  • Zhou Guangzhao’s contributions to science and technology advancements challenge us all

    Abstract: This article reviews the extraordinary potency of Mr. Guangzhao Zhou’s personality and his dedication to China’s science and technology development over 30 years of involvement. We reflect on Mr. Zhou’s significant role in developing the “Two Bombs and One Satellite” Project, national basic research, and the Chinese Academy of Sciences. From revisiting Mr. Zhou’s “Seven Elements of Scientific Spirit”, we reaffirm our lifelong commitment to the scientific spirit. Both the author and Mr. Zhou believe in the power of academic democracy and free debate to advance science. Both Mr. Zhou and author view academic tolerance as a scientific attitude, see the growth of young talents as essential for national development and consider science ethics as the core of scientific spirit. The author seeks to inspire further advancements in China’s science and technology through reflecting on Mr. Zhou’s significant contributions.

  • Opportunities, current situation, and improvement path of international communication of Chinese think tanks in social media era

    Abstract: As a strategic and policy research and decision-making consulting institution, the international influence of think tanks is an important manifestation of a country’s soft power and an important component of its comprehensive national strength in the era of globalization. Enhancing international communication power of think tanks is a key measure for shaping their international influence and an important strategy for a country’s external communication. In today’s era, international social media, as an important channel for think tanks to spread abroad, strengthening the communication power of Chinese think tanks in international social media is the main direction to enhance their international influence. This study analyzes the opportunities brought by the social media era to the international dissemination of Chinese think tanks, compares the differences between current Chinese think tanks and internationally renowned think tanks by using international social media for external dissemination, and then proposes effective approaches to enhance the international dissemination capacity of Chinese think tanks in the social media era based on the Chinese context. The results will provide reference and inspiration for the construction of international communication for Chinese think tanks, especially for enhancing their international communication power through international social media. This study finds that there is a certain gap between Chinese think tanks and foreign think tanks in terms of international communication power. In the social media era, it is recommended that Chinese think tanks consider the international communication ability of think tanks as an important component of their core business capability system, build and strengthen the four key networks of think tanks: ideology, resources, information, dissemination, and implement combination strategy of internationalization, openness, academic circle, circle of friends, ideological power, macro issues, social media, popular broadcasters to enhance the international communication power of think tanks.

  • Evolution, stage characteristics and governance model transformation of China’s low-carbon policy

    Abstract: A systematic review of China’s low-carbon policy and paradigm transformation is imperative for establishing a welldesigned policy system to achieve the “dual carbon” goals. Based on the theory of policy change, this study constructs an analytical framework of “policy objectives—policy themes—policy fluctuations”. This study uses text mining techniques and policy measurement methods to analyze 1 743 low-carbon policies implemented in China from 2000 to 2021. The study summarizes the stage characteristics and evolutionary path of low-carbon policy development in China, evaluates the contribution of each policy theme at different stages, and portrays the paradigm shift in low-carbon governance. The findings reveal that the main low-carbon policy themes have evolved from “equal emphasis on pollution prevention and ecological protection”, to “energy conservation and emission reduction”, and finally to the strategic layout of “energy conservation and emission reduction, pollution reduction and carbon synergy” in low-carbon governance. China’s low-carbon governance has undergone a transformation process through exploratory governance, movement-based governance, pluralistic governance, and adaptive governance, with distinct significant stage differences in the combination of constraints and incentives under different paradigms.

  • Bottleneck analysis and policy suggestion on construction of international scientific research environment

    Abstract: Strengthening the construction of international scientific research environment is conducive to promoting international scientific and technological exchanges and cooperation, as well as building an open innovation ecosystem with global competitiveness. Based on research interviews and policy analysis, this study analyzes the blockages and proposes policy recommendations from six aspects: entry and exit of scientific research personnel, cross-border flow of scientific data, cross-border flow of scientific research materials, openness of S&T plans, settlement of international S&T organizations, and services and welfare of foreign talents. The research reveals several problems existing in the current construction of international science and technology environment, such as insufficient openness of S&T innovation system and lacking of relevant policies. And these problems lead to an obstructed crossborder flow of innovation resources, reducing the effectiveness of global innovation resources’ convergence. Deep reasons for these problems could be categorized as, on one hand, the systematic deficiency on policies, and on the other hand, problems on policy’s implementation, lacking awareness and cumbersome procedure. For future development, it is suggested to promote top-level design, improve laws and regulations, strengthen departmental coordination, optimize policies and regulations, simplify procedures, and refine operational guidance, so as to break through the cross-border flow of personnel, data, materials, and capital, to build a more competitive institutional environment for S&T cooperation.

  • Insights on further deepening carbon peaking and carbon neutrality strategy and pathways

    Abstract: The low carbon transition pathway is a series of goals, technologies, fundings, policies, and other integrated driven system action roadmap. With the deepening of society’s understanding of carbon peaking and carbon neutrality, China’s dual-carbon faces the challenge of systemic advancement of comprehensive deepening implementation. The 20th National Congress of the Communist Party of China once again emphasized that achieving the dual-carbon goal will bring about extensive and profound economic and social systemic changes, and pointed out that based on China’s energy endowment, we should adhere to first establishment and then phaseout and implement the carbon peaking actions in a planned and step-by-step manner. China’s low-carbon transition has made a series of new progress, and the planning for carbon peaking and carbon neutrality “1+N” policy framework, which aims to implement the tasks of the dual-carbon target in a comprehensive manner, has been basically completed. At the same time, it is necessary to recognize the long-term and arduous nature of carbon peaking and carbon neutrality, for which the pathway and policies need to be constantly and dynamically adjusted according to the domestic and international situation. The study summarizes the new achievements of lowcarbon transition under the guidance of the carbon peaking and carbon neutrality target and the “1+N” policy framework, and analyzes the transition needs and challenges faced. Finally, it puts forward several suggestions for systematically promoting the deepening implementation of the dual-carbon strategy in terms of economic system, energy system, territorial spatial pattern, building and transportation system, consumption pattern, technological innovation, financial system, trade and supply chain, governance system, and international cooperation.

  • Decision on public goods can only be made by a public authority is a corollary of Arrow’s Impossibility Theorem

    Abstract: Purpose/Significance Arrow’s Impossibility Theorem (AIT) was stated and proved by Kenneth Joseph Arrow, one of the winners of the Nobel Prize in Economics in 1972. The New Economic and Financial Dictionary defines that the statement that a reasonable strategic decision on public goods can only be made by a competent public authority as a corollary of AIT. This corollary relationship has been widely circulated on the Internet and taught in classrooms, and established as a correct conclusion with AIT. However, this corollary relationship is not rigorous, or even wrong, and would lead the study on public choice, public economics, welfare economics, administrative jurisprudence and other disciplines in our country astray. Therefore, it is necessary to clarify misdirection from the theory, steer relevant disciplines toward the right direction.  Method/Process Literature examination method were employed to review the origin and development of this corollary relationship, clarify the connotation and extension of related concepts in different disciplines, as well as the evolution logic of the relationship between related concepts. Result/Conclusion Relevant literature shows that this statement was first associated with AIT in the article Administrative Compulsion and the Realization of the Public Interest. Later, it was excerpted as a definition of AIT in the New Economic and Financial Dictionary and became a corollary of AIT. If the statement were a corollary of AIT, then, as long as AIT holds, decisions on public goods can only be imposed or dictated by a public authority. But in this evolution process, the connotations of public goods and public authority have changed in different disciplines, and the relation between them has evolved, taking the statement as a corollary of AIT is not very tight. AIT indeed causes public goods decision-making difficulties, but studies in the field of public choice does not conclude that the dilemma of decision-making on supply of public goods, arising from AIT, should be left to the imposition or dictatorship of the public authorities. On the contrary, they are committed to the institutional design of the voting mechanism in order to ensure that the supply of public goods is decided by population.

  • The air kerma rate constants of 39 nuclides is commonly calculated

    Abstract: The radionuclide air kerma rate constant Γa.Γa is a very important data in dose evaluation and shielding calculation, which requires the conversion coefficient of flux to air Kerma Ka/Φ and the information of nuclide decay photon. In 2020, the International Commission on Radiation and Measurements (ICRU) released Report 95 (Operational Quantities for External Radiation Exposure), which recommended a new Ka/Φ.[Purpose]: In order to verify the change in nuclide values after the basic data was updated.[Methods]: Based on the theory and Monte Carlo method, the air specific kinetic energy rate constants of 39 kinds of nuclides commonly used in medicine, industry and agriculture were calculated, and different interpolation methods and threshold selection were compared and analyzed.[Results and conclusions]: The cubic splines, logarithmic-logarithmic Lagrangian interpolation, and linear-logarithmic Lagrangian interpolation interpolation methods have little influence on the calculation of Γa. The calculation of Γa threshold selection pairs is very important, and the calculation of some nuclides with different thresholds is quite different, and the recommended nuclear medicine dose estimation is recommended to use a threshold of 10 keV, and the threshold of other cases is 20 keV. The difference between theoretical calculation and MCNP simulation calculation is small, and both can be used for constants calculation

  • Permanent damage effects of CMOS image sensor caused by heavy ions irradiation

    Abstract: Complementary Metal Oxide Semiconductor (CMOS) image sensor is gradually replacing CCD image sensor with small size, light weight, low power consumption, high integration and other characteristics. In the space radiation environment, it has protons, heavy particles, gamma rays, A large number of high-energy particles such as electrons, CMOS image sensors will be subject to the radiation effect of heavy ions and have permanent damage to them.This paper focuses on the mechanism of permanent damage of CMV4000 under heavy ion irradiation. CMV4000 images after heavy ion irradiation have obvious hot pixels (the dark current peak is several times higher than the dark current peak of other pixels usually shows that the gray value of the pixel is several times higher than that of other normal pixels), and the hot pixels will not disappear in the next frame image and subsequent images, so the hot pixels are not temporary.This paper also considers the comparison of image parameters of CMOS image sensor before and after irradiation and reveals the degradation mechanism of each parameter.

  • Radio AGN Selection and Characterization in Three Deep-Drilling Fields of the Vera C. Rubin Observatory Legacy Survey of Space and Time

    Abstract: The Australia Telescope Large Area Survey (ATLAS) and the VLA survey in the XMM-LSS/VIDEO deep field provide deep ($\approx 15$ ${\mu}$Jybeam$^{-1}$) and high-resolution ($\approx$ 4.5--8 arcsec) radio coverage of the three XMM-SERVS fields (W-CDF-S, ELAIS-S1, and XMM-LSS). These data cover a total sky area of 11.3 deg$^2$ and contain $\approx 11000$ radio components. Furthermore, about 3~deg$^2$ of the XMM-LSS field also has deeper MIGHTEE data that achieve a median RMS of 5.6 ${\mu}$Jy beam$^{-1}$ and detect more than 20000 radio sources. We analyze all these radio data and find source counterparts at other wavebands utilizing deep optical and IR surveys. The nature of these radio sources is studied using radio-band properties (spectral slope and morphology), and the IR-radio correlation. %and spectral energy distribution. Radio AGNs are selected and compared with those selected using other methods (e.g. X-ray). We found 1656 new AGNs that were not selected using X-ray and/or MIR methods. We constrain the FIR-to-UV SEDs of radio AGNs using {\sc cigale} and investigate the dependence of radio AGN fraction upon galaxy stellar mass and star-formation rate.

  • The X-ray spectral and variability properties of typical radio-loud quasars

    Abstract: We present X-ray spectral and long-term variability analyses of an unbiased sample of 361 optically selected radio-loud quasars (RLQs) utilizing sensitive serendipitous X-ray data from the Chandra and XMM-Newton archives. The spectral and temporal properties of RLQs are compared with those of radio-quiet quasars (RQQs) matched in $L_\mathrm{2500A}$ and $z$. The median power-law photon index ($\Gamma$) of RLQs is $1.84^{+0.01}_{-0.01}$, which is close to that of matched RQQs ($1.90^{+0.02}_{-0.01}$). No significant correlations between $\Gamma$ and radio-loudness, $L_\mathrm{x}/L_\mathrm{x,rqq}$ (the X-ray luminosity over that expected from the $L_\mathrm{x}$-$L_\mathrm{uv}$ relation for RQQs), redshift, or Eddington ratio are found for our RLQs. The stacked X-ray spectra of our RLQs show strong iron-line emission and a possible Compton-reflection hump. The intrinsic X-ray variability amplitude is $\approx40$% for RLQs on timescales of months-to-years in the rest frame, which is somewhat smaller than for the matched RQQs ($\approx60$%) on similar timescales, perhaps due to the larger black-hole masses and lower Eddington ratios in our RLQ sample. The X-ray spectral and variability results for our RLQs generally support the idea that the X-ray emission of typical RLQs is dominated by the disk/corona, as is also indicated by a recent luminosity correlation study.

  • The aox--HeII EW Connection in Radio-Loud Quasars

    Abstract: Radio-loud quasars (RLQs) are known to produce excess X-ray emission, compared to radio-quiet quasars (RQQs) of the same luminosity, commonly attributed to jet-related emission. Recently, we found that the HeII EW and $\alpha_{\rm{ox}}$ in RQQs are strongly correlated, which suggests that their extreme-ultraviolet (EUV) and X-ray emission mechanisms are tightly related. Using 48 RLQs, we show that steep-spectrum radio quasars (SSRQs) and low radio-luminosity ($L_{\rm R}$) flat-spectrum radio quasars (FSRQs) follow the $\alpha_{\rm ox}$--HeII EW relation of RQQs. This suggests that the X-ray and EUV emission mechanisms in these types of RLQs is the same as in RQQs, and is not jet related. High-$L_{\rm R}$ FSRQs show excess X-ray emission given their HeII EW by a factor of $\approx$ 3.5, which suggests that only in this type of RLQ is the X-ray production likely jet related.

  • The $L_\mathrm{x}$-$L_\mathrm{uv}$-$L_\mathrm{radio}$ relation and corona-disk-jet connection in optically selected radio-loud quasars

    Abstract: Radio-loud quasars (RLQs) are more X-ray luminous than predicted by the X-ray-optical/UV relation (i.e. $L_\mathrm{x}\propto L_\mathrm{uv}^\gamma$) for radio-quiet quasars (RQQs). The excess X-ray emission depends on the radio-loudness parameter ($R$) and radio spectral slope ($\alpha_\mathrm{r}$). We construct a uniform sample of 729 optically selected RLQs with high fractions of X-ray detections and $\alpha_\mathrm{r}$ measurements.We find that steep-spectrum radio quasars (SSRQs; $\alpha_\mathrm{r}\le-0.5$) follow a quantitatively similar $L_\mathrm{x}\propto L_\mathrm{uv}^\gamma$ relation as that for RQQs, suggesting a common coronal origin for the X-ray emission of both SSRQs and RQQs. However, the corresponding intercept of SSRQs is larger than that for RQQs and increases with $R$, suggesting a connection between the radio jets and the configuration of the accretion flow. Flat-spectrum radio quasars (FSRQs; $\alpha_\mathrm{r}>-0.5$) are generally more X-ray luminous than SSRQs at given $L_\mathrm{uv}$ and $R$, likely involving more physical processes. The emergent picture is different from that commonly assumed where the excess X-ray emission of RLQs is attributed to the jets. We thus perform model selection to comparecritically these different interpretations, which prefers the coronal scenario with a corona-jet connection. A distinct jet component is likely important for only a small portion of FSRQs.The corona-jet, disk-corona, and disk-jet connections of RLQs are likely driven by independent physical processes. Furthermore, the corona-jet connection implies that small-scale processesin the vicinity of SMBHs, probably associated with the magnetic flux/topology instead of black-hole spin, are controlling the radio-loudness of quasars.

  • Investigating the X-ray enhancements of highly radio-loud quasars at z > 4

    Abstract: We have investigated the jet-linked \mbox{X-ray} emission from highly radio-loud quasars (HRLQs; $\log R>2.5$) at high redshift. We studied the X-ray properties of 15 HRLQs at $z>4$, using new {\it Chandra} observations for six objects and archival {\it XMM-Newton} and {\it Swift} observations for the other nine. We focused on testing the apparent enhancement of jet-linked \mbox{X-ray} emission from HRLQs at $z>4$. Utilizing an enlarged (24 objects) optically flux-limited sample with complete X-ray coverage, we confirmed that HRLQs at $z>4$ have enhanced X-ray emission relative to that of HRLQs at $z\approx$ 1--2 with matched UV/optical and radio luminosity, at a \mbox{4.0--4.6}~$\sigma$ level; the X-ray enhancements are confirmed considering both two-point spectral indices and inspection of broad-band spectral energy distributions. The typical factor of enhancement is revised to $1.9^{+0.5}_{-0.4}$, which is smaller than but consistent with previous results. A fractional IC/CMB model can still explain our results at high redshift, which puts tighter constraints on the fraction of IC/CMB X-rays at lower redshifts, assuming the physical properties of quasar jets do not have a strong redshift dependence. A dominant IC/CMB model is inconsistent with our data.

  • Extremely rapid x-ray flares of tev blazars in the rxte era

    Abstract: Rapid flares from blazars in very high energy (VHE) $\gamma$-rays challenge the common understanding of jets of active galactic nuclei (AGNs). The same population of ultra-relativistic electrons is often thought to be responsible for both X-ray and VHE emission. We thus systematically searched for X-ray flares at sub-hour timescales of TeV blazars in the entire Rossi X-ray Timing Explorer archival database. We found rapid flares from PKS 2005-489 and S5 0716+714, and a candidate rapid flare from 1ES 1101-232. In particular, the characteristic rise timescale of PKS 2005-489 is less than half a minute, which, to our knowledge, is the shortest among known AGN flares at any wavelengths. The timescales of these rapid flares indicate that the size of the central supermassive black hole is not a hard lower limit on the physical size of the emission region of the flare. PKS 2005-489 shows possible hard lags in its flare, which could be attributed to particle acceleration (injection), its flaring component has the hardest spectrum when it first appears. For all flares, the flaring components show similar hard spectra with $\Gamma=1.7-1.9$, and we estimate the magnetic field strength $B\sim$ 0.1--1.0 G by assuming synchrotron cooling. These flares could be caused by inhomogeneity of the jets. Models that can only produce rapid $\gamma$-ray flares but little synchrotron activity are less favorable.

  • Using Leaked Power to Measure Intrinsic AGN Power Spectra of Red-Noise Time Series

    Abstract: Fluxes emitted at different wavebands from active galactic nuclei (AGNs) fluctuate at both long and short timescales. The variation can typically be characterized by a broadband power spectrum, which exhibits a red-noise process at high frequencies. The standard method of estimating power spectral density (PSD) of AGN variability is easily affected by systematic biases such as red-noise leakage and aliasing, in particular, when the observation spans a relatively short period and is gapped. Focusing on the high-frequency PSD that is strongly distorted due to red-noise leakage and usually not significantly affected by aliasing, we develop a novel and observable normalized leakage spectrum (NLS), which describes sensitively the effects of leaked red-noise power on the PSD at different temporal frequencies. Using Monte Carlo simulations, we demonstrate how an AGN underlying PSD sensitively determines the NLS when there is severe red-noise leakage and thereby how the NLS can be used to effectively constrain the underlying PSD.

  • Jiaoran Birth Year Supplementary Certificate

    Abstract: There has always been little doubt about the issue of Jiaoran’s birth year. Scholar Jia Jinhua interpreted the expression An Zhi 70 Years, One Dynasty Worth Zongbo in To Li Zhongcheng Hong as Jiaoran claiming to be 70 years old, and the writing time of this poem can be verified to be the fifth year of Zhenyuan. Therefore, Jiaoran’s birth year is determined to be 720 AD. Jia Jinhua: Jiaoran Chronology , Xiamen: Xiamen University Press, 1992, p. 9 . In addition, the preface to the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Fu Xuancong and the Annotations on Poetry Style by Fu Xuancong and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the Annotations on Poetry Style by Li Zhuangying and the People’s Literature Publishing House in Beijing, 2003, page 1. Both of these sentences are interpreted as implying that Jiao Ran claimed to be seventy years old and met Li Hong. This problem seems to have been resolved, and Jiao Ran. However, in recent years, scholar Zhang Peifeng has pointed out in an article that scholars have misunderstood the poetic meaning of the poem by interpreting the couplet An Zhi 70 years, one dynasty is worth Zong Bo as a statement by Jiao Ran, which is due to the failure to fully examine the entire poem. Zhang Peifeng: New Evidence of the Birth Year of Tang Dynasty Poet Monk Jiao Ran , Knowledge of Classical Literature , 2022, Issue 1, pp. 26-32 . Zhang Peifeng divided the poem Presenting to Li Zhongcheng Hong into two parts based on the interpretation of the literary meaning, with the first part being a poem gifted by Jiao Ran from deep and profound understanding of the outside world to how a gentleman’s emotions are like , and the latter part being a poem answered by Li Hong from Yi Xi’s avoidance of troubles to Hu Wei’s self purification . Therefore, the Anzhi Seventy Years couplet does not originate from Jiao Ran’s self Chen, but from Li Hong’s answer, and cannot be used as a basis for judging Jiao Ran’s birth year.

  • Misinterpretation of the Spirit of He Luting and Misconception of the Opera He Luting: Commentary on Ju Qihong’s The Coarse Confrontation between Hard Bone Musician and Opera Art

    Abstract: The spirit of He Luting includes three layers of connotations, namely the loyal spirit of steadfastness in ideals and reverence for truth, the exploratory spirit of integrating Chinese and Western music, and the tough and unyielding spirit of daring to struggle. Ju Qihong criticized the article The Coarse Confrontation between Hard Bone Musicians and Opera Art in the opera He Luting for misinterpreting the spirit of He Luting, which is reflected in the general view of daring to speak as a hard bone spirit, building the spirit of He Luting on the basis of the Lü&He’s Controversy , and using He Luting’s spirit as a vulgar tool for criticism.     Abstract:

    This article summarizes the observation and nursing experience of a patient with facial spasm treated with comprehensive moxibustion with fire dragon cupping. Based on the theory of traditional Chinese medicine syndrome differentiation and nursing, comprehensive moxibustion treatment with fire dragon jar was given and dynamic observation was carried out. At the same time, routine nursing measures such as emotional care and daily living care were combined to effectively improve the clinical symptoms of patients, alleviate their anxiety, and improve their comfort and quality of life.

    Abstract: [Purpose/Significance]This paper points out the main value and contribution of the book Construction and Application of Large-scale Modern Chinese Word Segmentation Corpus, so as to provide reference for the construction of Chinese corpus and promote the rapid development of Chinese natural language processing under the large language model.[Method/Process]From a whole and micro perspective, this paper reviews the construction of People’s Daily word segmentation corpus in the new era, corpus-based quantitative linguistics analysis, and the knowledge organization of People’s Daily under deep learning.[Result/Conclusion]Based on the construction and application of People’s Daily word segmentation corpus in the new era, the book not only inherits the system, ideas and beliefs of People’s Daily corpus, but also provides corresponding solutions for solving the tasks of domanized natural language processing to a certain extent.
