Abstract： [Purpose/significance] Through an analysis of SMR investigatory apparatus business and its operation mechanism, this paper discusses the development model of the investigation organ, the South Manchuria Railway think tank, and reveals the militarism influence on the early Japanese think tank development. [Method/process] This paper combed the SMR’s important survey agencies development pattern by the case study and literature survey and also discussed the key mechanism of operation system and organization characteristics. The evaluation of reports directed by the SMR provided references. [Result/ conclusion] The SMR, as a colonial and aggressive policy tool, its surveys were done for the government and military authorities. With independent sources of information, the use of network intelligence structure and the combination of resident literature collection with field investigation, the collection of professional analysis personnel, the SMR investigation organization completes the decision-making through the scientific method and has reference value.

Abstract：
Purpose/significance High pricing and growth or other problems as the unreasonable contracts which libraries faced in the past procurement negotiation with e-resource, the study brings the methods of annual reports of listed companies to we explore new game thoughts. Method/process We structure framework includes industrial chain analysis, revenue-profit indicators, and competitiveness factors , taking Elsevier, CNKI, and Clarivate three companies as cases, then discover that competitiveness, profits and renewal rate are the three most concerned aspects of database providers. We analysis that there are two sides in the game between libraries and database providers at the same time: initiative and passivity, and there were some deviations of recognition in the perception of operating costs and price increases, profits rate and referent, open access and social responsibility in the past train of thought. Result/conclusion We should increase the competitive strategies of zero-sum game and repeated game, and give more funds to domestic academic publishers appropriately, seek media attention, legal support, and deepen research on the price of digital publishing production to face a new round of capital pressure and business remodeling under the open information ecology. Limitation It is necessary to expand other research report or information from professional invest institution to remedying the defects of the annual report in the future.

Abstract【Purpose/Significance】Digital resource will become the main content of library resource construction, but library is faced with multiple dilemmas such as funding cuts, user demand increasing, and price rise of database providers continuously in the post epidemic period, It is urgent to explore the strategies to deal with these problems.【Method/Process】We condense digital price research findings into eight views include “monopoly theory” “pricing method theory” “game theory”and so on, and review them from the perspective of internal and external causes. According to the classification of the Natural Logic Model of the attribution theory of cognitive psychology, we determine the information conditions of consistency, differentiation and consistency, then conclude that the price fluctuation of digital resources is caused by individual and environmental factors, and individual factors are the main causes. The basis of "monopoly theory""pricing method theory" and "industry theory" are correct exploration of orientation.【Result/Conclusion】We should contemplate the universality of monopoly and analysis its crux , strengthen the function of library alliance in price coordination area, establish the theoretical research system of digital resource pricing, and adapt the new role of supporting open publishing when face to the problem of price fluctuation of digital resources.
