  • Quantitative Analysis of the Changes of Research Integrity Policy in China

    Abstract: [Purpose/significance] This paper analyses the current situation and changes of the research integrity policy issued by the Chinese central government and the local response, in order to grasp the development trend and stage focus of the policy, provide support for the construction of research integrity, and provide help for the development of research integrity policy in China. [Method/process] This paper collected 108 policies related to research integrity issued by the central government and ministries, and 80 local policies for the implementation of the central policy. By using the policy text computing and policy documents quantitative research method, this paper analyzed and combed the current situation and changes of policy release time, publishing institutions, policy content and policy response, and obtained the time characteristics of policy release. Finally, this paper got the characteristics of the time of policy release, the characteristics of important institutions, the change of content focus and the characteristics of policy response. [Result/conclusion] ①Relevant governance measures of research integrity have been involved earlier. In recent years, China has put forward the need to build an innovative country, so the number of policy papers has increased sharply, the attitude to the governance of research integrity is more resolute, and the measures are more specific. ②The management of scientific research integrity is led by the central government. The Ministry of Education and the Ministry of Science and Technology are the main administrative departments at all stages. Relevant departments have gradually joined in the joint management. At present, a pattern of joint efforts has been formed. ③There are slight differences in the focus, object and method of research integrity governance among different departments, but generally speaking, the trend is to gradually shift from self-restraint, moral education to system construction and moral construction. ④The vast majority of local provinces and municipalities throughout the country have responded positively to the central policy and taken measures to improve scientific research integrity, but there is a relative time lag.

  • Research on the analysis method of large-scale scientific facilities cluster layout planning based on the correlation of scientific research output

    Abstract:

    [Objective] Large-scale scientific facilities play an important role in promoting the output of major scientific and technological achievements, and the collaborative innovation effect of its cluster development continues to lead the innovation and development of regional industries. In order to make the large-scale scientific facilities better play the synergistic effect, it is necessary to better plan the layout. [Methods] This study proposes a general analytical framework based on scientific research results. It can be used to assist in the analysis of the degree of interdisciplinary correlation between large-scale scientific facilities, as a supplement to demand-driven planning. Taking the Songshan Lake Science City in Guangdong as an example, collecting papers on existing large-scale facilities and large facilities of the same type in the world. Analyze the internal correlation of the data at the subject level to assist in judging the degree of matching and correlation between the planned layout of the facility and the existing facility. [Results] Existing devices have a high degree of correlation, and there is a possible complementary relationship, while the relationship between the large device Y and the existing device is relatively low. If the layout of this facility is to be proposed, further expert argumentation is required. [Limitations] This research mainly quantifies the connection between large-scale scientific facilities from the output results of the device, and can only provide an objective data perspective and auxiliary reference for decision makers. In the planning of large large-scale scientific facilities clusters, the more important is the overall national planning and the regional needs of large-scale scientific facilities. This method needs to integrate the internal principles, operation procedures and expert knowledge of large-scale scientific facility before it can play a real role in planning and layout. [Conclusions] The results show that this method can provide a forward-looking quantitative reference for the planning and layout of large-scale facilities to a certain extent, so as to provide a foreseeable and overall optimization plan for the coordination and future development of large-scale facilities.
