Abstract： This study discusses the hierarchy structure of Chinese approach to modernization (CAM) from the perspective of modernization science and strategy research, and advances three recommendations on the modernization research and modernization capacity of China. The hierarchy structure includes three levels of concept, strategy, and operation; and each level involves some contents and key issues. Here the level of concept includes two key issues, they are the connotation and Chinese characteristics of CAM; the level of strategy contains three key issues, which are the basic guideline, essential request, and strategic arrangement of CAM; and the level of operation involves three key issues, they are the primary task, three supports, and an inherent part of CAM. They present the answers of three questions “what, how, and key-point” related to CAM shortly. The analysis and explanation of hierarchy structure (three levels and eight key issues) not only introduce a systemic outlook for the study on CAM, and benefit the promotion of CAM, but also provide a new perspective for further study and implementation of the “spirit of 20th CPC National Congress”.

Abstract： Modernization is not only a world phenomenon, but also a civilization progress and a development goal. Modernization indicators could reflect the level, characteristics, and states of modernization, which can be organized as the modernization indicator system with systematic structure according to the modernization principles. Based on a brief review of the research on modernization indicators since the 1950s, this paper mainly focuses on the establishment of the indicator system of world modernization in the light of the second modernization theory and modernization science, aiming to identify the level, characteristics, and states of national modernization from a global perspective. And the world-renowned indicator systems, such as Organization for Economic Co-operation and Development (OECD) Country Profiles, World Development Indicators of World Bank, and the Indicators of World Modernization Outline have been referred as indicator sources. The Indicator System of World Modernization includes 100 modernization indicators, covering 6 fields, 15 themes, 35 sub-themes, and 5 dimensions of world modernization (Behaviors, Structures, Institutions, Concepts, and Side effects). Among them, there are 50 indicators applied for reflecting the level of modernization, 28 for characteristics, and 22 for states. It could provide scientific reference for exploring and establishing an indicator system of China modernization with Chinese characteristics.

Abstract：2020年中国将全面建成小康社会，开启建设现代化强国的新征程。文章简要介绍世界现代化的历史和经验，以及中国现代化的历史和现状，并以此为基础，科学分析现代化强国建设的路径和模式选择。未来30年，中国将按照十九大报告提出的"两步走"战略安排，采用综合现代化的"运河战略"，迎头赶上世界先进水平；以人民为中心，全面落实新发展理念；向生活质量进军，最大限度满足人民的美好生活需要。

Abstract： [Propose/significance] This paper aims to advance the world and national central cities, which is an important part of the new urbanization in China. [Method/process] The international comparison and the model analysis were adopted. According to the historical experience of the world modernization, a world city should be an innovation driving city with an international influence. [Result/conclusion] This paper puts forward three keys and a goal for China to advance the world and national central cities based on the international consideration. Three key developing strategies lie in innovation-driving, dual engines of S&T innovation and institutional innovation and the leading role of innovative culture and talents. The goal is to construct an innovative city and plateau.

Abstract：[目的 /意义]建设世界性城市和国家中心城市,是我国新型城镇化建设的重要组成部分。[方法 /过程]采用国际比较和模型分析方法。根据世界现代化的历史经验,世界性城市应该是具有国际影响的创新驱动型城市。[结果 /结论 ]本文借鉴国际经验,提出建设世界性和国家中心城市的3个关键点和目标,即坚持创新驱动的发展战略,坚持科技创新和制度创新的双擎驱动,坚持创新文化和创新人才的先导作用,建成有世界影响的创新城市和创新高地。
