  • Quantitative assessment of typical characteristics of strategic scientists: Exploration and empirical research

    Abstract: Cultivating more strategic scientists is an important proposition for achieving a high level of self-reliance in science and technology in China. In response to the the central government’s requirements, and to support the “selection, cultivation, and retention” of strategic scientists, this study comprehensively adopts various research methods of the competency model. Based on 155 typical cases of benchmark figures at home and abroad, a quantitative analysis index system of typical characteristics of strategic scientists is constructed, and 720 leading talents from 297 State Key Laboratories are selected as representatives of the reserve force of strategic scientists for empirical analysis of the index system. The study found that compared with the benchmark figures, there are significant gaps in strategic vision and practical ability, a weak force of enterprise strategic scientists, and a mismatch between the disciplinary distribution and the strategic development needs of China among the representatives of China’s reserve force of strategic scientists. Based on this, relevant countermeasures and suggestions are proposed.

    Abstract: [Purpose/significance] Academicians are the main and elite force to promote the development of science and technology in China, the research on its growth rule and development history has great significance for the discovery and cultivation of talents in China. [Method/ process] By the CV analysis method, this paper comprehensively collected information on academicians, and carried out the quantitative research on the temporal and spatial characteristics, academic structure characteristics of the academician group. [Result/conclusion] This paper explores the basic characteristics and the factors affecting the achievement of academician group. Then, it puts forward the rationalization suggestions for talent training in the new era.

  • Transition and Development of Digital Resources Construction in Research Libraries——Taking the Libraries of Chinese Academy of Sciences as an Example

    Abstract: [Purpose/significance] This paper aims at summarizing the transition and development of digital resources construction, especially the second one triggered by open resources, and probing the future development direction of digital resources construction in the research libraries. [Method/process] This paper takes the Libraries of Chinese Academy of Sciences as an example to scrutinize the practice and effectiveness of the digital resources construction, and to anticipate the future development based on the construction of comprehensive science and technology resources and open resources, as well as the connection and presentation of knowledge elements. [Result/conclusion] Research libraries are faced with many problems in the transition of digital resources construction. The following suggestions are proposed in this paper:①developing the detailed digital resources construction schemas; ②allocating funds, manpower and technology rationally; ③clarifying use right of open resources and promoting open access movement; ④strengthening inter-library cooperation and sharing of open resources construction; ⑤strengthening cross-border cooperation in knowledge resources organization.

    Abstract: Open science has risen to the global strategic level. The open science policy will provide an accelerator for achieving global sustainable development goals. China’s formulation and support of open access policies and open science infrastructure policies are still insufficient. The practical demand for China’s open science policy comes from the emerging open innovation research scenario, while the longterm demand comes from the construction of an open innovation ecosystem. This study proposes an open science policy system that conforms to the framework of China’s science and technology innovation policy system, and proposes policy action suggestions that adapt to the UNESCO Open Science Recommendation.

    Abstract: Open science has reached a global consensus, and global open science governance requires the active participation of China. In order to seize development opportunities, this study analyzes the global trend of open science development and its impact on the scientific community. Based on practical cases of open science in China, the current situation and challenges of open science development in China are addressed. A roadmap for open science in China is designed, with open research infrastructure and open science policies as key supports. Recommendations for promoting the development of open science in China are proposed.

  • A briefing report on monitoring the global open access journals and APCs in 2022

    Abstract: [Purposes] The development of global open publishing is analyzed to provide decision-making basis for management personnel at all levels.
     
    [Methods] Based on SCIE data and website information of each OA journal, statistical analysis was conducted on the global publication of OA journals, author publications, and APC reasonableness, as well as the OA publications and APC expenditures of authors in China.

    [Findings] In 2022, 7,759 global OA journals were indexed in SCIE, an increase of 15% compared to 2021. APC reasonable journals account for 66%. The global OA publication volume has increased by 6%, with Chinese authors accounting for 29% of the total OA publication volume. Chinese authors have published 269,800 articles in 4,936 OA journals, with an APC expenditure of approximately RMB 4.3 billion yuan, an increase of 44% and 43% respectively compared to 2021. The National Natural Science Foundation of China is the main fund supporting Chinese authors to publish OA papers, with an annual APC expenditure increase of 33%.

    [Conclusions] OA publishing has become the mainstream of global publishing, and China's OA publication volume and APC expenditure have both grown rapidly, tending towards international full-OA journals with low APC and high publication volume. In China, the construction of Sci-Tech journals market and the performance management of research fund need to be promoted in time to adapt to the development of open access.
     

  • Research on APC Monitoring and Abnormal Warning Model of Global OA Sci-Tech Journals

    Abstract: [Purpose/significance] Grasping the development and abnormal situation of global OA Sci-Tech journals' APC in time is helpful to avoid the loss of domestic research funding, assist decision-making, and provide a reference for China to determine the development path for open access and open science.[Method/process] This paper used the least square method to fit the functional relationship between the APC unit price and influence index of OA journals, and set a 95% confidence interval to identify premium journals and non-premium journals. Based on this principle, a global OA Sci-Tech journals' APC monitoring and anomaly early warning model was established.[Result/conclusion] The model includes automatic acquisition, monitoring analysis, and anomaly early warning modules. Take OA journals data published by an institute of physics in the Chinese Academy of Sciences as an example, it was found that premium journals accounted for 43.5%, and 4.46% of abnormal APCs required early warning. However, 90% of the papers were published in non-premium journals with high cost performance, and non-premium journals were not in the Beall's List, premium journal classification conforms to the inclusion of GoOA and DOAJ,which verified the validity and reliability of the model.

    Abstract: [Purpose/Significance] The development of open science still faces many data ethical problems, and there is an urgent need to explore the ethical guidelines for data handling that are compatible with the open science innovation ecology. The establishment of ethical guidelines is essential to create a favorable open science innovation ecology for data handling that match the construction of open science innovation ecology, and guide the participants in the open science innovation ecology to act in accordance with legal regulations and ethical norms in the process of data creation, sharing, dissemination, and utilization, and restraining data handling behaviors for the good and benefit of society. [Method/Process] This study first uses literature research and content analysis, based on relevant laws, guidelines, draft frameworks, policies and typical data management models on data handling ethics, from a universal perspective, based on the practice of data acquisition, storage, management, use and destruction, for social data in a broad sense, while taking into account a part of scientific research data, correlating and integrating different guidelines, seeking common themes and contents among existing guidelines, and summarizing the general dimensions and highly recognized guidelines. This study summarizes the general dimensions of ethical guidelines for data handling and the contents of the guidelines with high recognition. Second, this study combines the concept of open science and the needs of national social development, and distills the needs of ethical guidelines for data handling in the open science innovation ecosystem from the latest domestic planning policies and the connotation of open science. Finally, this study synthesizes and compares the two results through matrix analysis, and analyzes the framework of ethical guidelines for data handling in the construction of open science innovation ecology from the perspectives of commonality and characteristics, and synergy between guideline contents and policies and concepts. [Results/Conclusions] The existing ethical guidelines for data handling have high applicability in the open science innovation ecology, but still need dynamic expansion. Combining the concept of open science and the development needs of national society, this study proposes a framework of ethical guidelines for data handling in the open science innovation ecology, including three dimensions and 15 elements of long-term governance, coordination and order, and systematic science, aiming to serve the further development of the text of ethical guidelines for data handling adapted to the development of the open science innovation ecology in China and to provide some reference for data management in institutions.

  • 对UNESCO开放科学建议书的评述:共同、包容的行动

    Abstract: [Purpose/Significance] How to accelerate science and technology cooperation and build an open innovative ecology effectively requires solutions that keep up with the times. UNESCO launched the Recommendation on Open Science (the Recommendation in brief) as an international standard-setting instrument for the implementation of open science in its member states. Thus, the vision set by the document will be a new paradigm for scientific research. It is necessary to introduce the process of the creation of this instrument on open science, the value of the standard-setting instrument and its main elements. Therefore, the paper analyzes the inclusiveness of this international normative instrument on open science, puts forward corresponding countermeasures and suggestions, provides references for the formulation of the implementation plan of open science at the national level, and also helps people correctly understand the value of open science and better participate in the implementation of the related proposals at the national level and in the global network. [Methods/Process] Before being adopted by UNESCO in 2021, the draft UNESCO Recommendation on Open Science went through the expert-based group discussion, global online consultation, regional consultation, and debate in the intergovernmental panel. Through literature research this study first reviews the process, connotation and principles of the formulation of the document, and then analyzes the challenges that may be encountered in the implementation of the Recommendation at the national level. [Results/Conclusions] Inclusiveness is a fundamental principle of open science that permeates the entire process of developing the Recommendation. It provides a non-binding international framework for promoting international cooperation in science and technology. The long-term value of the Recommendation is to make science more inclusive, transparent, collaborative and accessible. The values and principles of open science must be adhered to in practice by designing a system of participation, relevance, sharing, and innovation. The specific implementation of the Recommendation at the national level requires research and breakthroughs in policy, infrastructure, open mechanisms, capacity building, evaluation and demonstration criteria, including creating a policy environment conducive to open science, strengthening the capacity-building of facilities, platforms and talent conducive to open science, and organizing international cooperation aimed at dealing with major issues and challenges. Therefore, the road map of implementing open science through open access to data, information, results, and the sharing of research processes and facilities should be guided by the problems between science and societal needs.

    Abstract: [Purpose/Significance] Open science is shaping a new academic innovation ecology, aiming to promote open exchange and use of knowledge, emphasize open and cooperative research methods, and thus accelerate scientific innovation. Open innovation emphasizes the flow of knowledge across organizational boundaries. Both of them have obvious internal consistency and regard the free flow of knowledge as the driving factor of innovation. However, there are few studies on the relationship between open science and open innovation at present. They are often studied separately in the scientific research environment and the enterprise environment, ignoring the common role and integration of the two in the open innovation ecology. This paper aims to analyze the consistency of the connotation of open science and open innovation, study the mechanism of open science for innovation ecology, and provide reference for building an open science innovation ecology integrating open science and open innovation, as well as for developing open science governance for scientific and technological innovation. [Method/Process] First, based on the existing connotation of open science, this paper established the connotation analysis framework of "resource-process-subject-behavior" of open science, and put forward four key elements and principles of open science: "openness of scientific knowledge resources - transparency of research process - inclusiveness of participants - collaboration of research behavior". Then it de-constructed open innovation according to the connotation analysis framework of open science, and put forward four key elements of innovation knowledge resources, innovation process, innovation subject and innovation activities, as well as the principle of transparent and open innovation knowledge resources and innovation process, and value of co-creation based on the inclusiveness of innovation subject. Finally, according to the four principles of open science, the "Open Science Spectrum" was established to clarify the consistency and synergy of both sides from the perspective of openness. Besides, in order to understand the joint action mechanism of open science and open innovation in the innovation ecology, this paper analyzes the open science innovation mechanism in different innovation stages from the perspective of innovation process, including the open science mechanism in the open science research stage, the mechanism in the technology research and development stage, the citizen science mechanism in the social inclusion stage, and the responsible innovation mechanism covering the whole process of innovation. [Results/Conclusions] The innovation ecology of open science has come into being. Open science and open innovation have consistency in connotation and synergy in openness. Under the open science innovation ecology, open science plays a role in different stages of innovation. Explicit knowledge and tacit knowledge are open and flowing in different stages of innovation, accelerating open science innovation, open innovation, public innovation and responsible innovation. The inadequacy of this paper is that the relevant research is still at the theoretical level. For example, the spectrum of open science needs to be refined to an assessable and operable granularity, and the mechanism of open science for innovation ecology also needs more cases to verify. At the same time, based on this research, we need to further explore the governance mechanism of open science under the innovation system and the linkage strategy of science, industry, society and policy under the open innovation ecology.

  • 开放科学能力框架构建和培养路径研究

    Abstract: [Purpose/Significance] The aim of this paper is to identify open science capabilities and skills for researchers, build a capability framework of open science, and explore its development path, in order to improve the open science capabilities of team leaders and decision makers, researchers and scientific research support personnel in the open science ecosystem, and to provide reference for promoting open science and building an open science innovation ecosystem in our country. [Method/Process] In this paper, the relevant research on open science definition, open science capabilities, and competence model at home and abroad were analyzed and summarized. Based on the competency onion model, the open science capability framework was designed as three layers from the inside out: embracing open science values and principles and developing an open science mindset as the core layer, acquiring open science knowledge composed of open science elements as the second layer outside, and building open science skills embedded in the scientific research life cycle and data life cycle as the outermost layer. Then, the possible development methods were discussed. At last, libraries' role in the open science training was emphasized. [Results/Conclusions] The open science capability framework includes three dimensions. Firstly, embracing open science values, including quality and integrity, collective benefit, equity and fairness, and diversity and inclusiveness, and open science guiding principles covering transparency, scrutiny, critique and reproducibility, equality of opportunities, responsibility, respect and accountability, collaboration, participation and inclusion, flexibility and sustainability. Secondly, acquiring open science knowledge based on open science elements, including open science definitions, initiatives, best practices, implications, open access, open data (scientific research data, government data, and industry data), open scientific and technological reports, open educational resources, open scientific infrastructure (virtual and physical), open source code, open reproducible research, open peer review, open science evaluation, citizen science, and open science policy. Thirdly, building open science core competencies embedded in scientific research lifecycle and data lifecycle, including (1) open scholarly communication skills, which mean open publication literacy skills, like making the correct choices about where and how to publish their results, how and what to self-archive and how to communicate their research for scholarly and societal impact; (2) data science skills, which mean data management plan, research data management, data analysis, data sharing, and data storage skills; (3) scientific research literacy skills, which mean research management skills, research integrity and ethics skills, and legal skills; (4) citizen science skills, which mean researchers learn how to engage with citizens, and citizens learn how to conduct research. The open science capability development path includes formulating relevant policies, laws and strategic plans for skills building, strengthening open science promotion and training, and providing comprehensive support throughout the entire scientific research process. At the same time, the library is a key player in the construction of open science capacity, and should lead the design of a scientific and rational open science training system, and play an active role in promoting the paradigm shift of open science. In addition, this research has shortcomings due to time limitation, and we will continue to conduct in-depth research on open science capabilities and refine its indicators, in order to provide theoretical basis and reference for libraries to design open science training system and promote open science training in China.

  • Analysis on Preprint Policy of International Academic Publishers

    Abstract: The preprint policy of international academic publishers has an important influence on the preprint development. This paper classifies the preprint policy of academic publishers as submission policy and self-archive policy, and summarizes five models of pre-printed policy .With the web of science as the data source, a typical analysis of the journals/publishersthat has the most papers from China is made.It is found that most of the international academic publishers have adopted positive pre-printing policies, and present certain characteristics.Finally, according to the analysis results of preprint policy, corresponding suggestions are put forward from the perspectives of scientific research authors, periodicals and Chinaxiv.

  • ChinaXiv预印本服务平台构建

    Abstract: To protect the priority right of the authors and to promote the excellent scientific research articles first preserved and serve for other researchers in our country, Scientific Article Preprint Platform of Chinese Academy Science (ChinaXiv) is proposed to build. It aims to encourage researchers to share their articles on public preprints platform in the first time,and receive peer reviews and suggestions for a wider range of academic communication. Based on the practice and strategic plan of ChinaXiv construction, this paper describes how to build a preprint platform following the international standard operation regulation, including construction background, system construction and service, domain development and cultivation, organization and management mechanism, propagandizing and popularizing mode, development status and future. This paper can provide references for other preprint repositories.

  • Study on the Main Trends of the International Preprint Servers

    Abstract: Influenced by Open Access Movement and Open Science, preprints and the scholarly communication based on preprint servers have received great attention from the scientific community. This paper summarizes the status of the international preprint serversince 2013 and proposes seven main trends of current international preprint development. It is found out that traditional preprint servers, such as arXiv and SSRN, have seen gorgeousachievements by exploringa sustainable development model. Also, some new preprint servers, such as bioRxiv, ChemRxiv, have sprung up like mushrooms in recent years, bringing prosperity for preprint servers. Moreover, for scientific community, the scholarly communication model with manuscripts of research articles has won widely recognition from academic groups, societies, science and technology management institutions, the IMF, and even the traditional publishers. It indicates that the scholarly communication based on the preprints is changing the traditional scholarly communication model in which journals are as the main body.

  • Analysis on the development status and long-term influence of open access mega-journal

    Abstract: In the context of open publishing, this paper takes 10 typical open access mega-journal as the cases, with reference to the information of journal official websites, JCR (Journal Citation Report) and Scopus, and it analyzes the development status of 10 open access mega-journal from 5 aspects: impact factor, article volumes, article-processing charge, acceptance rate, publishing speed; then it discussion long-term positive influence and possible problems of open access mega-journal. The results of this study can be a reference for authors publishing in open access mega-journal and offer the enlightenment to journal policy-making.

    Abstract:[目的/意义]全球开放获取期刊的发展越来越受重视,持续关注全球开放获取期刊的进展为我国开放获取期刊的发展提供参考和借鉴。[方法/过程]对2016年世界重要开放获取期刊利益相关者,包括政府机构、科研资助机构、科研教育机构、出版商、国际组织、学/协会等进行动态跟踪和扫描,整理并分析2016年全球开放获取期刊的最新发展趋势和热点问题。[结果/结论]2016年全球开放获取期刊繁荣发展,并得到多方利益相关者的支持和推动,开放获取期刊的发展也面临一些问题和挑战,如开放获取期刊的质量问题、巨型开放获取期刊的未来发展问题。
