Abstract： [Purpose/significance]This paper aims to solve the problem of China's enterprises facing the European General Data Protection Regulation (GDPR) related European personal data management problems and to establish and improve China's personal data protection evaluation index system, promoting the management of corporate personal data protection in China.[Method/process]Based on the specific terms of GDPR, this paper uses AHP analytic hierarchy process to construct a self-evaluation index system for personal data protection based on GDPR for Chinese enterprises.[Result/conclusion]The index system can meet the basic needs of existing enterprises to carry out self-evaluation of GDPR. At the same time, the indicators derived from the GDPR clause in the system have reference value for improving national standards such as Information Security Technology Personal Information Security Regulations.

Abstract： [Purpose/significance] At present, a normalization mechanism for evaluation activities has become an effective management strategy for governments at all levels to improve their information services.However, the complexity, diversity, and developmental nature of today's society have continually impacted the application of existing evaluation systems, which requires urgent research on the sustainability of the evaluation system.[Method/process] A sustainability evaluation system model S-PPF (Space-Past Present Futuremodel) is proposed in this paper. At the theoretical level, the model embodies the differences in the set of evaluation indicators, the relevance of the evaluation objectives, and the developmental nature based on the criteria of past, present and future, and at the application level,the operability is achieved by proposing the concept of evaluation continuum and related practical principles.[Result/conclusion] The study found that the S-PPF model can simultaneously solve the the problems of pertinence, relevance, and timeliness of the evaluation system, which can be used as an effective solution to the sustainability of the evaluation system.

Abstract： [Purpose/significance] This paper aims to fill in the gaps in research that not enough attention is paid to the big data governance rules system building in government under the big data development and application context. [Method/process] The necessities of research about big data governance rules system building in government are rationalized by analysis of challenges facing in four aspects of big data governance and their problems of lack of big data governance rules in terms of subjects and objects of big data governance, governance activities and governance risks. A feasible research framework is put up based on theories of public value, digital continuity and pluralism thinking. [Result/conclusion] The paper clarifies key issues of research about data governance rules system building in government and provides a multi-dimensional research perspective and a meta-synthetic research agenda to study long-term rules system building for big data governance in government.

Abstract： [Purpose/significance] This paper aims to fill in the gaps in research that not enough attention is paid to the methodology for big data governance system building, and puts forward more generic methodology framework for construction of big data governance system.[Method/process] By defining concepts of methodology and the methodology framework, this paper systematically analyzes definitions of ISO and the relevant studies, identifies key components of methodology and the types of components and then proposes a methodology framework for construction of big data governance system. Based on given methodology framework, this paper analyzes the existing studies of big data governance system from 6 methodological components, including theory, conceptual model, principles and rules, processes and procedures, approaches and methods and the evaluation criteria. Based on the integration of key components of methodologies of big data governance system building, this paper recommends a Deming Cycle (PDCA) based approach for an integrated framework for big data governance system building.[Result/conclusion] The paper clarifies key issues of research about the existing methodology for big data governance system building,and provides a methodology framework for big data governance system building from a meta-synthetic research perspective.

Abstract：目的/意义 立足政务部门视角，厘清其在跨部门政务数据共享中面临的参与困境及其形成机理，有助推动政务数据跨界流动。 方法/过程 本文在阐析跨部门政务数据共享理论内涵的基础上，结合案例调研结果，构建了一个以解释参与困境成因为目的的理论框架。 结果/结论 跨部门政务数据共享的本质是各政务部门在不破坏行政边界前提下，共同配置政务数据权属并共创数据资产价值的过程。不支持共享的部门间协作制度和共享数据特征，是参与困境形成的主要动因，破解困境应从部门间统筹管理、共享过程协调和数据权属界定等多方聚力。
