Abstract： [Purpose/significance] Assessment is an effective management tool to supervise library to perform its function and realize its value. However, the periodical and operable evaluation system has not yet formed in academic libraries, which has become a major obstacle to the development of academic libraries.[Method/process] Based on the Regulations of the Library of Ordinary Colleges and Universities, the paper proposes a five-in-one evaluation system of academic libraries which includes library self-assessment, educational evaluation, certification assessment, monitoring evaluation and policy evaluation based on CIPP evaluation theory, full evaluation analysis framework theory, management control theory and the theory of development stage of four-generation evaluation. The literature research method and comparative research method are used to explain and summarize the connotation and development status of various evaluation systems. It also discusses the value, function and existing problems of various evaluation systems in the system.[Result/conclusion] It is necessary to construct the five-in-one evaluation system of academic libraries. We argue that the basic theoretical research and practical exploration of authentication evaluation should be strengthened, policy evaluation should be restarted, and new data statistical methods and techniques should be sought to improve monitor and evaluation.

Abstract： [Purpose/significance] The research on bibliographic control under the modern information technology environment has entered a new stage. Comprehending the foreign research trends in bibliographic control and gaining experience from it can promote the exchange of bibliographic data and achieve global literature resources sharing.[Method/process] Through multiple search methods including Web of Science and other platforms, this paper utilized content analysis methods to investigate and analyze foreign bibliographic control research in the past ten years.[Result/conclusion] On the basis of combing the connotation of bibliographic control theory, this paper summarizes the research on foreign bibliographic control into 4 themes:research on regional bibliographic control development, research on bibliographic control of various types of documents, research on standardization of bibliographic control, and comprehensive research on bibliographic control. This paper explores the new growth areas of bibliographic control research under the digital environment, points out that bibliographic control is an extension of the bibliographic theory in the era of big data, a method of structuring digital information resources, and the basis of precise and personalized library service. Based on the status in China, development suggestions for the good operation of bibliographic control and the orderly utilization of information resources are given in the end.

Abstract： [Purpose/Significance] Data governance helps promote accurate management, individualized service, and scientific decision in public culture. Constructing a framework of public cultural data governance system and corresponding guarantee measures contributes to the goal of digital and intelligent developments of public culture. [Method/Process] This paper systematically elaborates the connotation and function of public cultural data governance, builds a framework for public cultural data governance system based on the activity theory, and proposes guarantee measures for specific elements. [Results/Conclusions] The public cultural data governance system consists of the elements of governance target, governance subject, governance object, and governance methods (tools, rules, and division). Guarantee measures include the following aspects: setting data governance goals and implementing goals in several phases and progressively, constructing collaboratively by multiple subjects and improving governance capacity, promoting governance with benefits and focusing on limited data and affairs, and improving system construction and organizational management models.
