] First, it uses regular expressions to extract the content information of the text in full text. Then, it uses the TF-IDF algorithm to select the quoted emotion feature words, combines the emotional dictionary, and uses emotional analysis technology to quote emotion recognition. Finally, the use of visual tools shows the overall distribution of the reference emotion. [Result/conclusion] The method can effectively identify emotional information in the domain of anti-aging. The experimental results show that the positive citation accounts for 21% of the total citation frequency, neutral citation accounts for 78% of the total citation frequency, and negative citation accounts for only 1% of the total citation frequency. Compared with the traditional citation network, the visualization map based on citation emotion can effectively identify the distribution of different citation emotions on the overall data set.

Abstract： [Purpose/significance] There is an impact on the collection development and services of research libraries under the environment of open science. Analyzing the status quo of transition of the representative research library, the U.S. National Library of Medicine under the environment of open science, will provide a reference for the transformation of domestic research library under the environment of open science. [Method/process] On the basis of analyzing the elements of open science, this article summarizes the evolution of the National Library of Medicine at the strategic level in response to the development needs of the open science from three perspectives: library development strategy, library collection development and library services. It focuses on the analysis of its collection development practices (including open resource construction, data center construction, semantic organization of resources, development of software tools, etc.) and service practices (including open sharing services of scientific information, public information services, data management services, open education services, new media and mobile services, etc.).[Result/conclusion] The National Library of Medicine implemented the requirements of the development of open science well from five aspects: policy guidance, resource basis, platform support, service type and service channel. The research library should gradually shift from information resource center to data center and promote the open scientific development from the perspectives of strategic decision-making, open access platform construction, data center construction and software tools development.

Abstract： [Purpose/significance] Targeted poverty alleviation have become one of the hot-spots in the innovative development of Chinese libraries. This paper comprehensively investigates and sorts the current development of Chinese libraries participating in the poverty alleviation, and analyzes the main challenges of current development. Therefore, this paper has some reference and enlightenment value for Chinese libraries to participate in targeted poverty alleviation in the future.[Method/process] According to the three kinds of dimensions of "public library", "university library" and "professional library" of Chinese library system, this paper made a comprehensive review for the related construction that Chinese libraries participate in targeted poverty alleviation from two aspects of research thinking and practice measures. Then, it summarized the current construction progress and analyzed some current challenges of Chinese libraries participating in targeted poverty alleviation.[Result/conclusion] This paper comprehensively sorts and outlines the existing reports that Chinese libraries participating in targeted poverty alleviation. It analyzes the thinking and practice of the three types of Chinese libraries in participating in targeted poverty alleviation. Moreover, it effectively demonstrates the important wisdom and experience of libraries which participate in targeted poverty alleviation. It points out the major issues that need to be resolved in future development.

Abstract： [Purpose/significance]Under the environment of new technology, open science has got more and more attention, and the focus on international development of open science can provide support and reference for the promotion of open science in China.[Method/process]Through the internet survey and literature research, this paper reviews the open science and introduces the meaning of open science and the current driving factors, advantages and obstacles of the open science development.[Result/conclusion]The concept of open science presents multiformity and the scientific development needs, open science policy and practice projects of different institutions and countries are the main driving factors for the development of open science. The advantages of open science are gradually highlighted, such as increasing the speed and efficiency of scientific research, promoting the discovery of new problems, enhancing visibility and scope for engagement, promoting academic rigor and scientific research quality and enhancing collaboration and community-building. Besides the advantages, there are some factors hindering its development, such as lack of academicrewards and other incentives, culture of independent research and competitiveness, lack of knowledge, skills, intellectual property rights and other legal protection for open science.

Abstract： [Purpose/significance] Accurate analysis of the industrialization potential of emerging technology is of great significance for investment decisions, patent layout, resource allocation and market development.[Method/process]This paper firstly summarizes the existing evaluation methods of industrialization potential systematically, and then builds a framework of industrialization potential analysis method based on multi-source data, which includes policy environment analysis, industrial technology analysis, market quotation analysis and the fusion interpretation of all. Next, the feasibility and validity of the method are verified by case analysis of the genetic engineering vaccine technology.[Result/conclusion]This method is based on the technical panorama and integrates a variety of data sources, which can make the local characteristics of technology industrialization integrate into the overall characteristics. The multi-dimensional analysis can be mutually confirmed and complement each other to obtain more valuable results of industrialization potential analysis.

Abstract： [Purpose/significance] The conventional rule of the scientific productivity time series of research output is based on the overall average output of the researchers. Is the rule behalf of all rules of the individual's output? The question is not only the important content of scientific researchrule study but also the important content of science policy evaluation.[Method/process] The study object of the empirical analysis is the national science foundation for distinguished young scholars of the earth science project, and the method is piecewise linear regression model.[Result/conclusion] The results show that the overall output rules are not consistent with the individual output rules, and about 31.7% of all the individual output rules are not consistent with the overall output rules.The model can be used to the scientific policy evaluation which can accurate the scientific evaluation in scientists individual.
