Abstract： Purpose/Significance In the context of the development of open science and the paradigm change of scientific research communication, libraries, as important resource centers and information service institutions for scientific research activities, are faced with important tasks such as enriching the resource system and exploring new growth points for resource construction. As an emerging and highly valuable scientific research resource, it will be a strategic layout with practical significance for libraries to incorporate Registered Reports into their own resource system and develop library services based on them. Methodology/Process Using a combination of literature research method and web research method, we analyze in detail the necessity, possibility and feasibility of incorporating Registered Reports into the library resource system, summarize the existing practical experience abroad, and propose feasible strategies for incorporating Registered Reports into the library resource system. Results/Conclusions The incorporation of Registered Reports into the library resource system can effectively respond to the "reproducibility crisis" in the scientific community and better meet the new research communication needs under open science, which is an inherent requirement of the 14th Five-Year Plan of the library. Scientific data, which is one of the fragments of Registered Reports, has become a mature collection resource, and Registered Reports have shown a positive development trend, which provides a possible reference for the integration of Registered Reports into the library resource system. Libraries can promote the value of Registered Reports through the TOP Guidelines, promote the establishment of a pre-registration platform, add "pre-registration librarians," provide pre-registration support services, build a collection of Registered Reports, and guide the management and application of Registered Reports based on the FAIR principles. The construction of resources for Registered Reports is carried out through the following ways.

Abstract： Abstract: Purpose/Significance Starting from China's demands for protection and regulation of disruptive technologies, this study provides reference for China's policy development direction by mining the focuses and evolution characteristics of related policies of the world's major powers. Method/Process Based on the set of disruptive technology policies during 1990-2020, the focuses distribution of policy topics is explored by LDA, and DTM is constructed by introducing time-series factors to analyze the evolution of the content and intensity of policy topics in different periods, and summarize the key policy experience of the major powers. Result/Conclusion This study divides the disruptive technology policies into seven periods. The evolution of policy focuses from the perspective of protection and regulation has three types: attenuation, growth and fluctuation. Relatively speaking, the protection policy topics are more centralized and coherent, and there is an obvious leadership topic "phased development planning". While the regulation perspective does not have a fixed leadership topic, but the topic integration range is larger, of which "cross domain regulatory cooperation" is an important role that closely links various topics.

Abstract： Purpose/Significance Exploring the optimization path of scientific research project performance evaluation and establishing an effective performance evaluation system of scientific research project are helpful for the reform of scientific research evaluation and our nation’s innovation-driven development. Method/Process Through a comprehensive survey of relevant research and practice at home and abroad, a meta-analysis method is used to comprehensively discuss the research priorities of the current scientific research project performance evaluation, and the main scientific research evaluation framework, scientific research achievement quality and impact evaluation indicators in various countries are comprehensively discussed. Sort out and analyze the content, and summarize and compare the project information database cases that assist the performance evaluation of scientific research projects through the case analysis method, and finally propose optimization path suggestions based on theoretical and practical analysis. Abstract： " Heightening the quality of employee voice has been recognized as an important way to improve organizational effectiveness. However, previous studies have mainly focused on how to promote employees’ voice participation and quantity of voice, while ignoring the most essential issue – voice quality. To solve this problem, the present study aims to systematically research voice quality, including the connotation, measurement and antecedents of employee voice quality. The first study defines the connotation of employee voice quality based on grounded theory, and develops a scale of employee voice quality. The second study, drawing on implicit voice theory, explores the theoretical mechanisms linking leader and employee critical thinking to employee voice quality on both team and individual levels. This paper makes theoretical contributions by developing an employee voice quality framework and expanding the application of critical thinking and implicit voice theory.
