  • Decision on public goods can only be made by a public authority is a corollary of Arrow’s Impossibility Theorem

    Abstract: Purpose/Significance Arrow’s Impossibility Theorem (AIT) was stated and proved by Kenneth Joseph Arrow, one of the winners of the Nobel Prize in Economics in 1972. The New Economic and Financial Dictionary defines that the statement that a reasonable strategic decision on public goods can only be made by a competent public authority as a corollary of AIT. This corollary relationship has been widely circulated on the Internet and taught in classrooms, and established as a correct conclusion with AIT. However, this corollary relationship is not rigorous, or even wrong, and would lead the study on public choice, public economics, welfare economics, administrative jurisprudence and other disciplines in our country astray. Therefore, it is necessary to clarify misdirection from the theory, steer relevant disciplines toward the right direction.  Method/Process Literature examination method were employed to review the origin and development of this corollary relationship, clarify the connotation and extension of related concepts in different disciplines, as well as the evolution logic of the relationship between related concepts. Result/Conclusion Relevant literature shows that this statement was first associated with AIT in the article Administrative Compulsion and the Realization of the Public Interest. Later, it was excerpted as a definition of AIT in the New Economic and Financial Dictionary and became a corollary of AIT. If the statement were a corollary of AIT, then, as long as AIT holds, decisions on public goods can only be imposed or dictated by a public authority. But in this evolution process, the connotations of public goods and public authority have changed in different disciplines, and the relation between them has evolved, taking the statement as a corollary of AIT is not very tight. AIT indeed causes public goods decision-making difficulties, but studies in the field of public choice does not conclude that the dilemma of decision-making on supply of public goods, arising from AIT, should be left to the imposition or dictatorship of the public authorities. On the contrary, they are committed to the institutional design of the voting mechanism in order to ensure that the supply of public goods is decided by population.

  • Mining users’ information needs in online psychological community -- taking a psychological platform as an example

    Abstract: Objective/Significance In order to optimize the fine management and efficient utilization of information resources in online psychological community, the user’s information needs are deeply mined and the characteristic model of user’s information needs is constructed. Method/process Carried out content analysis and statistical research on the information asked by users in online psychological community in Chinese context from the topic dimension of information need cognition layer, constructed a topic model of users’ mental health information needs, and summarized the characteristics of users’ needs. Results/Conclusion The results showed that the subjects of users’ mental health information needs included five categories: second marriage, future planning, sister-in-law relationship, marital life, and history of mental illness. The main contribution of innovation/value research is that it breaks through the traditional paradigm of questionnaire survey in the process of mental health needs research, and proposes a new scheme based on text topic content mining; This paper aims to build a theoretical model of online psychological community, and provide improvement measures in the aspects of information interaction design and function enhancement to optimize the system structure of mental health community.

  • Analysis of Features and Influencing Factors of High-Frequency Reused Scientific Data in the Field of High Energy Physics

    Abstract: Purpose/significance By utilizing the Data Citation Index (DCI) database, this article explores the reuse features and influencing factors of scientific data in the field of high-energy physics. These findings serve as a point of reference and support, facilitating the promotion of data sharing and citation standardization in China. Moreover, these contribute to the augmentation of both value and influence of scientific data. Method/process This article adopt statistical regression methods to analyze the basic and citation features of the DCI database. For the reuse features and influencing factors, the analysis includes three dimensions: scientific data attribute features, reuse features, and correlation between attribute and reuse features. Result/conclusion The research findings reveal that the publication volume of scientific data in the field of high-energy physics is exhibiting an increasing trend. However, the proportion of missing data fields is relatively high. The reuse of high-energy physics scientific data is significantly influenced by publication modes and disciplinary categories. These result in the extremely uneven distribution of citation frequency. High-level scientific data are more likely to be reused. Moreover, the standardization of scientific data sharing and citation needs further enhancement. Finally, we propose an optimization and improvement path for high-energy physics science data reuse based on this findings.

  • A comparative study of the bibliometrics and patentometrics in the context of data governance

    Abstract: In order to utilize the data source of papers and patents for joint analysis, to evaluate the scientific achievements from multiple perspectives, to track the research frontiers and to study the mutual relationship between science and technology, this paper sorted out the concepts and methods commonly used in the bibliometrics and patentometrics, thoroughly compared and analyzed their similarities and differences, provided a reasonable explanation for these differences and summarized the basic methods and key points for paper-patent joint analysis. The research shows that the bibliometrics emphasize the influence of academic achievements whereas the patentometrics emphasize the evolvement and competition of technical fields as well as their commercial value, therefore the focus of analysis contents of bibliometrics and patentometrics are different. Basic laws and software in bibliometrics can also be applied to patentometrics but should be adjusted to account for the characteristics of patents. The paper-patent joint analysis can be achieved by studying the connections of papers and patents in research area, institutes or authors, citations and key words.

    Abstract: [Purpose/significance] Historical archives are solidified information withoriginal records formed by human beings in the process of historical development. They are an important carrier for the continuation of national civilization and social and cultural development.Doing a good job in the development and utilizationof historical archive resources is the key to the comprehensive revival of China. [Method/process]From the perspective of digital humanities research, the data of Emperor Kangxi's greetings in the two historical archives of Kangxi Qi Ju ZhuandKangxi Shi Lu are manually marked, and the specific practice of Emperor Kangxi's filial piety in governing the country is analyzed from the marked data results. [Result/Conclusion] Using the method of digital humanities to excavate and analyzethe content of the two historical archives of Kangxi Qi Ju Zhu and Kangxi Shi Lucanprovide reference for the application of digital humanities in the development of historical archives. The application of digital humanities will provide a newresearchperspective for the research and practice of the development and utilizationof historical archive resources in the future.

  • Research on Open Sharing Ecosystem of Scientific Data in China

    Abstract: Scientific data objectively and truly records the process of scientific research activities, and its open sharing is of great significance to scientific and technological innovation. As the inherent requirement of scientific research, the open sharing of scientific data is not a single open sharing behavior, which involves many factors. Through the systematic analysis of the management elements involved in the open sharing of scientific data and the composition of the open sharing ecosystem of scientific data, the functional orientation and relationship of each element in the ecosystem are defined, the existing problems of open sharing of scientific data are discussed, and the implementation path of perfecting the open sharing ecosystem of scientific data is put forward, that is, continuously strengthening the top-level design, implementing the cooperative sharing of scientific data, and carrying out the data "four characteristics" detection work.   • Tracing Schools of Thought: The Configuration, Connotation, and Derivation of the Grounded Theory Schools

    Abstract: Purpose / significance  Schools of thought have always been a crucial part of the academic collisions and discussions that occur during the evolution of science since they serve as the primary arena for the creative activities of scientists. This study aims to identify the characteristics of the schools and look into the reasons behind disputes and interactions between them in order to make up for the abstract logic of early school studies. The study of schools can aid in the transmission and innovation of theories, promote the collaboration and communication of scientific activities, and thus enhance the cohesion of knowledge. Method / process  Taking the grounded theory school as an example, this paper extracts the metadata of the grounded theory literature and its citation relations from the Semantic Scholar database, and employs a combination of quantitative and qualitative research methods to uncover the conflicts and communication relations among the grounded theory schools, revealing their characteristics in terms of disciplines, scholars, and thematic contents, and delving into the underlying reasons. Results / conclusion  The study found that the communication between schools is more pronounced, and that conflicts arise due to different core theories, as well as with the academic background and methodological nature of the original proponents. Scholars do not have a complete sense of attachment to schools, and different schools have various relations with scholars in terms of stability. Based on the analysis of the thematic content, the inter-school communication is implicit in the process of scholars' application of the school content.   • Frontiers and Hotspots Participation of Scientific and Technological Research in China and the (New) First-Tier Cities

    Abstract: <p>Science and technology are closely related to the development of countries and cities. The participation in frontier research reflects an important aspect of the scientific and technological level of countries and cities. By using the data from the series of reports Research Fronts and Engineering Fronts published by the Chinese Academy of Sciences and the Chinese Academy of Engineering and the prominence percentile data from the Elsevier's SciVcl database, this paper analyzes the frontier and hotspots participation in scientific and technological research in China and (new) first-tier cities. The study found that China's participation in the world's frontiers of scientific and technological research has improved tremendously, but the level of research needs to be raised significantly. The country as a whole and (new) first-tier cities are generally more involved in frontier research areas but less pioneering. In terms of research areas, more frontier-led research with good participation was in mathematics/computer science and engineering, chemistry/chemical engineering and materials science, physics, earth sciences, ecology/environmental science and engineering, biological/agricultural science and engineering, and energy and mining engineering. Overall there is more frontier research in engineering and technology than in the natural sciences. In terms of the distribution of subject research in cities, the disciplines of frontier research in (new) first-tier cities are distributed in more traditional disciplines and are less influential, with gaps in performance in subjects where global frontier research is relatively concentrated, such as engineering, biochemistry/genetics and molecular biology and medicine. In terms of geographical distribution, the institutions involved in global frontier research in science and technology in China are mainly located in coastal cities. In terms of performance, with regard to research and engineering fronts, Beijing is outstanding, followed by Shanghai, Guangzhou, Wuhan, Nanjing, Hangzhou, Xi'an, Changsha, Chengdu and Shenzhen; with regard to topic fronts, Beijing stands out regarding publication share, prominence percentile and FWCI, followed by Guangzhou, Shanghai, Nanjing and Wuhan; Dongguan, Suzhou, Zhengzhou, Shenzhen and Shenyang stand out regarding prominence percentile, while other cities are average in all aspects.</p>

    Abstract: This paper expounds the value orientation and essential connotation of knowledge service in the new information and knowledge environment, and its significance to the transformation of university libraries. This paper analyzes the essential difference between knowledge service and ubiquitous subject service from the perspective of university libraries, and the barriers that university libraries should break through in terms of cognition, theory and practice in order to carry out knowledge services more deeply.
