Abstract： ［Purpose/Significance］Enriching research on new types of think tanks with Chinese characteristics, targeting the needs of regional think tanks, establishing a set of operational mechanisms with theoretical logic, and providing certain reference and guidance for the digital transformation of university libraries.［Method/Process］The four helix theory of knowledge production mode is used as the theoretical logic for the digital transformation of university libraries to meet the needs of regional think tanks. Based on the four helix main body of library administration, enterprise management, this study explores management methods that cover a composite ecological chain of service chain, policy chain, intelligence chain, and technology chain, as well as the operational process of communication, judgment, coordination, implementation cooperation, and decision-making adjustment. Its operating mechanism is proposed.［Result/Conclusion］Based on the research on the demand for think tanks in the One Core, One Belt, One Zone region of Guangdong Province, following regional principles and the Database Evaluation System cooperation process, a double chain spiral structure operation execution body is constructed; Based on the stability of the simultaneous equation, the characteristic content of digital knowledge services is explored. Based on the dynamic nature of the simultaneous equation, an information monitoring index system is established, and a digital knowledge service operation platform for university libraries using the simultaneous equation is built to meet the needs of regional think tanks. This provides a certain reference for university libraries to carry out knowledge services externally.
