  • Global technological competition enters high-tech cold war era

    Abstract: In the third decade of the 21st century, global technological competition is spreading at an unprecedented level in every corner of the whole world. Major economies view technological change as a fundamental core capability for maintaining national security. Western countries, led by the United States, view technological change as a fundamental core capability for maintaining national security, making every effort to build leadership and consistency in the field of technology, and resorting to a high-tech cold war approach to suppress non-western countries. In the foreseeable future, China will build a strong country in science and technology, and achieve the goal stated in the report of the 20th National Congress of the Communist Party of China, which is to achieve high-level technological self-reliance and self-improvement by 2035, and enter the forefront of an innovative country, as scheduled, will become even more challenging. In this regard, efforts to break through the current situation, reconstruct a new situation, lead changes, and revitalize the overall situation have become necessary measures for China to break through the current high-tech cold war.

  • 基于 MODIS 数据的吐鲁番盆地 2001—2017 年 植被变化及水热组合影响分析

    Abstract: 中国西北干旱地区的气候变化及其对植被的影响一直备受关注。以地形特殊的吐鲁番盆 地为研究对象,利用实测气象站点数据、再分析气象格点数据以及 MODIS 卫星遥感植被指数,采用 趋势检验、线性回归、偏相关分析等方法,探究了该地区 2001—2017 年间的植被变化及其与水热组 合特征之间的关系。结果表明:(1)吐鲁番盆地降水量整体没有显著变化,但北部山区降水增长较 多,气温总体呈显著上升趋势,尤其是盆地底部中心区域增温较大。(2)全区域植被指数(NDVI)总 体呈极显著上升趋势,山区及中心区域 NDVI 增长率较大。(3)受水汽来源和日照时长的影响,吐鲁 番盆地周边山区高程 3 000 m 左右 NDVI 值最高,山区植被最好的坡向是西北坡。(4)吐鲁番盆地水 热组合复杂,水分条件是大部分地区植被生长的主要限制因素,降水与 NDVI 有较好的正相关,在 山区和荒漠区热量增加不利于植被生长,但中心区域受地下水和人类活动影响,水分的供给相对 稳定,热量增加利于植被生长。

  • 利用CRISPR/Cas9系统构建稳定敲除4.1R基因的RAW264.7细胞株

    Abstract: Objective To construct a cell model of 4.1R gene knockout in murine macrophage cell line RAW264.7 using CRISPR/ Cas9 technique. Methods Three high-grade small-guide RNAs (sgRNAs) that could specifically identify 4.1R gene were synthesized and inserted into lentiCRISPRv2 plasmid. RAW264.7 cells were infected with sgRNA-Cas9 lentivirus from 293T cells transfected with the recombinant sgRNA-lentiCRISPRv2 plasmid, and the positive cells were screened using puromycin and the monoclonal cells were obtained. The expression of 4.1R protein in the monoclonal cells was measured by Western blotting, and the mutation site was confirmed by sequence analysis. Result A 4.1R gene knockout RAW264.7 cell line was obtained, which showed a 19-bp deletion mutation in the 4.1R gene sequence and obviously enhanced proliferation. Conclusion We successfully constructed a 4.1R gene knockout macrophage cell line using CRISPR/Cas9 technique, which may facilitate further investigation of the function of 4.1R in macrophages.

    Abstract: [Purpose/significance] The recent development of think tanks has broken the traditional industry structure of adademics, which brings up the academic function of think tanks. This also influences the academic evaluation system and the academic status. It is imperative to clarify the relation between think tanks and academics. [Method/process] This paper started from the history of scholar industries of academics and think tanks. It argued that the difference between think tanks and academics has long existed. After that, this paper explained the difference of think tanks and academics in terms of industy subjects, behavior interest and contents. It introduced the different types of think tank studies due to different service objects.[Result/conclusion] It is hoped that think tanks and academics can respect each other, unite with each other and learn from each other.

  • 中国智库评价体系的现状与展望

    Abstract: [Purpose/significance] Since the 18th National Congress of the Communist Party of China, China’s think tanks have sprung up and gradually show the tendency of industrialization. It is worth noting that the development of China’s think tanks cannot be separated from the development of the management system, especially the rational evaluation system of think tanks. [Method/process] Through the analysis of the status quo of the evaluation system of China’s think tanks, we realized the path and the role of China’s think tank evaluation system. [Result/conclusion] In order to establish the think tanks evaluation system of China, we must clearly define the definition of the concept, have a rational view of the methodology, and know the influence occupying the core of the evaluation system. At the same time, through the evaluation system to strength the think tanks’ identity, increase the incentives of the think tank recognition, and improve the recognition of think tanks, we can achieve a positive interaction between the think tank construction and evaluation, and promote the development of China’s think tanks to a higher level.

  • 对中国特色新型智库几个重大问题的思考

    Abstract: [Purpose/significance] As an important part of the national soft power, the construction of new think tanks with Chinese characteristics has been promoted to the level of the national strategy. At present, think tanks of China have been gradually revealing a general trend of the industrial development, while the understanding of new think tanks with Chinese characteristics is incomplete. [Method/process] Based on the daily think tank operating experience and the survey of more than 100 think tanks of the United States and Europe, this paper is about to discuss the popularity of the Chinese think tanks, the development gap of think tanks between China and the United States, the thinking about the report of 2014 Global Go to Think Tank Index Report, the development deficiencies of Chinese think tanks and the definition of new think tanks. [Result/conclusion] Finally, this paper puts forward some innovatory proposals of the think tank mechanism, such as the interaction between the think tank and the government, the development of the ideological market, the promotion of the talent development system, the operation of financing and the spread of the global influence.

    Abstract:[目的/意义]当前,中国特色新型智库建设迎来了最好的时代,发展步伐明显加快,逐渐呈现产业化的趋势,然而,还存在诸多不足,有必要借鉴古代传统智库的经验,推动中国现代智库的发展。[方法/过程]通过对中国历史上传统智囊进行考察,剖析古代传统智库制度演变,得出了对当前中国特色新型智库建设的几点启示。[结果/结论]建设中国特色新型智库,政府应善用、善管和善待智库,善用退休高官打造中国式"旋转门",致力于"伐谋"能力的提升,让更多外国精英参与中国智库建设,同时,中国也须有更多优秀的智库学者。

    Abstract:[目的/意义]作为国家软实力的重要组成部分,中国特色新型智库建设已经提升到国家战略高度。目前,中国智库逐渐呈现出产业化的发展趋势,然而许多人对中国特色新型智库的理解还不够完整。[方法 /过程]本文在笔者日常智库运营经验的基础上,结合欧美国家100多家智库的实地走访,对中国智库"热"到来了吗、中美智库的差距有多大、如何看最流行的宾州《全球智库报告》、中国智库发展的几点不足、何为新型智库等问题进行探讨。[结果 /结论 ]最后,本文就建设中国特色新型智库,在谋断互动、思想市场、人事拓展、融资运营、全球传播等方面,提出智库机制改革建议。

  • Super 304H钢在700-900 oC纯水蒸汽中的氧化行为

    Abstract:从氧化动力学、氧化膜相组成和微观结构方面,研究了两种表面状态的Super 304H钢在700-900 oC纯水蒸汽中的氧化行为。研究表明:Super 304H钢的氧化动力学近似遵从抛物线规律,但是抛物线速率常数和氧化膜结构与氧化温度及试样表面状态密切相关。升高温度和抛光处理都显著增大了抛物线速率常数,促进了Fe氧化物瘤及其下方向内氧化区的生长。

  • 晶粒尺寸对耐热钢在高温水蒸汽中的氧化行为的影响

    Abstract:本文从氧化动力学、氧化膜相组成及微观结构方面,研究了晶粒尺寸对18Cr-8Ni耐热钢在700 oC下的高温水蒸汽中的氧化行为的影响。研究表明:(1)晶粒细化提高了耐热钢的抗水蒸汽氧化性能,降低了其氧化增重,推迟了失稳氧化的发生;(2)晶粒细化改变了耐热钢的氧化膜的微观结构,减小了“弹坑”区的尺寸且促进了“弹坑”区与合金界面上富Cr氧化物层的形成;(3)晶粒细化对耐热钢的抗水蒸汽氧化性能的改善主要归因于其对氧化物的形核和Cr向氧化膜/合金界面的扩散的促进作用。
