Abstract： The digital transformation of libraries will encounter many policies and implementation details. This article lists the eight most critical information policy issues, including: open access policy, the role of libraries in open access, copyright issues in library literature transmission, legal issues in digitization, rights issues in long-term preservation, copyright issues in orphan works, rights management of scientific data, and policies related to informal publications. In order to protect the rights of readers, libraries and librarians should be aware of these policies and recommend corresponding measures.

Abstract： The data-driven model of scientific research innovation promotes new demand for information services, leading to the need for technological information policies for development guidance. This article systematically reviews the key issues of eight science and technology information policies: copyright law and contracts, copyright and trade agreements, copyright exceptions and restrictions, orphan works, technical protection measures, replication rights organizations, public borrowing rights, database rights, knowledge sharing, and open access. The conclusion is that the above eight issues have extended more details of the implementation of new technology information policies. Due to the continuous changes in user needs, relevant decision support research should be dynamically adjusted.

Abstract： This article explores the relationship between AI and copyright, including the stages of AI development and learning, generation and utilization, and whether AI products belong to copyright. During the AI development and learning phase, exploitation activities that are not for the purpose of enjoyment can be carried out without the permission of the copyright owner. In the generation and utilization stage, if AI generated products have similarities and dependencies with existing works, it is necessary to obtain permission from the copyright owner or restrictions on usage rights. In addition, this article also discusses the issue of whether AI products belong to works and who the author is. If AI products are considered as "tools" used by humans to creatively express thoughts and emotions, they belong to works, and AI users are considered authors. Abstract： This paper argues that open science practice should be carried out with the idea of Chinese path to modernization. The core connotation of Chinese path to modernization includes following the general law of modernization, conforming to the reality of the country, having its own characteristics, and the only correct path is the construction of a strong country and national rejuvenation. Open science is defined as an inclusive architecture aimed at enabling everyone to openly use, access, and reuse scientific knowledge in multiple languages, enhancing scientific cooperation and information sharing, and opening up the process of creating, evaluating, and disseminating scientific knowledge to social actors outside the traditional scientific community. Abstract： This article discusses the hierarchical management of public data management and the open data sharing policies formulated by relevant institutions around the world. Abstract： [Purpose/significance] The strategy of data-driven research has been brought up to a national level. It’s one of urgent issues to explore specific methods and practical ways regarding libraries’ RDM. This article is expected to possess relevant experience and references from the investigation on the implementation of TIB’s strategic plan through its four main product lines. [Method/process] Based on literature review and case study, according to the logical clue in the management field of “strategy-tactics-operation”, this article made observation and analysis of the development practice of TIB from the top down. It summarized main features of TIB’s product lines and made a comparison with China’s library services. [Result/conclusion] The development of strategic plans should rely on specific tactic arrangements and program operations. China’s RDM should take the non-textual materials as seriously as text. The operations of programs should make positive interaction with the growth of workforce.

Abstract： This article aims to share experiences on curriculum teaching and graduate development. Firstly, the first three paragraphs of this article introduce the original intention, challenges, and six methods of preparing for the course "Research on Information Users and Services". Secondly, the fourth paragraph explains how to choose the most suitable form of expression based on the teaching purpose. The fifth paragraph reflects on the ideological and political content and practical plan of the course. The sixth and seventh paragraphs aim to provide methods and precautions to arouse students' enthusiasm. The eighth and ninth paragraphs elaborate on the ways for teachers and students to get along and their respective responsibilities. Finally, three interesting experiences of mutual learning and teaching were shared. Through sharing these experiences, it is hoped that useful case studies can be provided for course teaching and graduate cultivation, promoting the improvement of educational quality and the development of academic research.

Abstract： The open access movement has been around for about 20 years and has got some achievements, including open access of scientific papers and open sharing of scientific data to a certain extent. China, as a major science and technology country with global influence, has been participated in the promotion of open access and open science, which helps the advancement of the development of Chinese science and technology and manifests self-reliance and self-improvement of Chinese science and technology. This paper reviews the main measures of China, especially the Chinese Academy of Sciences, in promoting open access and open science, and finds out the important information, key events, and experiences on it. Based on the reviewing results, this paper summarizes the current problems in the development of open science in China, and puts forward suggestions for future development.

Abstract： [Purpose/Significance] With the continuous development of the open access (OA) movement, bibliodiversity is being analyzed and discussed within the framework of global open science strategy. In an inclusive knowledge society, information and knowledge resources should be readily available, interpreted and utilized in appropriate languages and formats. Established in 2019, the Global Alliance of Open Access Scholarly Communication Platforms (GLOALL) mainly includes six national journal publishing platforms, whose establishment and promotion will become a form of bibliodiversity and open access movement. The policies, resources and services of GLOALL's platforms reflect the emphasis on diversity in regions, languages, and academic evaluations, and are conducive to the collision and compatibility of multiple cultures and ideas emphasized by bibliodiversity. [Method/Process] Based on the theory of bibliodiversity research and combined with current OA practice, this paper mainly explains, compares and analyzes the policies, resources and services of GLOALL platforms. The concept of bibliodiversity was first proposed by Chilean publishers, during the creation of the "Editores independientes de Chile" collective in the late 1990s. Besides, "the International Declaration of Independent Publishers 2014" defined it as "cultural diversity applied to the world of books", that is, the critical diversity of products (books, scripts, eBooks, apps and oral literature) made available to readers. Re-examining the OA movement shows that OA under different paths should develop together and complement each other when necessary, rather than just encouraging and promoting one mode. [Results/Conclusions] The GLOALL platforms have similarities in strategic goals and construction principles, like promoting local scientific research, global OA and bibliodiversity. However, since each platform is not systematically constructed in a standardized way and is aimed at different countries or regions, there are differences in specific aspects such as policy formulation, resource construction and service operation. For this reason, these platforms are designed according to the actual situation and publishing needs of their respective countries, and form synergy through alliances to balance the global OA publishing pressure from some international publishing groups. In essence, this publishing market emphasis on the inclusiveness of global OA. The construction experience of GLOALL has certain reference significance for China to promote OA and build high-end academic exchange platforms. On the one hand, the GLOALL members are all national OA publishing platforms, promoting the OA movement through international cooperation to find a balance between unity and diversity, and between international development and local development. They have a positive effect on forming an academic exchange ecology that can not only develop bibliodiversity, but also support international academic research. More importantly, building platforms is a means, while exerting international influence is the goal. At present, green OA has the alliances such as COAR. While as for golden OA, in addition to transforming academic journals into OA, uniting the world's national open publishing platforms is another way. Therefore, research on GLOALL in terms of policies, resources, service can help China better grasp the opportunities in the OA movement, fill the gaps in the current service mechanism, and explore more suitable OA modes.
