  • Research on the Strategy of China-Myanmar-Indian Ocean New Channel—Application of Double Helix Methodology in Think Tanks to Planning Cross-border Multimodal Transportation of Ocean Shipping, Highway and Railway

    Abstract: The construction of China-Myanmar-Indian Ocean New Channel is of far-reaching significance for adapting to the reconstruction of the global industrial chain and supply chain, building a new development pattern of domestic and international double circulation, and effectively breaking the “Malacca dilemma”. The research group of Institutes of Science and Development in Chinese Academy of Sciences systematically carried out the research on the strategy of China-Myanmar-Indian Ocean New Channel construction based on the logical vision of the double helix methodology in think tanks, and creatively proposed the strategic layout of the “double Y” China-Myanmar-Indian Ocean New Channel. The research group further proposed that under this “double Y” layout, the construction of China-Myanmar-Indian Ocean New Channel will be promoted mainly through the cross-border multimodal transportation mode of ocean shipping, highway and railway in the near future and the mode of ocean shipping and railway in the medium and long term. At present, the construction of the China-Myanmar-Indian Ocean New Channel has been actively advancing in the direction of normalization, scaling, specialization and efficiency.

  • Think Tank Double Helix Methodology on Employment Problems in Internet Age

    Abstract: With the world-renowned development and proliferation of the Internet in China, we have seen the dawning of the IoE (Internet of everything) era, where there will be significant permeation into all corners of society. The new formats as Internet economy and digital economy become the new momentum for economic growth, and it will have profound impact on the demand for skills, which is considerably high on the agenda of social research. Accordingly, we need to grasp the law of development, have insight of trends, make predictions and give policy response. This study proposes to build a new think tank research system on employment in the Internet age, based on the Think Tank Double Helix Methodology. First of all, the necessity of constructing a new think tank research system on employment is expounded with theory and methodology. Then, this study summarizes the key elements to build a new think tank research system on employment from the perspective of research links and logic, based on the “Six Transitions” of the Think Tank Double Helix Methodology. Finally, we consider and explain the relationship between think tank research and academic research, furthermore, this forms academic and practical think tank research system by building up a connection between those two.

  • Impact and Enlightenment of EU’s “Industry 5.0” to High-quality Development of China’s Manufacturing—Research on Application of Think Tank Double Helix Methodology

    Abstract: The world is experiencing a great change with the combined impact of the COVID-19 pandemic. In the post-epidemic era, the world’s major economies have begun to plan their strategic adjustments, economic revival and transformation. Industry 5.0, as the EU’s new strategy to plan the “New Industrial Revolution” and promote industrial transformation in Europe, has raised wide attentions in the world and has become a hotspot of think tank research. Guided by the think tank double helix methodology, this study constructed a cognitive framework to study industrial strategy and its related complex system issues such as international relations, science and technology strategy, and economic and social development from systematic, subjective, scientific, global and practical perspectives, researched the feature, purpose and significance of Industry 5.0, as well as its impact, enlightenment and reference on the high-quality development of China’s manufacturing, and put forward the coping strategies. This study fully revealed the value and significance of think tank double helix methodology in expanding the research horizon of such issues.

  • Science and Technology Foresight Based on Think Tank Double Helix Methodology

    Abstract: Science and technology (S&T) foresight is an important form of S&T development strategy study. Based on the needs of economic and social development and the law of S&T innovation and development, S&T foresight is a process of forming a consensus on the medium and long-term S&T development trends among experts in multiple disciplines and fields, so that to provide scientific basis and decision support for S&T planning and policy making. With the rapid development of technology over the world, carrying out S&T foresight is crucial for China to seize opportunities for technological innovation, seize the frontier and opportunities of technological revolution, realize self#2;reliance and self-improvement in S&T, and build into an S&T giant. However, as a large scale think tank research project, S&T foresight faces systemic challenges and collaborative challenges from the organization of a large number of multidisciplinary and multi-field research teams. Meanwhile, in the research process of S&T foresight, it faces interdisciplinary challenges, interrelated challenges, practical policy challenges, social influential challenges, innovative challenges, and uncertain challenges. There is an urgent need to form a comprehensive and systematic research ideas and methodology for S&T foresight of think tank. To this end, this study analyzes the thinking guidance, process guidance, and operation guidance of the think tank double helix methodology for the S&T foresight. The thinking guidance of the double helix methodology to the S&T foresight is mainly reflected in the design of the overall work plan. Under the guidance of the double helix methodology, S&T foresight needs to grasp the foresight goals of S&T development from the national strategic needs, and comb the internal mechanism of S&T foresight based on historical data and current situation analysis; under the mechanism-impact-policy-solution (MIPS) architecture, through parallel relationship decomposition, serial relationship decomposition, and matrix relationship decomposition and other decomposition methods, the S&T foresight project can be decomposed into a number of independent sub-problems with inherent logical connections; focusing on the sub-problem research needs, a research team consist of multi-field expert with vertical hierarchical and horizontal cross-cutting relationship is formed, and a progressing schedule should be reached to form time coordination and research collaboration under the guidance of data#2;information-intelligence solution (DIIS). The process guidance and operation guidance of the double helix methodology for S&T foresight are embodied in the four stages of DIIS. Firstly, in the data collection stage of S&T foresight, it is necessary to scan and review the progress of S&T foresight issues over the world as well as selection criteria, to form a multi-dimensional data database. Secondly, in the stage of information disclosure, it is necessary to form the judgement on the current state of S&T development, future development vision, and selection criteria. Thirdly, in the stage of intelligence analysis, the key directions of S&T foresight can be comprehensively shaped through repeated iterations of objective data analysis and expert judgments. Finally, research reports and policy recommendation reports are produced to provide policy#2;making support for the S&T development.

  • 2022 Technology Focus: Analysis and Interpretation of 20 High-impact Patented Technology Focus

    Abstract: 2022 Technology Focus report developed by the Institutes of Science and Development, Chinese Academy of Sciences (CASISD), is based on the role of “Technology Focus” in the fields of information, energy, life and material manufacturing in the new technological revolution. We select and determine “20 High-impact Patented Technology Focus” from the 32 “Technology Focus” areas that are highlighted in the report. It briefly describes the basic meaning, technological innovation challenges, and the research path. Based on the distribution of comprehensive influence scores of patent data in “Technology Focus”, it reveals the technical innovation points and the characteristics of the national institutions of the patents with higher scores. Finally, three conclusions are given: (1) the technology focus characterizes the “difficulties” and “pain points” of industrial technological innovation in many fields around the world; (2) developed countries in science and technology occupy the commanding heights of most “Technology Focus”; and (3) the patent patent ownership institutions in the “Technology Focus” are leaders in industrial technological innovation.

  • 2022 Research Fronts: Development Trends and Key Research Questions in 11 Broad Research Areas

    Abstract: In 2022, Institutes of Science and Development, Chinese Academy of Sciences (CASISD), the National Science Library, CAS, and Clarivate Analytics released their joint report Research Fronts 2022. The report utilized the Essential Science Indicators (ESI) database to do co-citation analysis. The 2022 report started from 12 610 research fronts in ESI and identified a total of 165 research fronts, including hot and emerging specialties spanning 11 broad research areas in sciences and social sciences. With the 165 research fronts and the related core papers and citing papers as the basis for analysis, this study summarized 8 development trends in science and technology, and recent trends and key research questions in 11 broad research areas, aiming to provide reference for studying and forecasting the major development trends in science and technology, summarizing important research issues and then making systematic deployment.

    Abstract: With the continuous deepening of the nested influence of scientific research and economic society, scientific research has received unprecedented attention. At the same time, it faces bottlenecks in its own development. The scientific research itself, the scientific establishment, and the scientific policy are in a state of change. It is necessary to understand the new laws of scientific knowledge production, and re-understand the interactive relationship between science, technology, and engineering to expand the boundaries of scientific research. This article analyzes the reasons for re-understanding scientific research, expounds the new connotation of scientific research from aspects of object, function and method, and puts forward policy recommendations to adapt the scientific changes.

  • Promoting Organized Basic Research: Strategic Layout and Strategic Capacity in Science and Technology

    Abstract: Focusing on “organized basic research”, this study reviews the main experience of major countries in promoting “organized basic research” from three aspects, namely, driving scientific and technological innovation, coordinating the strategic layout, and clarifying the division of strategic capacity in science and technology. Then, from the two perspectives, i.e., task layout of five types of “organized basic research”, and main orientation of strategic capacity in science and technology of three types of institution, the study analyzes the promotion ideas of “organized basic research” in China in the new era. Finally, the study puts forward the ways to improve implementation mechanism of “organized basic research” in China from four aspects, namely, scientific problem selection mechanism, resource allocation mechanism, organizational model, and management mode.

  • Promoting “Six Transitions” in Think Tank Research

    Abstract: The article analyzed the current characteristics and situation of think tank research both domestically and internationally, and raised the ideas that think tank research need to achieve “six transitions” especially under the background of think tank construction agenda of Chinese government, which is to transition from empirical to scientific research, from discrete to systematic approach, from randomness to normativeness, from pure academic-oriented to integrative studies fitting both academic and practical requirements, from static to stable style, and from a single discipline basis to comprehensive and consistent research. Based on long-term experiences and practices in policy and strategic research, Prof. PAN Jiaofeng at the Institutes of Science and Development, Chinese Academy of Sciences (CASISD) proposed a new method for think tank research, namely the think tank double helix methodology. The methodology comprises of two cycles: the external cycle featuring three stages—the deduction of research question, the comprehensive research, and the regression to the real problem, and the internal iterative cycle involving two mutually embedded helixes—DIIS at the process level and MIPS at the inherent logic level. The DIIS helix emphasizes that the research must follow a step-wise process beginning at data (D) collection, and proceeding to information (I) revelation, intelligence (I) synthesis, and arriving at solution (S) formation; while MIPS helix stresses that the content of the research must follow a logical pathway starting from mechanism (M) analysis, developing to impact (I) analysis and policy (P) analysis, and finally arriving at solution (S) formation. In the booming field of think tank research, the double helix methodology represents a fundamental work to advance the scientific development of think tank research, given that it provides a pathway to promote the “six transitions” as mentioned above and to establish think tank research as a science. The methodology would provide think tank research with a new way of thinking, practice guidelines, and operational approach, hence establishing a research paradigm for think tank research. As a new way of thinking, it aims at eliminating the scattered, fragmented and simplified style of thinking, giving way to a more holistic and systematic mindset. As a practice guideline, it offers a global, panoramic and full-process reference for think tank research, covering both the process and the content of the research. As an operational approach, it plays an instrumental role in gathering the wisdom of experts and scholars with various academic backgrounds and experiences, and comprehensively integrating methods and tools of different types. Therefore, this article explains in detail about how to utilize the think tank double helix methodology as the basic theoretical and methodological paradigm, so as to promote the “six transitions”, and reveals the value and significance of the think tank double helix methodology in promoting the scientific development of think tank research.

  • Fight Against COVID-19 Promotes China’s Digital Transformation: Opportunities and Challenges

    Abstract: In recent years, China has experienced a rapid development in digital economy, which enables the real economy to improve quality and efficiency, and has become a new driving force for economic growth. In the fight against COVID-19 in 2020, the new generation of information technologies is widely used in all aspects of the epidemic prevention and control, production and living materials supplies, and work resumption, contributing in accurate prevention and control and scientific decision-making. The fight work also provides new opportunities for the comprehensive digital transformation of China’s economy and society in the long run. This study focuses on the opportunities for digital transformation in government, industry, enterprises, and society under the influence of the current epidemic, analyzes the problems and challenges of digital transformation in the epidemic. Finally, aiming to accelerate the comprehensive digital transformation of China’s economy and society, we suggest a number of policy recommendations, including: (1) accelerating the digital transformation of government and improving the modernization level of government governance; (2) deepening the integration and development of next-generation information technology in vertical subdivision fields, and enriching applicationscenarios; (3) promoting the construction of industrial internet and promoting the balanced digital development in various industries; (4) strengthening data governance in digital transformation to ensure efficient and secure use of data.

  • 数字经济对中国经济增长和非农就业影响研究――基于投入占用产出模型

    Abstract:随着数字化浪潮的涌现,数字经济必将对中国的经济产生更为深远的影响,表现在不仅将促进国内生产总值(GDP)更快速的增长,还将提升生产率、消费结构转型、优化投资结构、提升企业出口规模、提高人力资本质量,并引领新型智慧城市的发展。文章构建了非竞争型就业投入占用产出模型,采用支出法GDP(即最终支出的3个方面:消费、资本形成总额和出口总额)核算了我国数字经济的经济规模,最终估计3类支出所形成的经济规模分别对就业的影响效应。研究发现:(1)ICT(信息和通信技术)产业与传统产业的融合能够带动经济规模的扩张,特别是网络消费的增长,以此产生的消费导向型就业效应正在逐步扩大(使得非农就业占全部就业人数比例从2014年的15.2%增长到2016年的20.2%),其中未来应特别关注的发展领域应聚焦在医疗健康、文化娱乐和交通通讯。(2)数字经济对技术密集型制造业的就业影响强于劳动密集型和资本密集型,同时在生产型服务业中也表现出了强有力的就业影响效应,并促使我国产业经济从劳动密集型向技术密集型的转型。(3)中国的数字化转型将带来生产率的提升和创新的提速,并促进职业技能的培养,促使人力资本从低成本优势向职业技能优势转型,从而培养更高技能的劳动力队伍。

    Abstract: [Propose/significance] Strategic high technology is an important driving force for national economic and social development. It also embodies the ability of national science and technology innovation. Identifying trends of strategic high technology will provide important references for developing emerging industries of strategic importance, which is vital to foster the growth of a new momentum, speed up the development of the new economy, and occupy the commanding height in international competition. [Method/process] More than 100 experts participated in this research program which was based on the research of “Science & Technology Roadmap to China 2050: Strategic Reports of the Chinese Academy of Sciences”. We combined expert judgments and literature analysis, focusing on 10 priority areas including information technology, biomedicine technology, new material technology, advanced manufacturing technology, new energy technology, ecological and environmental technology, space technology, marine technology, modern agriculture technology, and energy resources technology. [Result/conclusion] This paper summarizes the global trends of the strategic high technology, mainly in 10 priority areas above.
