Abstract： Purpose/significance］With the continuous advancement of technology and the increasing richness of learning resources, learning spaces and services need to be updated to meet the changing demands of learning. At the same time, technological developments motivate the evolution of learning modes. ［Method/process］Based on the investigation into the designs of domestic and international university learning centers and relevant theoretical discussions, this article analyses the development trends and current challenges of future learning center construction. It also introduces the concept and the configuration model of the "intelligent dynamic upgrading" future learning center on the basis of "knowledge exchange theory" in library science and the advancements in metaverse technology. ［Result/conclusion］This model of configuration focuses on the construction of offline spaces, online spaces, resources and services, and emphasizes the flexible human-machine collaboration during the construction and the dynamic interactions between needs and services. The ultimate goal of the future learning center is to pursue the continuous upgrade of itself and a dynamic stimulus for the evolution of learning modes. As the metaverse technologies matures and the modes of teaching and learning evolve, future learning center will be built in phases and refined continuously, and leads to the realization of a “metaverse of knowledge exchange” eventually.

Abstract： [Purpose/significance] Australia is the pioneer and active practitioner of the open-access movement. Studying the status and characteristics of Australia's Universities' open access policies could provide a positive reference for the promotion of the domestic open-access movement. [Method/process] This paper collects 40 original open access policies documents available from 38 Australian universities and 2 Australian institutions Websites. Based on this, statistical analysis and text interpretation are conducted from 10 aspects of Australia's open access policies such as adoption date, source of policy, approach, purpose, scope, definitions, deposit types, open requirements, roles and responsibilities, the copyright statement. This paper makes a comprehensive disclosure of the status and characteristics of Australia's open access policies.[Result/conclusion] It is found that the Australian open access policy has the following characteristics: the popularity of the Australian open access policy is attributed to the demonstration of policies of the government research funding agencies and government funding allocation; policy content is clear, regular and practical; most of the policies are mandatory; Australian colleges and universities take a positive attitude toward the open access policy, and policies are generated from management decision. Based on these, some suggestions are proposed for promoting China's open access movement.

Abstract： [Purpose/significance] Under the background of the big data tide and the new liberal arts, there is an urgent need to reform and innovate the talent training mode of library and information science in China. The construction of the big data subjects is in the ascendant, which has a strong reference significance for the construction of a new paradigm of talent cultivation in library and information science. [Method/process] This paper innovatively proposed a new sequential topic network model and the calculation method. By collecting, processing, counting and analyzing the talent cultivation policies of the big data subjects in 259 universities, this paper conducted topic mining in the time dimension and summarized the levels of data science courses. Additionally, this paper analyzed the relevance between the subjects of the big data and the main knowledge of library and information science, and put forward suggestions for data science courses suitable for library and information science. [Result/conclusion] The sequential topic network model can better fit the analysis of talent cultivation paradigm development in the big data subjects, and it may also be a way to research the topic of a subject. Finally, this paper puts forward some suggestions for the courses of data science which is oriented to library and information science, and there is certain reference value for the development of talent cultivation in library and information science.

Abstract： The main reason of the US-China trade conflict lies in US economic and social structure problems. In fact, China does not have “forced” technology in the related laws and regulations implementation. To strengthen intellectual property protection is also an objective need for China to enhance its indigenous innovation capacity. In order to cope with US-China trade conflict, China should build a legal system and policy system for scientific and technological innovation that supports innovation-driven development, encourage scientific and technological innovation and major output, implement strict intellectual property protection, improve the scientific and technological achievement transformation and the intellectual property rights utilization policies, and actively develop the intellectual property economy, vigorously cultivate composite intellectual property talents and propose corresponding countermeasures.

Abstract：[目的/意义]针对我国当前“大众创业、万众创新”（双创）的社会氛围，解析创新创业的社会需求，为其知识供给提供一个有针对性的智库知识库的建设方案。[方法/过程]本文通过政策文本分析和案例研究的方法，对创新创业智库知识库的建设进行分类，以分类案例对创新创业智库知识库的建设进行分析讨论。选择杜克大学创新创业中心、Google内部孵化器Area 120、企业家中心和NOVUSENS 4个机构的创新创业智库知识库，从面向外部和内部、营利性和非营利性不同维度分析不同创新创业智库知识库的构建要求，并从创新创业智库知识库的内容分类，从4个方面10大子库的角度分析了当前创新创业智库知识库建设的需求。[结果/结论]针对我国当前现实，提出了平台贯通、线上线下协同、行业库等创新创业智库的建设参考。
