• RCEP缔约国数据跨境流动政策的数字生产力基础及其影响——以数字融合指数为参照

    Abstract: This study reviews the newest legislation and policies of Regional Comprehensive Economic Partnership (RCEP) participating countries on cross-border data flow, and then categorized them according to the ban on data transfer, local storage of data, permission-based regulation, and standards-based regulation. By referring to the indexes in the ASEAN Digital Integration Index, the subject and object factors of digital productivity in RCEP parities are sorted out, as well as the status quo of digital economy. Through the introduction of data value chain theory, the decisive impact of digital productivity factors on the policy formulation of cross-border data flow is expounded; by invoking the discourse power theory of data, the object elements are the basis of policy making; through “data colonization”, the non-linear correlation between the digital economy and policy“ freedom” is explained. Finally, this study puts forward proposals for the RCEP parties to enable the free flow of data across-borders.

    Abstract:生产性服务业发展是经济和社会现代化的一个重要特征,也是现代生产力发展的重要助推器。虽然服务业的概念已被广泛讨论,但是,没有形成严谨科学的概念定义。文章从马克思的思想出发,给出了服务的严格定义,然后以此为基础,讨论了生产性服务业的概念和外延;文章提出生产力发展的材料-动力-控制力三维度概念,从生产力发展的历史过程阐述了生产性服务业的形成和发展;文章最后受钱学森产业革命理论启发,基于三维度概念提出了新的七次产业革命观点,并指出生产性服务业在其中的作用。

  • Study on the Evolution of Liquid Metal New Industry and Its Synergetic Development Mechanism with Investment and Financing

    Abstract:常温液态金属是本世纪初发端成型于中国,并迅速在全球成为重大热点与前沿的战略性新兴科技产业领域,从北京中关村的基础探索,到云南液态金属产业集群的形成和发展乃至全国范围的协同推进,正在催生出一个全新的工业体系,影响广泛而深远。液态金属在变革尖端芯片冷却、电子制造、能源热控、生物医疗、柔性机器人等核心领域上有着巨大潜力,随着先期产品逐步导入市场,产业范畴得以快速拓展。从液态金属工业早期策源、创建与发展壮大过程可以看出,这种从0到1型前沿产业的孕育及演化有其内在规律。由于新工业一开始出现时体量弱小,缺乏社会重视和投资者青睐,往往并不萌生于传统行业占据主导地位的原有市场和产业中心,而更可能诞生于适合其生存乃至生根开花的新区域,如历史上位于美国加州的硅谷与当前地处中国云南的液态金属谷正是如此。创建和培育这类非传统型产业需要社会全系统的联动,一方面这是因为新生业态总会面临着人力、物力、财力、资源与成长孵化的矛盾,导致研发布局、企业成长、产品导入与市场营收等相互脱节;另一方面,大量社会资本却对即将爆发的新工业缺乏正确了解和研判,以至可能错失最佳投资与收益机遇。可以说,创建新工业天然面临的挑战与矛盾集中反映到产业成长与投融资之间的错位上。为助力液态金属新工业全产业链高效构建及可持续健康发展,本文在简要介绍该领域若干颠覆性技术应用特点的基础上,着力探讨作为行业增量型的液态金属产业在不同时期的演化规律、投融资机制与收益回报协同问题,剖析不同阶段液态金属企业成长范式;提出通过产业集群发展模式对冲投资风险与成本继而实现全行业指数增长的措施,并建立数学模型刻画产业集群投融资全域的净收益问题,指出对于液态金属这种创新型新兴科技企业而言,虽然局部投融资会存在低效甚至失败的可能,但对于整个社会以及全周期投资者来说没有输家;论文进一步指出,对同质化企业加以投资存在社会浪费和低效率困境,因此识别引领性企业并予以合理引导和投资可加速产业进步;最后解读了部分典型投资案例,规划了若干新产业发展路径。本文工作对于液态金属新工业的构筑及其可持续发展具有一定指导意义。

  • Frontiers and Hotspots Participation of Scientific and Technological Research in China and the (New) First-Tier Cities

    Abstract: <p>Science and technology are closely related to the development of countries and cities. The participation in frontier research reflects an important aspect of the scientific and technological level of countries and cities. By using the data from the series of reports Research Fronts and Engineering Fronts published by the Chinese Academy of Sciences and the Chinese Academy of Engineering and the prominence percentile data from the Elsevier's SciVcl database, this paper analyzes the frontier and hotspots participation in scientific and technological research in China and (new) first-tier cities. The study found that China's participation in the world's frontiers of scientific and technological research has improved tremendously, but the level of research needs to be raised significantly. The country as a whole and (new) first-tier cities are generally more involved in frontier research areas but less pioneering. In terms of research areas, more frontier-led research with good participation was in mathematics/computer science and engineering, chemistry/chemical engineering and materials science, physics, earth sciences, ecology/environmental science and engineering, biological/agricultural science and engineering, and energy and mining engineering. Overall there is more frontier research in engineering and technology than in the natural sciences. In terms of the distribution of subject research in cities, the disciplines of frontier research in (new) first-tier cities are distributed in more traditional disciplines and are less influential, with gaps in performance in subjects where global frontier research is relatively concentrated, such as engineering, biochemistry/genetics and molecular biology and medicine. In terms of geographical distribution, the institutions involved in global frontier research in science and technology in China are mainly located in coastal cities. In terms of performance, with regard to research and engineering fronts, Beijing is outstanding, followed by Shanghai, Guangzhou, Wuhan, Nanjing, Hangzhou, Xi'an, Changsha, Chengdu and Shenzhen; with regard to topic fronts, Beijing stands out regarding publication share, prominence percentile and FWCI, followed by Guangzhou, Shanghai, Nanjing and Wuhan; Dongguan, Suzhou, Zhengzhou, Shenzhen and Shenyang stand out regarding prominence percentile, while other cities are average in all aspects.</p>

  • Analysis on cooperative education network of University Alliance in Chengdu-Chongqing Economic Circle

    Abstract:

     The university alliance of Chengdu-Chongqing Economic circle provides high quality human capital for regional economic development and is an important means to help the formation of "two centers" in Chengdu-Chongqing area. Based on the data of collaborative education of 20 universities in Chengdu-Chongqing Economic Circle, social network analysis (SNA) was used to evaluates the regional education alliance in the new era from the micro perspective. It is found that the collaborative education network as a whole is a closely connected and widely connected network, which presents a double-core and multi-level comprehensive development mode. Although there is a certain subgroup division and hierarchical isolation, it maintains a high level of synergy and cohesion in the early stage of synergy formation. Finally, put forward the cooperative education mechanism of Chengdu-Chongqing university alliance through evaluation and analysis.

  • The historical logic, theoretical logic and practical logic of the construction of urban agglomerations in the Guangdong-Hong Kong-Macao Greater Bay Area

    Abstract: Building a world-class city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area is not only the primary strategy of the development plan for the Guangdong-Hong Kong-Macao Greater Bay Area, but also a clear task set forth in the National 14th Five-Year Plan. The urban agglomerations in the Guangdong-Hong Kong-Macao Greater Bay Area should give full play to the agglomeration effect, build a higher-level value creation community in the global value chain, and become an important space carrier for my country to participate in global economic competition and co-operation. From the historical logic point of view, the construction of the urban agglomeration in the Guangdong-Hong Kong-Macao Greater Bay Area takes the construction of a new pattern of comprehensive opening as the fundamental direction. "An evolutionary footnote. From the perspective of theoretical logic, economic agglomeration and coordinated development are important propositions for urban agglomerations in the Guangdong-Hong Kong-Macao Greater Bay Area. We should focus on leveraging scale effects, eliminating agglomeration shadows, and enhancing knowledge spillovers to improve agglomeration economic performance. From the perspective of practical logic, centering on the theme of building urban ag-glomeration value co-creation, the three main lines of differentiated coordinated development, innovation-driven development and market integrated development can be used to promote the effect of urban agglomeration and achieve the goal of world-class urban agglomeration construction.

    Abstract:[目的/意义]在今天的开放经济时代,货币竞争力已成为国家间竞争的关键。本报告研究并构建了国际货币竞争力指数体系,旨在更好的把握当前国际货币竞争的格局变化趋势,为提升人民币货币竞争力提供路径指引,把人民币国际化推向新的高度。 [方法/过程] 本报告基于货币竞争力的形成机制,在深刻探究国际货币竞争力的理论基础与影响因素的基础上,从各国(地区)货币基础竞争力、币值竞争力、环境竞争力和持续竞争力四个方面构建了国际货币竞争力指数体系。 [结果/结论] 本报告基于客观数据量化分析与论证,评价结果表明,该指标体系能够对各国货币竞争力水平做出科学、合理的评价,为国际金融战略和政策的制定实施提供有力参考依据。
