  • An Empirical Study on the Personnel Appointment Information Disclosure of Government Departments in China and the Feedback of Network Public Opinion

    Abstract: [Purpose/significance] The appointment information of leading cadres plays an important part of the government information disclosure in China, the public questioning about the appointment information are likely to cause the network public opinion. The research on the disclosure of the appointment information and the feedback of network public opinion will help to improve the level of the disclosure of the government’s appointment information. [Method/process] Through the construction of evaluation index system, this paper investigated some provincial government websites in China, focusing on universal problems in the information disclosure of leading cadres appointment. And then, by investigating the network public opinion feedback of the event—”Shaanxi deputy county magistrate’s complete resume has become a mystery”, this paper analyzed the public’s emotional changes and information demand for the event.[Result/conclusion] The disclosure of government personnel appointment information cannot fully meet the information needs of the public. The government can improve the level of information disclosure of personnel appointment by 3 ways: paying more attention on public opinion feedback, improving the information disclosure system, and keeping the information disclosure and reporting channels unblocked.

  • Research on the Propagation Features and Guidance of the Mid-class Verified User Based on the Microblog——Taking the Case of Yixiao Luo as an Example

    Abstract: [Purpose/significance] The verified users of microblog are more likely to become the opinion leaders, but researchers are likely to focus on the top-class verified users and there lacks studies about the mid-class verified users. This paper analyzes the mid-class verified users' propagation features and abilities in public opinion guidance, and provides some suggestions for administration. [Method/process] The Yixiao Luo incident is taken as an example. First, related microblogs are divided into several phases by time. Meanwhile the users are divided into several groups by their verified reasons. With these two steps, we can conduct a thorough research of users' propagation features from two different viewpoints. Then a matrix of verified users' basic attributes along with public opinion guidance ability which is based on sentiment analysis is built to evaluate the mid-class users' ability in public opinion guidance. [Result/conclusion] After researching, we find out the mid-class verified users have four significant features:their abilities in public opinions guidance are relatively strong, their opinions are more professional, they are comparatively rational and their followers are relatively homogeneous. With our findings, we propose some management suggestions for the mid-class verified users.

  • A SKOS-based Multi-granularity Semantic Annotation Method for Academic Journal Text Resource

    Abstract: [Purpose/significance] Semantic annotation for academic journals is facing two major problems which are how to embody all the concepts in oneontology and mostannotation methods are single granularity semantic annotation models. This paper proposes a SKOS-based multi-granularity semantic annotation method for academic journal text resource, which holds great significance to the development of semantic annotation and provides a method to meetusers' academic information demands. [Method/process] With the SKOS description of thesaurus,this paper takes academic journal text for example to achieve a multi-granularity semantic annotation method and carry on an empirical study.[Result/conclusion] By setting up the experimental group and the control group respectively, the paper evaluates the annotation effect of the SKOS-based multi-granularity semantic annotation method.

  • Study on the Strategy of Long-term Digital Preservation of Cultural Heritage: A Case Study of Venice Time Machine Project

    Abstract: [Purpose/significance] This paper comprehensively combs the present situation of the digital practice of cultural heritage and long-term preservation of digital resources, and puts forward the relevant promotion strategies for the concrete problems existing in the practice of digital long-term preservation of cultural heritage, in order to achieve the cultural heritage digital resources in a wider range of transmission, and further improve its construction and service quality.[Method/process] This paper points out the need to achieve digital and long-term preservation of cultural heritage resources with the goal of development and utilization, and analyzes the project of Venice Time Machine in depth, which is the best case of international digitization long-term preservation and development and utilization. Based on this, the paper puts forward the long-term preservation strategy of our country cultural heritage digitization.[Result/conclusion] Based on the foreign excellent practical experience, this paper takes the development and utilization as the guidance, constructs the long-term preservation strategy of Chinese cultural heritage digitization from three aspects:resource coverage, technology integration and service mode.

  • Study on the Construction and Implementation of Online Medical Community Faceted System in UGC Mining

    Abstract: [Purpose/significance] The online medical community is one of the main ways for the public to query health information. Aiming at the problems of few faceted dimensions, simply system level, unreasonably search terms of the faceted system in the online medical community under the current Web2.0 model, this paper puts forward the network health faceted type framework, in order to improve the faceted navigation of the online medical community, and better its information services quality. [Method/process] This paper, from the perspective of UGC,obtained 18 categories of network health information faceted type framework, which combines with the user's attention to the health information topic and the evaluation of the network health information quality, and constructed a prototype of the healthy information faceted system that data sources comes from the QuanBuWenTi area of YouWenBiDa website. [Result/conclusion] The experimental result shows that the prototype of the faceted system constructed in this paper can effectively improves the shortcomings of the current faceted systems, and provides a feasible solution for building faceted system of the online medical community under the Web2.0 mode.

  • Evolutionary Analysis of Topic and Topic Clusters in Informal Communication from the Perspective of Conversation Analysis

    Abstract: [Purpose/significance] Aiming at the limitations of current informal communication topic evolution research in both analysis level and measurement indicators, a universal evolution analysis method is proposed to explore the characteristics and patterns of topic evolution from micro and medium levels.[Method/process] Introducing the conversation analysis theory, taking Sina Microblog and Zhihu as examples, this paper revealed the evolutionary characteristics and patterns of informal information communication from the two dimensions of conversation content and discussion style through the analysis of running process of topics and topic clusters. Meanwhile, this paper designed the method of calculating and judging the continuity of a topic and explored measurement standard of the topic evolution.[Result/conclusion] The topic evolution analysis results show that the opinion group from Sina Microblog and Zhihu are obviously biased in topic content, and indicate the main perspectives of opinion group participating in the discussion of social focus event. The topic cluster evolution analysis find out that opinion group from Sina Microblog diversify and explore multiple topics in a certain range, while those from Zhihu always focus on the settled core topics. The difference in conversation content and discussion style between opinion groups in social media indicates the different role of Sina Microblog and Zhihu in informal information communication online.

  • Research on Network Public Opinion Emergency Recognition Method Based on Syntactic Features and Syntactic Similarity

    Abstract: [Purpose/significance] This study aims to identify events from the text of sudden network public opinion quickly and accurately.[Method/process] This paper proposed a method to identify network public opinion emergencies by integrating syntactic features and syntactic similarity. An event oriented syntactic feature extraction method was proposed based on syntactic features. Event syntactic feature database was constructed by using event semantic annotation and syntactic feature extraction methods. The network public opinion emergencies were identified by calculating the syntactic similarity between the text to be tested and the syntax database.[Result/conclusion] Taking the novel coronavirus pneumonia epidemic as an example, the optimal similarity of the network public opinion emergency identification method proposed by the author is 0.93 in this public opinion. 160 events and 30 non events are identified from a new text under this similarity, and the F1 value reaches 0.848. Through the method evaluation, it is proved that the proposed method is effective in using syntactic similarity to identify events and merge the same adjacent parts of speech.

    Abstract: [Purpose/significance] Under the background that data has become a key factor of production and basic strategic resources, this paper reviewed the research status of data data-related research in the field of humanities and social sciences, reveals the research trend of data problems, and provided a window for the perspective of humanities and social sciences research driven by data. [Method/process] Taking the National Social Science Fund Project about "data" of 2010-2019 as the research object, this paper based on the external characteristics and content characteristics of the fund project, analyzed the distribution of data-related research institutions and disciplines, keyword and topic clustering in the field of humanities and social sciences, compared the commonness and differences of research hotspots between fund projects and project achievements, and explored the research trends of humanities and social sciences empowered by data. [Result/conclusion] The research on data issues in the field of Humanities and Social Sciences focuses on the long-term theme of big data environment, information behavior and information service, government data and scientific data research, the secondary hot topics are database construction and system design, media platform and service and international issues research, and the integration of multiple environment, open data management, extension of knowledge organization and wisdom humanities service are the research development trend.

  • Research on Topic evolution of Public Emergencies from the Perspective of Conversation Analysis:A Case Study of COVID-19

    Abstract: [Purpose/Significance] The introduction of conversation analysis theory provides a new research perspective for the study of topic evolution and refines the granularity of topic evolution analysis. At the same time, a more perfect theme evolution analysis approach is applied to public emergencies, which is conducive to improving the efficiency of public opinion guidance of regulatory departments. [Method/Process] Based on the topic identification methods and topic evolution judgment criteria in existing studies, this paper combined conversation analysis and topic analysis to introduce conversation contents and conversation organization structure into the process of topic evolution analysis, and used user-generated content in COVID-19 as data source for empirical analysis. Through the topic evolution analysis based on temporal sequence and discussion hot, the evolution laws of contents at different levels were identified from the topic intensity level. The association rule calculation idea of knowledge discovery was introduced at the topic content analysis level, to mine the reference relationship between corpus contents, and the key evolution path was determined by combining the social network analysis method. [Result/Conclusion] The results show that there are certain differences in the topic contents at different levels in the network structure and it has an important influence on the evolution trend of the topic, effective supervision of the contents at important levels will play a positive role in guiding the trend of public opinion.

  • Innovation of Medical Literature Information Resource Service Modes Oriented to the Enhancement of Publication Content

    Abstract: [Purpose/significance] Medical literature information resources are the necessary prerequisite for users to learn medical knowledge and carry out medical research. However, the existing medical literature information resources have the problems of unstructured and single presentation form. Therefore, the content enhancement scheme of medical publications is proposed in order to provide users with better services of organization and utilization of medical resources.[Method/process] Oriented by semantic publishing, CMeSH medical subject words were integrated into element recognition, semantic mapping, semantic description and multi-dimensional association processes to realize the transformation from traditional medical publications to medical enhanced publications. At the same time, this paper constructed content enhancement examples of medical publications with pediatrics as the application background and verified the feasibility of digital publishing content enhancement in medical literature resource services.[Result/conclusion] It is found that through a series of processes of content enhancement, traditional medical publications can be transformed into medical-enhanced publications, thus optimizing the user learning process of medical knowledge and making it possible for users to learn efficiently.
