Abstract： [Purpose/Significance] To manage the risks brought by the rapid development of socialized operation of grassroots public cultural service facilities, construct a risk assessment tool for quickly identify and respond the risks in the process of socialized operation of grassroots public cultural service facilities. [Method/Process] Use the method of systematic review to collect risk factors from published literature to build the risk assessment index system for socialized operation of grassroots public cultural service facilities. Based on the risk assessment index system, use Cov-AHP method to establish the risk assessment model and then the risk assessment check list. An actual project is used to verify the effectiveness of the risk assessment check list. [Result/Conclusion] The risk assessment check list for the socialized operation of grassroots public cultural service facilities can take into account the particularity risks for relative projects, provide a one-stop risk assessment solution for the projects, and meet the need of project risk assessment. However, the scientific index systems, models and tools related to the socialized operation of grassroots public cultural service facilities are still insufficient, and further research is needed in the future.

Abstract： Purpose/significance Constructing the evaluation index system of digital scholarship service capability maturity in university libraries can provide a judgment basis for university libraries to evaluate their digital scholarship service capabilities, and then promote the improvement and perfection of digital scholarship service capabilities. Method/process Referring to the basic principle of capability maturity model, this paper establishes the digital scholarship service capability maturity model in university libraries;By sorting out and analyzing the existing policies, literatures and cases, the evaluation index system is preliminarily drawn up;Use Delphi method and analytic hierarchy process to determine the importance and weight of indicators. Result/conclusion Finally, this paper constructs the “evaluation index system of digital scholarship service capability maturity in university libraries”, which includes 7 first-level indicators and 19 second-level indicators, and provides a reliable evaluation tool for the targeted development and improvement of digital scholarship service capability in university libraries.

Abstract： Purpose/Significance The study aims to reveal the influence factors, action mechanism and dynamic evolution of scientific data sharing willingness to provide a reference for the following-up research and practice. Method/Process A theoretical model of scientific data sharing willingness was constructed based on the stimulus organism response theory. 435 valid questionnaire samples were empirically tested via structural equation model to get the path coefficients among variables, based on which a system dynamics model was conducted to emulate the dynamic evolution of the relationship among variables. Result/Conclusion The path of "trust→sharing attitude →sharing willingness" is the basic logic pushing scientific data sharing forward. Mutual benefits, social interaction and data quality have remarkable positive influence on trust, and their effects are ranked as "mutual benefits>data quality> social interaction". Meanwhile, the perceived behavioral control has prominent positive influence on sharing willingness while subjective norms are insignificant. Under different circumstances, the trust rate, the initial perceived behavior control and the initial degree of sharing willingness all exert influences on scientific data sharing willingness. Finally, suggestions of promoting scientific data sharing were proposed based on main research conclusions.

Abstract： Purpose/significance As a unique form of organization that balanceseconomic and social values. social enterprises are an emerging force for achievingcommon prosperity. The introduction of relevant policies will alleviate the legitimacydilemma faced by social enterprises in general. Method/process As a result, thispaper analyzes the 18 policy documents currently in place and conducts an analysis ofthe text based on a policy tool analysis framework. Result/conclusion It is foundthat: the three major policy tools account for a similar proportion, among whichdemand-based policy tools account for the most, followed by environment-basedpolicy tools, and supply-based the least; the internal structure of policy tools isunreasonable, among supply-based policy tools, infrastructure, resource sharing, andorganization building nodes account for less, among demand-based tools, socialparticipation, and government purchase nodes account for too little, and amongenvironment-based tools, regulations and norms account for the most in all Thehighest percentage of secondary nodes, but too few financial and fiscal, tax system.and merit-based support. Combining the regional policy measurement results and theactual development situation, we further investigate the typical development modelsand find that: the Beijing model supports social enterprises late and mainly inenvironmental and demand-oriented policy documents: Chengdu city involves allpolicy tools but still supports less in the direction of financial investment andmerit-based support; Shunde district of Guangzhou city has strong governmentsupport but its own capacity is still insufficient. Accordingly, it is proposed to meetthe market needs, make up for the shortcomings of the policy, set unified standards.guard against “fragmentation”, clear responsible institutions, exchange developmentexperience.

Result/Conclusion Finally, the development trend of university library publishing service is presented. Abstract： With the progress of Internet technology, personal data has become an increasingly important means of production, and the value potential and energy function of data have become more and more obvious. How to realize the balance between the protection and utilization of personal data has become an important problem in the development of digital economy and data governance. Method/process based on personal data protection and utilization as the research object, to build both the Internet platform, evolutionary game model, to explore the participation main body behavior characteristic and stable strategy, and with the help of MATLAB numerical simulation technology, the participation main body under the condition of different evolutionary stable strategy has carried on the simulation analysis, and proposes the solution to the problem of personal data protection. Result/Conclusion The research shows that the cost of government regulation, the intensity of rewards and punishments, the participation degree of industry associations, data sensitivity, and the cost of data protection technology are the important factors affecting the strategy choice of both parties. Therefore, in order to realize the dual Pareto optimum of data protection and ideal evolutionary equilibrium, the government should actively explore the modernization of the regulatory system and regulatory system, improve the regulatory benefits and reduce the regulatory costs, improve the classification and classification of data in advance, ensure the implementation of policies in the process, and motivate and hold accountable the offending enterprises afterwards. Abstract： Abstract： Purpose/Significance With the rapid development of digital technology and Internet technology, especially mobile technology, digital music has become the mainstream music form. The national standard of digital music metadata released in 2015 provides effective guidance for the platform organization and user utilization of digital music, and it is of great significance to study its application in practice. Method/Process Firstly, this paper adopts network survey method, case analysis method and user interview method. It is found that there are some problems in the organization and utilization of digital music works in five major digital music platforms in China, such as imperfect retrieval channels, fixed ranking of retrieval results and inaccurate classification of works. Then, by comparing with the national standard of Digital Music Metadata, it is found that there are some problems in the metadata setting of digital music platform, such as missing metadata, unclear metadata pointing, uneven development of metadata application between platforms, and some metadata elements in the national standard are not adopted. Finally, the metadata optimization strategy of the platform is proposed based on the platform functions, user requirements and metadata standards. Abstract： Purpose/Significance The purpose of this paper is to study the theoretical overview of digital narrative and its application as a tool or method in the academic research and practice of Library Science and Information Science. Method/Process This paper summarizes the theoretical overview of digital narrative, such as the connotation, characteristics, elements and types of digital narrative, by studying the development history of narrative and digital narrative and combining it with corresponding academic research results. The analysis was carried out with the help of ITGinsight software. The theoretical studies and case studies related to Library Science and Information Science were also identified, and the status of digital narrative applications in Library Science and Information Science was summarised accordingly. Results/Conclusion The findings suggest that digital narrative is a new manifestation of an ancient narrative tool in the digital and information age, with its flexibility, universality,dynamism and interactivity, as well as its multiple genres and forms of creation and expression, and that it can be applied in a wide range of fields of research and practice. A bibliometric and thematic analysis shows that digital storytelling have been used in education, computer science, communications, literature, library and intelligence studies and in many areas of the humanities and social sciences, as well as in the natural sciences such as medicine and engineering and research on digital storytelling has focused on more than 20 topics such as education, social and public services, physical health, medicine and entertainment. In librarianship and intelligence research, digital storytelling provide an effective and direct contribution to academic research, information and knowledge resource management, cultural heritage preservation, library education, reading promotion and digital library construction, allowing libraries to better fulfil their functions. In short, digital narrative can be integrated into the study of librarianship and intelligence, and the integration of the two will be a good opportunity to promote joint development.
