Abstract： [Purpose/significance] The evaluation of think tanks plays a role in guiding and promoting the development of think tanks. [Method/process] After analyzing the evaluation theories and the think tank evaluation development, this paper established the framework of the think tank evaluation based on the 4th generation evaluation theory. Furthermore, a model of the think tank, a multi-value system, and an evaluation index framework were presented. [Result/conclusion] In conclusion, this paper provides a systematic and theoretical exploration of the think tank evaluation, which lays a foundation for evaluation practices.

Abstract：摘要：[目的/意义]国防科技决策咨询工作是我国国防科技工作和国家决策咨询工作的重要组成部分，具有厚重的历史积淀和鲜明的中国特色，开展相关研究对我国决策咨询事业发展具有启示意义。[方法/过程]采用历史研究等方法，分析了我国国防科技决策咨询工作起步创建、探索创新、稳定发展、深化改革四个时期的历程及特点，探讨了我国国防科技决策咨询工作的重大贡献、主要特征与历史经验，并提出了新形势下我国国防科技决策咨询工作变革创新的若干建议举措。[结果/结论]我国国防科技决策咨询工作为突破“两弹一星”等国防尖端技术、设立国防科技机构、建立国防科技事业、制定国防科技战略规划做出了重大贡献，具有与国防科研工程水乳交融、坚持军地集中统一领导、贯彻“三项制度”、尊重科学家和技术专家等主要特征，积累了决策层重视、集中力量办大事、体系化力量、科学管理等历史经验，新时期应着力加强政策法规先导化、决策机构扁平化、发展理念市场化、咨询力量联盟化、工具手段智能化、运营管理自主化、咨询效益计量化。

Abstract： [Purpose/significance] The national defense science and technology (NDST) provides a historical opportunity for the think tanks in universities, and it is of significance to sort out the relevant issues of universityaffiliated think tanks (UTT) participating in the development of NDST. [Method/process] Considering the new situation of the integration of military and civilian development, and innovation-driven development, by using the empirical research method and the comparative method etc., this paper discussed the realistic reasons why the construction and development of NDST needed the deep participation of UTT. Then, it analyzed the feasibility of UTT participating in the construction and development of NDST, and finally put forward the suggestions and strategies for UTT to participate in the construction and development of NDST. [Result/conclusion] UTT has natural advantages and good prospects in the construction and development of NDST. It is proposed to strengthen the ideals and beliefs, explore the channel platform, set up special regions of policies, foster leaders, improve research abilities, gather related resources, establish professional teams, construct intelligent tools, strengthen the achievement transformation, and emphasize the brand and publicity.

Abstract：[目的 /意义]智库评估对智库建设发展具有导向和推动作用,科学开展智库评估工作意义重大。[方法 /过程]本文在研究分析评估理论与智库评估评价进展的基础上,基于第4代评估理论构建了智库评估理论框架体系。同时构建了新型智库的本体模型、多元价值体系、评估指标框架等,并采用比较分析的方法进行了合理性分析。[结果 /结论 ]本文主要提出了智库评估理论框架,包括界定本体、发现价值、提出指标框架、建立指标体系、选择评估方法、应用评估结果等;建立了基于信息传播理论的智库本体模型;剖析提出了智库多元价值体系及相互关系;初步建立了智库综合评估模型及指标体系框架,给出了智库评估结果的四个重要应用方向。本文为智库评估...
