Abstract: [Purpose/significance] Major scientific discoveries are of great significance to promote scientific and technological progress and enhance influence. Exploring the knowledge structuring and value realization path of major scientific discoveries can provide important enlightenments for deepening the reform of scientific research system in China. [Method/process] Taking the invention patents of Japanese Nobel Laureates in Physiology or Medicine as research objects, by analyzing the data of the patent application time, the number of applications, maintenance time, the number of inventors and ownership status, this paper revealed the regular characteristics of structuring knowledge and realizing commercial and social value in the patent system. [Result/conclusion] The formation of major scientific discoveries is the unity of continuity and discontinuity, the unity of quantitative change and qualitative change and the unity of technological accumulation and technological revolution. The openness of patents can promote the structure, openness and socialization of knowledge represented by major scientific discoveries, and feed back to the improvement of the whole discipline and social public welfare.

Abstract: Intellectual property (IP) is a key in strengthening the integration of sci-tech and financing for the aim of innovation-driven development. Sci-tech activities are a type of investment in nature. Innovative entities can attract investment with high-quality IP, and investors can profit from innovation by investing in IP. This study analyzes the investment nature of sci-tech activities from two periods of research & development and transformation of sci-tech achievements, and analyzes the role of IP in the two periods. Based on practical foundations, the main considerations are put forward from the aspects of national needs, industry characteristics, endowment difference, and target orientation to promote the integration of sci-tech and financing through IP. Furthermore, it is suggested that to take measures from the aspects of IP system establishment, IP storage, IP-based market mode, and IP-related policy.

Abstract: Trade protectionism and unilateralism are on the rise at the crossroad of the world economy, the US started trade conflicts versus China to safeguard its position. Intellectual property (IP) is an important content in the process of international trade, analyzing the IP factors in the Japan-US trade conflicts can provide references for China at present in dealing with the Sino-US trade conflict. This paper reviews the Japan-US trade conflict and summarizes the IP factors in the Japan-US trade conflicts. It is pointed that IP is the flame lighter of trade conflicts and important tool in managing international trade, IP policy is the reflection of international political and economic pattern. At last, this paper puts forward the implications to China.

Abstract: Port scanning is a common and effective intrusion technique for searching vulnerable Internet hosts and ports. The detection technology of fast port scanning has matured, but the hidden low-speed port scanning detection effect needs to be improved. This paper studies low-speed port scanning. According to the time persistence and feature dispersion of low-speed scanning, a low-speed port scanning detection algorithm based on continuous incremental model is proposed. The conditional entropy is used to evaluate the feature distribution. The experimental results show that the detection rate of the algorithm can reach 99.78%, and the false positive rate is 7%. The algorithm is applicable to a variety of complex network environments, and does not require network prior knowledge. The detection rate has low accuracy on the threshold, and can effectively detect low-speed port scanning behavior.
