  • Research on the Evaluation of Intellectual Property Transformation Policies under the Framework of Four-dimensional Analysis:Quantitative Analysis Based on Policy Texts

    Abstract: [Purpose/significance]By establishing an evaluation system for intellectual property rights transformation policies, the paper provides reference basis for government departments to formulate scientific and reasonable intellectual property transformation policies, and promotes the development of national intellectual property rights.[Method/process] On the basis of content analysis and coding of intellectual property transformation policies, a four-dimensional analysis framework is established to determine the evaluation index system of intellectual property transformation policies. Using policy quantification standards and entropy weight TOPSIS model, the six selected intellectual property transformation policies are measured and evaluated. [Result/conclusion] The results indicate that among the evaluation indicators of intellectual property transformation policies,the policy objective evaluation indicator has the greatest impact on the evaluation of intellectual property transformation policies, while the weight difference between policy intensity, policy tools, policy objectives, and policy action objects is relatively small among the evaluation indicators of intellectual property transformation policies. The policy tool evaluation indicator has the smallest impact on the evaluation of intellectual property transformation policies. In addition, the comprehensive ranking results of the six policies show that “the Opinions of the Ministry of Education, the China National Intellectual Property Administration, the Ministry of Science and Technology on Improving the Quality of Patents in Colleges and Universities and Promoting the Transformation and Application” is relatively ranked at the top, while “the Notice on Implementing the Special Plan for Patent Transformation to Assist the Innovative Development of Small and Medium sized Enterprises” and “the Notice of the General Office of the Ministry of Education on Carrying out the Special Supervision of the Implementation of Policies for the Transformation of Scientific and Technological Achievements” are relatively behind. Finally, based on the research results, it identifies the shortcomings of the study and proposes corresponding policy recommendations.

  • Q2 SRC-index: A New Measure for Evaluating Scientist Research Productivity Based on Context

    Abstract: [Purpose/significance] Research productivity has been the scholars' research interested focus, which has been studied from both papers' quantity and quality(citations). As it is presented that scientists have various citation behaviors or papers' quality is various in different fields, and it is not only necessary that their productivities can be evaluated in different fields, but also it needs to measure and evaluate the scientists' productivities concerning different professional levels, different-size institutions, and papers in different journals. However, in the existing indices, the context characteristics are not considered, while there are different requirement thresholds for the same professional level or different professional levels in the same or various institutions, the characteristics of scientists' situated context is precisely the reference criterion of their efforts, and the co-authors' contributions are ignored for analyzing scientists' productivities, which is not corresponding to the research requirements of big science era.[Method/process] Based on the efforts and shortcomings of the existing evaluation indices, the Q2 SRC-index is presented to evaluate scientists' research productivities, with concerns of papers' quantity and quality(Q&Q, Q2), subject fields(S), scientists' rankings in papers(R), and different requirement thresholds for the same or different professional levels indicating scientists' contexts (C), which is more emphasized.[Result/conclusion] The measure is not only the theory model to be used to evaluate the scientists' research productivities comprehensively and compare them from different disciplinary backgrounds, but also it is practical and can be considered as the basis for scientists' professional promotions when there are limited professional positions in their institutions.

  • Research on the Sustaining Path of Knowledge Innovation for Enterprises Based on the Media and Information Literacy

    Abstract: [Purpose/significance] This paper constructs the sustaining path of knowledge innovation for enterprise from individual media and information literacy, so as to provide with a new perspective and specific method for promoting the enterprises knowledge innovation. [Method/process] First, it defines and discriminates the notion of data, information and knowledge, meanwhile studies the review of media and information literacy and knowledge innovation from its overall relevance, and then constructs enterprise knowledge innovation sustaining path with three dimensions of media and information literacy as the route through case analysis, and proposes corresponding measures. [Result/conclusion] Results show that support path of knowledge innovation in enterprise are information consciousness, new media technology application ability and information integration, which are namely the source, means and process for knowledge innovation.

  • Comparative Analysis of China's Big Data Policies from the Perspective of Text Similarity

    Abstract: [Purpose/significance] The formulation and implementation of big data policies is an important means for the country to promote the development of the big data industry. Therefore, research on big data policies has received widespread attention from the society.[Method/process] From the perspective of text similarity, the article compares the Big Data Development Action Plan issued by the State Council and the texts of big data policies released in 22 regions.[Result/conclusion] Data shows:the policies formulated by Guangdong Province and Fujian Province are the most complete and comprehensive;open data sharing and security guarantees the highest overall attention in the formulation of big data policies in various regions, showing similarity;regional characteristics are more prominent, showing differences. With the successive release of artificial intelligence policies in various regions, future research on big data policies under the vision of artificial intelligence will become a new direction.

  • A Fine-grained Sentiment Analysis Model for Product Reviews Based on Word2Vec and CNN

    Abstract: [Purpose/significance] To construct a fine-grained sentiment analysis model for product reviews based on Word2Vec and CNN.[Method/process] This paper firstly applied Word2vec to build product feature vocabulary and noise vocabulary based on product reviews, secondly extracted the feature words from product reviews by the noise vocabulary, then classified the product reviews according to product features sentiment, finally realized product reviews clustering based on product features.[Result/conclusion] The model was trained and tested by the reviews of Huawei mobile phone on JingDong Mall,the results showed that the model could effectively realize fine-grained sentiment analysis of product reviews and find out users focus and satisfaction on product features.

  • Research on Algorithm Risk and Regulation in Intelligent Intelligence Analysis

    Abstract: [Purpose/significance] In recent years, artificial intelligence has brought changes in thinking, concepts, methods and techniques to national intelligence work, making intelligent intelligence analysis gradually become one of the important tasks for the innovation and development of national intelligence. This paper studies the algorithm risk and its regulation in intelligent intelligence analysis to avoid the security risks caused by artificial intelligence algorithms and reduce the factors that restrict the development of intelligence work.[Method/process] Based on the interpretation of the core algorithms and research issues of intelligent intelligence analysis, combined with actual application scenarios, the causes and consequences of algorithmic risk and the interaction between the factors of algorithmic risk are analyzed. Establish a gradual regulatory framework for intelligent intelligence analysis algorithms through pre-assessment, mid-event supervision, and post-event accountability.[Result/conclusion] This article analyzes the formation mechanism of the "intelligence" cocoon room, and proposes a virtuous cycle of algorithm regulation and coordinated development before, during, and after the risks of algorithm black boxes, algorithm defects, and algorithm manipulation in intelligent intelligence analysis, and believes that Facing the two sides of the algorithm is also an effective way to prevent and defuse the risk of the algorithm.

  • The Relationship Between National Intelligence Estimates and Decision-Making: Based on Dual Perspectives of Multiple-Stream Theory and Cognitive Psychology

    Abstract: [Purpose/significance] The National Intelligence Estimates is regarded as the most formal and the highest level of strategic analysis product in the U.S. intelligence community. An in-depth study of the relationship between national intelligence estimates and decision-making can help to improve the scientific decision-making system in China and greatly benefit the modernization of the national governance system. [Method/process] Based on the multiple-stream theory and cognitive psychology, this paper constructed the influence mechanism model of national intelligence estimates and decision-making from the perspective of suggestion adoption, and analyzed the cases of Britain, the United States and other countries with the help of fsQCA method. [Result/conclusion] The study shows that interest proposition and coordination are the only necessary conditions for the adoption of national intelligence evaluation results, and reveals three conditions combination paths of the relationship between national intelligence estimates and decision-making under emergency and non-emergency events.

  • A Study on Influencing Factors and Model Generalization of American National Intelligence Estimates

    Abstract: [Purpose/significance] An in-depth study of the influencing factors and generalization mode of national intelligence estimates in the United States will help to make national intelligence lead and serve national security, and promote the modernization of national security governance system. [Method/process] Based on the theory of policy process and related research, this study constructed a theoretical framework from four dimensions of "estimate principle", "estimate problem", "estimate idea" and "estimate report", and introduced 20 cases of national intelligence estimates in the United States, with the help of qualitative comparative analysis, to discuss the influencing factors and generalization model. [Result/conclusion] The research shows that the American national intelligence estimates are the result of a combination of multiple factors. On this basis, three modes of national intelligence estimates are generalized:non organizational mode, politicized mode and collaborative mode.

  • A Study on Basic Logic of National Intelligence Estimate System Under the Concept of Overall National Security

    Abstract: [Purpose/significance] The concept of the overall national security gives a new connotation to the construction of national governance capacity. Therefore, exploring the national intelligence estimate system under the concept of the overall national security can provide important reference for the establishment of an efficient, rational and adaptive national security governance system. [Method/process] On the basis of clarifying and defining the connotation and function of national intelligence estimate system, this paper analyzed the necessity of national intelligence estimate system according to the concept of the overall national security, and systematically analyzed theoretical and institutional support and development requirements of the overall national security. [Result/conclusion] This study proposes an analytical framework of national intelligence estimate system, which includes three aspects:logical starting point, composition logic and operation mechanism. Based on this framework, the basic logical rules and specific working mechanism of national intelligence estimate system can be explained.
