  • Analysis of Features and Influencing Factors of High-Frequency Reused Scientific Data in the Field of High Energy Physics

    Abstract: Purpose/significance By utilizing the Data Citation Index (DCI) database, this article explores the reuse features and influencing factors of scientific data in the field of high-energy physics. These findings serve as a point of reference and support, facilitating the promotion of data sharing and citation standardization in China. Moreover, these contribute to the augmentation of both value and influence of scientific data. Method/process This article adopt statistical regression methods to analyze the basic and citation features of the DCI database. For the reuse features and influencing factors, the analysis includes three dimensions: scientific data attribute features, reuse features, and correlation between attribute and reuse features. Result/conclusion The research findings reveal that the publication volume of scientific data in the field of high-energy physics is exhibiting an increasing trend. However, the proportion of missing data fields is relatively high. The reuse of high-energy physics scientific data is significantly influenced by publication modes and disciplinary categories. These result in the extremely uneven distribution of citation frequency. High-level scientific data are more likely to be reused. Moreover, the standardization of scientific data sharing and citation needs further enhancement. Finally, we propose an optimization and improvement path for high-energy physics science data reuse based on this findings.

  • Comparative Analysis and Insights from Open Science Practices of Foreign Academic Publishing Institutions

    Abstract: Purposes This study investigates the specific practices of open science engagement by foreign academic publishing organizations, aiming to provide reference points for the open construction of academic publishing in China. Methods Through internet research and literature review, the publishing practices of ten international academic publishing institutions were analyzed, focusing on their practices and open models in scientific journals, scholarly monographs, scientific data, and peer review. Findings The predominant publishing model among these institutions is gold open access, although the proportion of open resources varies. The financial operations for open publishing revolve around article processing charges, with innovative explorations in sustainable open publishing seen in collective payments and crowdfunding. Flexible open policies have been progressively implemented to synchronize the open access of ancillary research outcomes such as scientific data and peer review reports, thus enriching the academic exchange ecosystem. These institutions have also leveraged resource platforms to integrate a variety of open resources, facilitating user access and utilization. Conclusions Chinese academic publishing institutions should adapt to the trajectory of open science development, restructure publishing operations, deepen the open publishing of journals, and expand the openness of diverse forms of research outputs. There should be a focus on author-centered service models to meet the open publishing demands of authors. The construction of inter-departmental open collaboration networks that integrate content, funding, publishing services, and resource platforms is recommended to enhance the collective efficacy of open publishing.
     

  • An Exploration of Response Strategies on the Use of AI Tools in Academic Publishing-Taking ChatGPT as an Example

    Abstract: [Purpose/significance] To analyze the attitudes, measures and policies of the current academic publishing community in the face of artificial intelligence(AI) tools represented by ChatGPT, and to provide reference for the construction of academic publishing policy system in the context of AI4Science.[Method/process] The policies/statements of academic publishers on the use of AI tools were systematically scanned and analyzed by using the internet/literature research method and content analysis method. [Result/conclusion] Different academic publishers respond to the use of AI tools at different speeds, but their concerns and key policy factors are relatively consistent. However, as to policy/statement key terms and specific operations, various types of academic publishers show great differences. The academic publishing community's response to the use of AI tools will still be in the stage of continuous exploration and debugging. All academic publishers should strengthen communication and coordination, actively formulate a policy framework to deal with the use of AI tools, and clarify the definitions, connotations, and boundaries of key policy elements and key terms. The academic community should be fully linked to build a policy system on the use of AI tools.

  • A Study of Open Access Practices of Academic Publishers in the Context of Open Science

    Abstract: [Objective] To analyze the open access practices of academic publishers in the context of the development of the open science movement and to explore the development trend of open access in academic publications.
    [Methods] We used two methods: web survey and literature research to investigate the history of open access to scholarly publications and the practices of scholarly publishers in promoting open access in the context of open science.
    [Results] Academic publishers promote open access to scholarly publications mainly in five aspects: conversion agreements, scholarly journal subscriptions, open access to research monographs, scientific data sharing, and open peer review.
    [Conclusions] Publishers actively respond to open science initiatives and promote scientific research progress and innovation through practices such as accelerating the publication cycle of scholarly results, shifting to operational strategies that attract authors, and building integrated platform.
     

  • The Bottleneck Techniques: Concept, Features, and Influencing Factors

    Abstract: Purpose/Significance This study aims to investigate the concept, features, and influencing factors of the bottleneck techniques in response to the research and development demands. It employs research papers and news interviews to construct an influencing factors model that facilitates the path planning for advancements in this technique. Methods/Process The "genus-differentia" method is employed to define the bottleneck techniques and provide a comprehensive summary of its distinctive features. By considering the formation of influencing factors for the bottleneck techniques as the research question, the encoding method of grounded theory is applied to analyze textual corpus related to this technique, resulting in the development of an influencing factors model. Results/Conclusion The bottleneck technique is an industrially strategic technology at the current stage, deliberately chosen by innovative entities, characterized by originality, strategic importance, and substantial investment. The findings of grounded theory encoding categorize the influencing factors for the formation of the chokehold technique into five levels: industrial differentiation, competitive game, innovation system, production factors, and production transformation. External influencing factors include industrial differentiation as the foundational basis for competitive game. Internal influencing factors encompass the innovation system, production factors, and production transformation, with interactive relationships observed among them. The comprehensive understanding of the bottleneck technique’s concept, features, and influencing factors enables a more informed approach towards planning breakthroughs in this field. The identified influencing factors at different levels shed light on the industrial dynamics, competitive dynamics, and internal factors that contribute to the formation of the chokehold technique.

  • Developing Science and Technology Policies for High Risk-High Reward Research

    Abstract: High Risk-High Reward (HRHR) research refers to scientific research with high risk of failure but characterized by breakthrough, innovation and originality. It truly reflects the original innovation ability of science and technology, is committed to bringing major scientific discoveries and technological breakthroughs, and is conducive to accelerating the improvement of national competitiveness in original science and technology. The theoretical and methodological research in this area will help improve science and technology policies. On the basis of clarifying its development background, conceptual connotation and characteristics, this paper discusses the construction of a “decision-funding#2;implementation” model of HRHR research and management system. By taking the HRHR projects of typical international scientific research institutions as case studies, it systematically analyzes, compares and summarizes the basic principles, review processes, advantages and disadvantages of representative academic review mechanisms such as peer-review model, project-manager model, and de-review model. Based on the innovation experience of foreign HRHR research projects, some suggestions are put forward: formulate HRHR research funding policies to promote original innovation; improve the academic review mechanism for selecting HRHR research; and create an excellent academic ecology that stimulates HRHR research development.

  • Analysis of International Carbon Neutralization Strategic Actions and Technology Layout and Enlightenment Suggestions to China

    Abstract: Achieving carbon peak and carbon neutrality goals is a major strategic decision made by the Chinese government, which will bring extensive and profound systemic changes for the economy and society. S&T is the core driving force that supports the goal of carbon neutrality. On the basis of the related concepts of carbon neutrality, this study analyzes the strategic actions and the characteristics of technological layout of carbon neutrality in developed countries/regions and international organizations. Major countries have promoted carbon neutrality through legislative regulation, energy strategies, technology roadmaps, carbon markets and other policy actions. They focus on deploying transformative green low-carbon technologies, such as hydrogen, CCUS, renewable energy, energy storage, nuclear energy, and clean power, to seize the technological commanding heights of the future green industrial revolution. Based on the two fundamental paths of achieving carbon neutrality — “emission reduction”, “increasing sinks”, and three research directions—“building a zero-carbon energy system”, “rebuilding low-carbon industrial processes”, and “ecological carbon sequestration and increasing sinks/negative emissions”, this study puts forward 14 important scientific issues aiming to guide more than 70 key technological breakthroughs. On the basis of all findings, 6 suggestions are proposed for China’s carbon neutrality strategy and technological layout as they are (1) strengthen the top-level design and scientific planning of the action plan for carbon neutrality; (2) accelerate the construction of the technology supporting system for carbon neutrality; (3) establish a zero#2;carbon energy system and a new power system; (4) accelerate the construction of the low-carbon industrial system; (5) promote the prospective applications of negative carbon emission technologies and the ecological carbon sequestrations; (6) Enhance the application of systematic solutions in carbon neutral strategic actions.

  • “Input-Output-Policy” Analysis on Basic Research of Scientific and Technological Powers and Its Enlightenment to China

    Abstract: Basic research is the theoretical and knowledge source of all science and technology, the basis of applied research and experimental development, and plays an important role in national development and technological progress. This study takes five major scientific and technological powers (the United States, United Kingdom, Germany, France, Japan) as the analysis object, “inputoutput-science and technology policy” as the analysis framework, compares from the intensity of scientific research input, especially the intensity of basic research input long-term time series trend analysis, to scientific research paper published, scientific research field international authoritative awards and the Nobel award, as well as the supportive policies and innovation policies of basic research of the scientific and technological powers. Analysis shows that the scientific and technological powers attach great importance to basic research, and its basic research investment intensity has been more than 10% in a long time. High investment in basic research has laid the foundation for major research outputs. Finally, this study puts forward some enlightenment suggestions for China to strengthen basic research and build a strong scientific and technological power.

  • Review of EU’s Carbon Neutral Policy System and Its Enlightenment

    Abstract: Carbon neutrality is a redefinition of human development mode, and a “self-reform” of the production paradigm. It not only affects the economic development of various countries, but also rebuilds the global geopolitical pattern. Since 2060 carbon neutrality target was proposed in September 2020, China has been working hard on exploring how to establish a system of the carbon neutral policy. By considering the system of carbon neutral policy in European Union that is relatively mature, this study comprehensively reviews and analyzes the EU’s system of carbon neutral policy from policy framework, key industry measures, R&D deployment support, and fiscal and financial measures, thus to provide the recommendations on the construction of the system of carbon neutral policy in China.

  • Building Scientific and Technological Innovation System of Adaptive to Economic and Social Development Trend

    Abstract: The S&T development has shown an accelerated and superimposed development trend in the 21st century. As the coming of new round of technological changes and the industrial revolution, the world has entered a new era of development with the dominated features of innovation. The global innovation patterns of S&T fields and countries change sharply under the strong driving force of the new demand of global economy. Based on the brief summary of global economic and social development trends, this study discusses the economic and social development trends of China including China’s total economic scale, population and aging, digital China and smart society, green ecological and safe agriculture, natural resources and energy, ecological environment, S&T and industry revolution and external competition challenges. The demand for S&T innovations are analyzed and discussed and nine main S&T innovation systems have been put forwarded that adapt to the general trend of economic and social development and support the construction of science and technology power, which including the science and technology innovation systems of basic scientific research, key core technologies, advanced information networks for the Digital China and the smart society, clean and renewable advanced energy, green and intelligent manufacturing, modern green ecological and sustainable and efficient agriculture, medical and health care of the Healthy China, ecology and environment of human-land harmonious coexistence of the Beautiful China, deep space and deep sea exploration, etc.

  • Analysis of Global Biosafety Strategy and Recommendations to China

    Abstract: In recent years, with the growing population, the significant changes in climate, the constant emergence of extreme weather and natural disasters, as well as the influence of the disruptive development of modern biotechnology and the globalization of economic and trade processes, the global biosafety risks and destabilizing factors have been increased, and the new outbreaks of infectious diseases is also increased explosively. These brought new challenges for the modernization of China’s biosafety governance system and governance capabilities. Aiming at the main risks and challenges of global biosafety, this work analyzes the contents and main points of national biosafety strategy and strategic studies in the US, UK, Japan, and other countries since 2018. Meanwhile, some suggestions are put forward to strengthen the construction of national biosafety strategy system, laws and regulations systems, and collaborative innovation system, and further improve the national biosafety governance system and governance capacity building.

  • Research on Main Scientific and Technological Indicators of Science and Technology Power

    Abstract: China has set the strategic goals and tasks of accelerating the construction of an innovative country (in the year of 2035) and the world science and technology powerhouse (in the year of 2050). Based on a number of international authoritative indicator systems and reports on national competitiveness and innovation capability evaluation, this study concludes the important and typical scientific indicators. Through horizontal benchmarking analysis on various indicators with the performance of world science and technology powers such as the United States, this study reveals the performance and gaps of China on these various indicators, proposes the quantitative and qualitative targets for China to enter the forefront of innovative countries in 2035 and to construct the world-class science and technology powerhouse in 2050, and finally gives relevant development proposals.

  • Attribution of the Price Fluctuation of Digital Resource and the Countermeasures of Library

    Abstract:

    AbstractPurpose/SignificanceDigital resource will become the main content of library resource construction, but library is faced with multiple dilemmas such as funding cuts, user demand increasing, and price rise of database providers continuously in the post epidemic period, It is urgent to explore the strategies to deal with these problems.【Method/Process】We condense digital price research findings into eight views include “monopoly theory” “pricing method theory” “game theory”and so on, and review them from the perspective of internal and external causes. According to the classification of the Natural Logic Model of the attribution theory of cognitive psychology, we determine the information conditions of consistency, differentiation and consistency, then conclude that the price fluctuation of digital resources is caused by individual and environmental factors, and individual factors are the main causes. The basis of "monopoly theory""pricing method theory" and "industry theory" are correct exploration of orientation.【Result/Conclusion】We should contemplate the universality of monopoly and analysis its crux , strengthen the function of library alliance in price coordination area, establish the theoretical research system of digital resource pricing, and adapt the new role of supporting open publishing when face to the problem of price fluctuation of digital resources.

  • Research on the OA Papers in High-quality Academic Journals: A Case Study of Web of Science Core Collection

    Abstract: [Purpose/significance] This paper aims at getting a comprehensive understanding for the quantity and OA ratio of OA papers, and making a preliminary evaluation of these papers. [Method/process] In this paper, we utilized Web of Science Core Collection as the data source and took the four dimensions: publication years, research areas, countries/territories and organizations. We investigated papers published in high-quality academic journals that recorded in WoS from 2002 to 2016. Then, we analyzed and interpreted the changes and trends of OA papers. Finally, we took Nature as an example and analyzed the quality of OA papers from the perspective of citation per paper and highly-cited papers proportion. [Result/conclusion] The number of OA papers in the world have been increasing year by year, especially in China. Chinese Academy of Sciences (CAS) is the institution which has the largest number of papers recorded in WoS, the number of OA papers took the first place in 2016, but the OA ratio still lagged behind major European and American institutions. The OA practice in the field of biological and medical sciences is superior to other research fields.

  • Analysis on the development status and long-term influence of open access mega-journal

    Abstract: In the context of open publishing, this paper takes 10 typical open access mega-journal as the cases, with reference to the information of journal official websites, JCR (Journal Citation Report) and Scopus, and it analyzes the development status of 10 open access mega-journal from 5 aspects: impact factor, article volumes, article-processing charge, acceptance rate, publishing speed; then it discussion long-term positive influence and possible problems of open access mega-journal. The results of this study can be a reference for authors publishing in open access mega-journal and offer the enlightenment to journal policy-making.

    Abstract: [Purpose/significance] The resource and environment think tanks of the USA play an important role in global affairs. Its operation mechanism, think tank product systems and influence development mode are of great significance to our country’s think tank construction. [Method/process] This paper analyzed and summarized the characteristics and operation mechanism of American think tanks from various aspects based on the site inspection of several resources and environment think tanks in the United States. Given the demand and current situation of the resource and environment think tank construction in China, we put forward some recommendations for China’s construction of high-level think tanks of resources and environment. [Result/conclusion] The article argues that the construction of resource and environment think tanks in our country should gradually establish an influential think tank system, expand the channel of fund raising actively, raise the output of special field achievements and enhance the product influence.
