  • Dynamic Comprehensive Evaluation of Enterprise Data Asset Value and Compliance Realization——Taking Big Data Listed Companies as an Example

    Abstract:   Purpose/Significance Data and digital technology have become the two wings driving the development of the digital economy. China took the lead in timely proposing data as one of the five major production factors to participate in market contribution distribution. The Twenty Articles of Data further proposes the requirement of promoting the compliant and efficient circulation and use of data, fully releasing the value of data elements, and promoting the empowerment of the real economy, new quality productivity, and high-quality development by data elements. The value evaluation and compliance realization of enterprise data elements have become important issues in response to the needs of the times and the country. Method/Process This article comprehensively considers the characteristics of data asset timeliness, value realization dynamics, and decision-makers having dual decision-making preferences of time and time series optimization. It establishes a dynamic comprehensive evaluation model for data asset value that integrates the TOWA operator of time preference and time series optimization preference, and explores effective paths for value realization based on practical cases. Result/Conclusion Based on the temporal and three-dimensional data of 51 big data listed companies in the first three quarters of 2022, a dynamic and comprehensive evaluation of the relative value of enterprise data assets was conducted. The idea of selecting reference enterprises to determine absolute value was proposed. Furthermore, based on successful cases, the realization path of data asset value was proposed, including market-oriented transactions, pledged loans, priced shares or financing.

  • Research on the Evolution of Public Opinion Themes on Microblogs of Emergency Events Based on the BERTopic: A Case Research of the Eastern Airlines Flight MU5735 Crash

    Abstract: Purpose/Significance : This research aims to systematically analyze the thematic evolution trends of public sentiment during emergency events, visualizing the focal themes throughout the development process of public sentiment, and providing a practical reference for guiding future online public sentiment. Method/Process : Utilizing the BERTopic model for topic extraction, this research identifies the themes at different stages of sentiment development and measures the similarity between themes using cosine similarity to visualize the thematic evolutionary paths. The case of the Eastern Airlines Flight Mu5735 crash on Sina Weibo is examined to research the thematic evolution of public sentiment during an emergency. Results/Conclusion : The empirical results demonstrate that the BERTopic model is effective and offers high visibility in theme identification for sentiment events, accurately capturing the hot topics in each phase of sentiment development and revealing the thematic evolution process during the spread of public sentiment. Innovation/Limitation : In this research, we propose a general framework for analyzing the theme evolution of microblog public opinion on short-text emergencies based on the BERTopic model, and we analyze the theme content evolution of the extracted results and present them visually. The limitation of this study lies in the fact that the data sources selected in this study are only from the microblogging platform, and the diversity of data sources can be improved in the future.

  • Research on the Relationship between the Diversity of Academic Disciplines in References and the Citations

    Abstract: Abstract: Purpose/Significance The paper constructs the index of the discipline diversity of the paper reference, and explores the relationship between the discipline diversity of the paper reference and the citations. Method/Process The reference discipline diversity measurement index was designed based on the Rao-Stirling diversity index, and 15 variables including the reference discipline diversity of the paper were taken as the independent variable, the citation of the paper as the dependent variable, and the journal rank as the control variable. The regression model was generated by fitting the ordinary least square method. This paper discusses the relationship between the subject diversity of the paper references and the citation frequency. Result/Conclusion The index of reference diversity constructed by this research can reflect the degree of multidisciplinary knowledge integration of the paper. The diversity of the reference disciplines positively affects the citation frequency of the paper. The stronger the diversity of the reference disciplines, the higher the citation of the paper.

  • Research on the Construction of Knowledge Graph in the Context of Landscape Poem from the Perspective of Digital Humanities:Take Parrot Island Poetry as an Example

    Abstract: [Purpose/Significance]The research on smart libraries should not only focus on the present and explore the future, but also review the past and trace the roots. This article identifies and analyzes the historical root literature in the field of smart libraries, providing reference for researchers to sort out the development context of the field and discover important node literature.[Method/Process] Based on the 617 cited references and 14 949 references of Web of Science core dataset in the field of smart libraries, using the reference publication year spectrum function of the CRExplorer software, a framework for identifying and analyzing historical root literature was constructed. Based on the annual citations of references and the trend of the 5-year average median deviation curve, the research stages of the field were divided into the preparatory period, budding period, initial development period, and rapid development period. On this basis, 17 works of historical root literature were identified. [Result/Conclusion] The literature analysis found that the researches in the field of smart library showed the following characteristics: the historical root literature in the field of smart library has the characteristics of significant interdisciplinary, the change of research content from technology to theory and user experience, the weak continuity of typical research topics and the large interval, the authors are mainly “big masters”, and the new forces have emerged in recent years.

  • Research on the Evaluation of Intellectual Property Transformation Policies under the Framework of Four-dimensional Analysis:Quantitative Analysis Based on Policy Texts

    Abstract: [Purpose/significance]By establishing an evaluation system for intellectual property rights transformation policies, the paper provides reference basis for government departments to formulate scientific and reasonable intellectual property transformation policies, and promotes the development of national intellectual property rights.[Method/process] On the basis of content analysis and coding of intellectual property transformation policies, a four-dimensional analysis framework is established to determine the evaluation index system of intellectual property transformation policies. Using policy quantification standards and entropy weight TOPSIS model, the six selected intellectual property transformation policies are measured and evaluated. [Result/conclusion] The results indicate that among the evaluation indicators of intellectual property transformation policies,the policy objective evaluation indicator has the greatest impact on the evaluation of intellectual property transformation policies, while the weight difference between policy intensity, policy tools, policy objectives, and policy action objects is relatively small among the evaluation indicators of intellectual property transformation policies. The policy tool evaluation indicator has the smallest impact on the evaluation of intellectual property transformation policies. In addition, the comprehensive ranking results of the six policies show that “the Opinions of the Ministry of Education, the China National Intellectual Property Administration, the Ministry of Science and Technology on Improving the Quality of Patents in Colleges and Universities and Promoting the Transformation and Application” is relatively ranked at the top, while “the Notice on Implementing the Special Plan for Patent Transformation to Assist the Innovative Development of Small and Medium sized Enterprises” and “the Notice of the General Office of the Ministry of Education on Carrying out the Special Supervision of the Implementation of Policies for the Transformation of Scientific and Technological Achievements” are relatively behind. Finally, based on the research results, it identifies the shortcomings of the study and proposes corresponding policy recommendations.

  • Research on Identification, Archiving and Preservation of Enterprise Structured Business Data Based on Master Data Management

    Abstract: Digital transformation of enterprises requires the whole-life cycle management of data. Data identification and archiving is an important means to solve the problem of traditional unstructured documents that are difficult to be directly processed by big data technology. Based on enterprise data governance, master data management is introduced into data archiving, and enterprise data is divided into three categories: master data, transaction data, and analytical data. Using macro identification method to identify these three types of data. Determining the scope of data archiving, and include metadata such as ER diagrams, data dictionaries, and data lineage diagrams into the scope of metadata archiving, integrating archived data into the construction of enterprise data lake as the best path for data archiving. The archives department can accelerate integration into the national big data strategy by implementing a "dual system" of electronic file and data archiving, piloting data archiving in large state-owned enterprises, and actively participating in data governance to enhance the data literacy of the archives work team.
     

  • A comparative study of the bibliometrics and patentometrics in the context of data governance

    Abstract: In order to utilize the data source of papers and patents for joint analysis, to evaluate the scientific achievements from multiple perspectives, to track the research frontiers and to study the mutual relationship between science and technology, this paper sorted out the concepts and methods commonly used in the bibliometrics and patentometrics, thoroughly compared and analyzed their similarities and differences, provided a reasonable explanation for these differences and summarized the basic methods and key points for paper-patent joint analysis. The research shows that the bibliometrics emphasize the influence of academic achievements whereas the patentometrics emphasize the evolvement and competition of technical fields as well as their commercial value, therefore the focus of analysis contents of bibliometrics and patentometrics are different. Basic laws and software in bibliometrics can also be applied to patentometrics but should be adjusted to account for the characteristics of patents. The paper-patent joint analysis can be achieved by studying the connections of papers and patents in research area, institutes or authors, citations and key words.

  • Research on the Evolution Characteristics of Subdivision Fields based on Knowledge Unit Citation Networks

    Abstract: Purpose/Significance Comprehending the development process of scientific knowledge contributes to the scientific research.. For knowledge evaluation and service, it is crucial to trace the structure and progress of knowledge in subdivided fields from a micro perspective. Method/Process This article took the knowledge unit in medical informatics as an example. This paper used the semantic type of triples to define the treatment-related subdivision fields, constructed the knowledge unit citation networks of 125 diseases at different intervals, and identified the knowledge communities with the Leiden algorithm. From the dimensions of knowledge evolution and knowledge competition state, we aim to reveal the evolutionary characteristics of disease individuals. The indexes of Richness, Balance, and Difference are calculated to reveal the diversity characteristics of disease individuals as well as the overall disease population. Result/conclusion The research demonstrates that the knowledge communities can reflect the knowledge structure and evolution state of disease individuals. The overall diversity characteristics of diseases include: the commonality of indicators indicates that the number of all disease knowledge communities is increasing, and the differences in scale and composition between communities are expanding. Different diseases show conventional, early-controversial, and generalized evolutionary patterns, with the earlier diseases being less balanced and more different.
     

  • Research on the Influencing Factors of Medical and Health Big Data Assetization from the Perspective of Data Life Cycle: An Empirical Analysis Based on Fuzzy-DEMATEL-ISM Method

    Abstract:

    Purpose/Significance The current slow progress of medical and health data assetization at home and abroad has seriously affected the implementation of the national medical and health big data strategy and industrial development. It is important to find out the key influencing factors affecting medical and health big data assetization and propose targeted countermeasures to tap the potential value of medical and health big data. Method/Process Firstly, based on the combination of literature analysis and expert interview, this paper identifies the influencing factors of medical and health big data assetization. Then, based on Fuzzy-DEMATEL-ISM method, the factor ranking and the association relationships among factors are identified. Finally, based on the analysis results of influencing factors, the promotion strategies of medical and health big data assetization are proposed. Result/Conclusion The study finds that medical and health data assetization is affected by 23 factors from 6 dimensions, including data acquisition, data storage, data processing, data management, data application and related environment. Among them, four factors, such as data sharing and data trading, are the most direct influencing factors of medical and health big data assetization; 11 factors, such as standard management and privacy protection, are the key factors connecting the bottom and top layers; 8 factors, such as technical support and data integration, are the root influencing factors of medical and health big data assetization. Based on the research conclusion, suggestions are put forward to promote medical and health big data assetization from 5 dimensions of the life cycle of medical and health big data around the related environment.
