  • Research on Strategies for Enhancing the Influence of Scientific Journals Based on Science of Science Theories

    Abstract: Purposes Based on combing the science of science theories related to scientific journals, this paper constructs a five-force model of the influence of scientific journals and proposes paths and strategies to enhance the influence of scientific journals. Methods Using methods such as literature research, in-depth interviews, and conceptual analysis, the journal influence five-force model is constructed from the aspects of scientific knowledge production, flow, and dissemination, and then countermeasures and suggestions are put forward. Findings It is proposed that the influence of scientific journals includes five aspects: knowledge power, persuasion power, management power, expression power, and dissemination power. These five aspects are used to construct the five-force model of the influence of scientific journals. Conclusions The formation and enhancement of the influence of scientific journals is a systematic project. It can be approached by applying the theory of knowledge activities to enhance the knowledge power of scientific journals; promoting academic exchanges to improve the persuasion power of scientific journals; paying attention to the construction of the talent team to enhance the management power of scientific journals; leveraging the advantages of structural holes to demonstrate the expressive power of scientific journals; fully recognizing the functions of journals to strengthen the dissemination power of scientific journals.

    Abstract: In 1957, Tsien Hsue-shen published an article entitled “On the Technological Sciences” in Chinese Science Bulletin, which laid the foundation for the research of technological sciences in China. However, in the following 60 years, the thought of technological sciences failed to receive stable attention and support. It was not until 2021 when General Secretary Xi Jinping made another important statement at the 20th Academician Conference of the Chinese Academy of Sciences, the 15th Academician Conference of the Chinese Academy of Engineering, and the 10th National Congress of the China Association for Science and Technology that technological sciences had entered into a new period of historical opportunity. Under the guidance of General Secretary Xi Jinping’s important discourse, the study provides an academic interpretation of technological sciences in three dimensions: disciplinary system, academic system and discourse system, in order to provide decision-making reference and knowledge system support for better guiding the development of science and technology innovation in China.

  • Build New Development Pattern of “Double Cycle” of Scientific and Technological Innovation

    Abstract: The CPC Central Committee proposed to speed up the formation of a new development pattern of the domestic and international double cycles, with the domestic cycle being the main body of this pattern. Facing a complex international and domestic situation, scientific and technological innovation being the core driving force, it is of urgent need to explore and build a new development pattern of “double cycle” to suit our national needs. Hence, under the guidance of Hsue-shen Tsien’s thought on technological sciences and based on the original innovation function, secondary innovation function and potential innovation function of technological sciences, this study puts forward the strategic idea of constructing a new development pattern of “double cycle”of scientific and technological innovation with technological sciences as the core. We hope that through the three strategic paths of domestic big cycle, domestic and international double cycles, and international big cycle, the “double cycle” of scientific and technological innovation will promote the economic “double cycle” and provide macro-strategic reference for China’s scientific and technological self-reliance and integration into the international scientific and technological innovation pattern.

  • Emphasis on Role of Technology Sciences in Supply Side Reform of Science and Technology Innovation

    Abstract: The concept of technology sciences was proposed by Mr. Tsien Hsue-shen. It occupies a middle position in the chain of basic science and engineering technology innovation and plays a bridging role. For a long time, the concept of technology sciences has been rarely mentioned in China’s science and technology policy making process, which to a certain extent has led China’s science and technology policy to either favor the basic research or the engineering and technology, which is not conducive to the output of major scientific and technological innovations. It can also lead to the occurrence of the “neck jam” phenomenon. In response to the above problems, the key role of technology sciences in the supply side of science and technology innovation is expounded through literature review and case study. In addition, we construct a whole chain model of science and technology innovation with basic science as its source and technology sciences as its core. This study puts forward countermeasures and suggestions from three perspectives: knowledge, talents, and policy. Through the supply side reform of science and technology innovation, the whole chain of science and technology innovation is accelerated to provide a strong source of driving force for innovation.
