Abstract： ［Purpose/significance］The “Great Ideological and Political Course” is a major theoretical and practical innovation to promote the innovation and development of civic and political education in universities in the new era. University libraries to carry out ideological and political education in the “Great Ideological and Political Course” perspective is not only to play the function of attributes, adapt to the inherent requirements of the development of the times, but also to return to the education of this position, the implementation of the fundamental task of fostering virtue through education important initiatives.［Method/process］This study takes the libraries of 42 “first-class” universities in China as the research object, and researches the ideological and political education activities, space construction, and service mode of educating people in university libraries through literature research, network research and other methods.［Result/conclusion］The research found that the current ideological and political education carried out by university libraries is characterized by diversified educational activities, spatial nurturing characteristics, and synergistic nurturing mode. The article puts forward the practical path of strengthening and improving ideological and political education in university libraries from the perspectives of building a model of ideological and political education, constructing a brand of ideological and political education, exerting the effectiveness of space, and creating a collaborative community of education, with a view to providing references for the innovative development of ideological and political education in university libraries in the new era.

Abstract： [Purpose/significance] The information security problems faced by smart cities under the big data environment are becoming more and more prominent. Based on this, building an information security assurance system of smart cities with comprehensive perception, system operation and collaborative integration under the big data environment, optimizing information security management of smart cities under the big data environment and perfecting the current information security construction of smart cities have certain theoretical significance and practical value. [Method/process] Applying total quality management theory to the research of smart city information security assurance system, based on the four basic connotations of information security, this paper built the basic structure of smart city information security assurance system under the big data environment with the help of the four phases of the PDCA cycle. [Result/conclusion] This research solves the problem of smart city information security through the PDCA cycle, which is in line with the characteristics of continuous dynamic adjustments in the process of urban construction and development, and provides references for the entire process of ensuring smart city information security under the big data environment. It mainly includes: in the planning stage, “directions + goals, norms + constraints, plans + indicators”; in the implementation phase, the organizational structure, infrastructure and technical system; in the control phase, situational awareness, emergency response and risk management; and in the improvement phase , the multi-agent coordination of the government, operators and the public.

Abstract： [Purpose/significance] In order to understand the situation of research data policies formulated by Australian universities, so as to offer reference to the establishment and implementation of research data policies in Chinese universities. [Method/process] This paper took the collected 27 research data policies as sample, analyzed these policies’ general information (including policy maker, effective date and the revision cycle), the policies’ main content (including policy preamble, policy scope, definitions, roles and responsibilities, data management plan, data ownership, data storage and retention, data sharing and reuse, data transfer, the responsible officer, etc.), and the related policies, and on base of the analysis, it summarized the characteristic of Australian universities’ research data policies. [Result/conclusion] The Australian universities’ research data policies have the following characteristics: policies are normative, content is clear, rights and responsibilities are clear, emphasis on support and service for researchers, and emphasis on correlation and collaboration with other policies.

Abstract： [Purpose/significance] The mobile application of ancient books database is a change of the ancient books database from the online version to the mobile one. At present, the mobile application of ancient books database is in the initial stage of development, so it is necessary to investigate the current situation and provide suggestions for the development of it. [Method/process] This paper selected two kinds of ancient books databases, namely WeChat platform and the mobile phone client, and analyzed the operation mode and the main function. [Result/conclusion] We come to conclusion that the ancient database mobile application has some defects, such as resources in a small scale, single content and data form, and the function of single platform construction is not perfect, users pay inadequate attention to such issues. Then, we put forward some corresponding suggestions and point out that in order to construct ancient books database mobile applications, it is necessary to improve the platform construction, enrich the data form and quantity, optimize the function, emphasize the communication and interaction with the user.

Abstract： [Purpose/significance] In order to better understand and implement the Scientific Data Management Rule, and promote the practice of scientific data management and sharing in China, the paper makes an interpretation of the Scientific Data Management Rule.[Method/process] From the two-dimensional perspective of Data Life Cycle and Responsibility Stakeholders, this paper makes an interpretation of the Scientific Data Management Rule.[Result/conclusion] The Scientific Data Management Rule has formed a scientific data management system based on data life cycle and responsibility stakeholders. The two aspects are integrated and complementary to each other, and together constitute the management system of "unified leadership, division of responsibility among departments and regions" in the management of scientific data in China.

Abstract： [Purpose/significance] The paper aims to investigate and study the current situation of supply and utilization of rural public digital cultural services in underdeveloped areas, deeply understand the problems existing in the supply and utilization of public digital cultural services in rural areas, and grasp the villagers' psychology.[Method/process] The current situation of the supply and utilization of public digital cultural services in two villages in Hengnan County of Hunan Province was investigated by means of the combination of network survey and field survey. The original interview materials were collected through interview observation, in-depth interviews and focus interviews, using grounded theory to conduct qualitative research.[Result/conclusion] The survey results show that negative environmental factors, service supply, personal factors and service demand cause many problems, such as a very low utilization rate of public digital cultural services and negative perceptions of the villagers, poor basic utilization conditions, inadequate supply, insufficient publicity, unreasonable planning and management, low awareness and low utilization rate, therefore putting forward relevant suggestions, in order to provide references for underdeveloped areas to promote the construction of rural public digital cultural services.

Abstract： [Purpose/significance] The paper explored the causes and results of social media fatigue and analyzed the interaction between the elements, aiming to expand the theoretical research scope of user information behavior, and provide guidance for enterprises to understand the development trend of user social media fatigue.[Method/process] Based on the information ecology theory, the paper extracted the social media user portrait labels from the four dimensions of information ecology, including information person, information, information environment and information technology. Then the paper extracted the user portrait emotional and behavioral labels from the user's psychological and behavioral performance, and constructed the social media fatigue user portrait model.[Result/conclusion] Through the typical social phenomena of negative use and emotional change of social media users, the integration analysis and relationship conciseness of user portrait labels prove that the model of user portrait of social media fatigue in this study is consistent with the S-S-O theoretical framework, and theoretical expansion and application research are carried out according to the actual situation.

Abstract： [Purpose/significance] The value of data and the importance of open access publishing for scientific data has become a consensus. The experience on service construction of open access publishing platform for scientific data in Europe and America has a great significance for reference.[Method/process] This paper chose 14 typical open access publishing platforms for scientific data in Europe and America as samples, according to the data publishing life cycle of "collect-distribute-reuse", and discussed the service construction on five aspects:the policy or vision of scientific data publishing, scientific data consolidation, identification and interaction, scientific data publishing and distribution, scientific data reference, data life cycle management and publishing quality control, then summarized the characteristics and experience of its service construction.[Result/conclusion] The useful enlightenment on the service construction of open access publishing platform for scientific data in China was drawn up, including:formulating policies covering the whole life cycle of scientific data publishing, and attaching the importance of the key issues on scientific data publishing service which involves data consolidation, data identification, data reference and data review, etc.

Abstract： [Purpose/significance] In order to comprehensively expand the depth and breadth of the integration of cultural and tourism in public libraries, this paper tries to construct the framework of integration from the dimensions of "the internal development of libraries" and "the cooperation with external organizations".[Method/process] Through literature research, network surveys and case analysis, this paper made a systematic review of the theoretical research and practical work of the integration of culture and tourism in the public libraries, and further analyzed the above two dimensions and their subordinate integration types, exploring the forms (or elements) and applications of each type further.[Result/conclusion] The first dimension focuses on the optimization of the public libraries themselves, which can be divided into integration based on information and integration based on immersive experience. Abstract： [Purpose/significance] To explore the influencing factors that cause users' mobile social media fatigue behavior, analyze the cause factors and result factors, clarify the relationship between the elements at all levels, and provide theoretical and practical guidance for academic researchers and social media operators.[Method/process] Based on the grounded theory, combining the four methods of online questionnaire recording, one-to-one interviews, group discussions and online community questions and answers, open coding, spindle coding and selective coding were used to influence the factors affecting burnout on mobile social media. Factor integration and relationship condensation were carried out on the state and outcome factors of the stress factors that cause social media burnout.[Result/conclusion] The influencing factors and action paths of mobile social media fatigue behavior were clarified, and it was found that the related path of social media fatigue behavior influencing factors constructed in this study conforms to the S-S-O theoretical paradigm and can be perfectly explained by S-S-O theory.

Abstract： [Purpose/significance] Micro-video information literacy education is an active exploration of university libraries under the "Internet +" environment. It is of great significance to investigate the status quo and propose optimization and innovation measures to promote the effectiveness of information literacy education in university libraries. [Method/process] This paper took 137 "Double First-Class" university libraries in China and top 30 foreign university libraries as survey objects. It mainly analyzed the current situation of micro-video information literacy education in Chinese university libraries from 4 aspects:information literacy MOOC courses, teaching and database training micro-lectures, freshman admission education micro-video courses, and storyline micro-film information literacy courses. Analyzing the current situation of micro-video information literacy education in foreign university libraries from the aspects of educational content and release. According to the analysis of the current situation, an innovative measure of micro-video information literacy education in drama was proposed. [Result/conclusion] With the help of "the charm of story", the drama micro-video information literacy education adds interest and attraction to education. This paper attempts to put forward the design ideas and production and promotion strategies of the drama micro-video information literacy education. Proposing a complete framework system for the whole process of university libraries from overall planning, plot design, implementation of shooting and production to micro-video publishing and promotion. It is expected to provide ideas and practical guidance for the drama micro-video information literacy education in university libraries.

Abstract： [Purpose/significance] Under the background of strengthening cultural self-confidence and promoting cultural prosperity, the promotion of traditional cultural audio books has emerged one after another. Carrying out research on the performance evaluation of traditional culture audio book reading promotion in a timely manner will help to find the main influencing factors of traditional culture audio book reading promotion, refine the realization channels of traditional culture audio book reading promotion and development, and provide assistance for carrying forward the excellent traditional culture of the Chinese nation.[Method/process] This paper analyzed the necessity of constructing the performance evaluation index system of traditional culture audio book reading promotion. Based on the performance prism model, it analyzed the influencing factors of traditional culture audio book reading promotion performance. Using Delphi method, Grey statistics and analytic hierarchy process to construct the traditional culture audio book reading performance evaluation index system and determine the weight.[Result/conclusion] This paper constructs a "traditional culture audiobook reading performance evaluation index system" consisting of 3 first-level indicators, 12 second-level indicators and 54 third-level indicators. Based on this, an empirical analysis of the traditional cultural audio book reading promotion of Himalayan FM is carried out. Finally, starting from the dimensions of content, form, resources, technology, characteristics, propaganda, etc., the promotion strategy of traditional culture audio book reading is proposed.

Abstract： [Purpose/significance] Summarizing the research status of library elderly health information services at home and abroad is to provide references for further in-depth research on health information services of the elderly in the libraries in China.[Method/process] Domestic and foreign literatures related to the subject were selected through keyword retrieval and citation tracing, then this paper analyzed these literatures from three aspects of library health information service research, elderly health information service research, and technology-empowered library elderly health information service research.[Result/conclusion] Based on horizontal comparison of research progress at home and abroad, this paper summarized the current research results, characteristics and the dilemmas and shortcomings from the three aspects of service subjects, service objects and service ways. In the future, it is necessary to promote the research on the elderly health information service in libraries in China from four aspects of focusing on the research on the diverse collaboration of service entities, emphasizing the research on the user segmentation of the aging group, strengthening the theoretical construction and systematic practice research, and driving the research on the integration research on the health information service of the elderly in AI-empowered libraries.

Abstract： [Purpose/significance] Aiming at exploring the user perception of the compliance of personal information protection policies of mobile reading APPs in China, this paper constructs the evaluation index system for the compliance of personal information protection policies of mobile reading APPs, and provides the theoretical and practical guidance for the development and improvement of privacy policies based on the user perspective. [Method/process] Combined with the domestic and foreign research on personal information protection policies, the study selected the domestic top ten popular mobile reading APP as the research objects.From four dimensions of the personal information protection policies and standard fit, text integrity, the significance degree of position and readability of content, the paper constructed the measurement system of personal information protection policies compliance users read perception.The grey weighted correlation analysis method was used to calculate and sort the correlation degree of selected APPs. [Result/conclusion] The compliance of personal information protection policies is influenced by both the representation and content of policies. Privacy policies with obvious links, complete contents, strong readability and high compliance with laws and standards are more likely to obtain positive emotional feedback from users.

Abstract： [Purpose/significance] This paper studies the satisfaction of public digital cultural services, in order to promote the supply side of services to further connect with the demand side.[Method/process] According to the four standards of supply and demand adaptability theory, this paper constructed the satisfaction evaluation model of public digital cultural services. The data were collected in the form of questionnaire, and the model was tested by confirmatory factor analysis and path analysis. At the same time, the results of the scale were statistically analyzed.[Result/conclusion] The research shows that the four indicators of the theory of supply-demand adaptability, such as relevance, accessibility, quality and adaptability, have a significant positive impact on user satisfaction, and the scores of these four indicators are low. There is still a large room for improvement in the supply-demand adaptability of public digital cultural services.

Abstract： [Purpose/significance] Analyzing the influencing factors of social media users' health information anxiety in the context of public health emergencies can provide theoretical and applied reference for domestic and foreign scholars to further explore the health information anxiety of social media users.[Method/process] Based on information ecology theory, factors are extracted from four dimensions of information person, information, information environment and information technology. The correlation path analysis and hierarchical model construction were carried out for the influencing factors of health information anxiety of social media users combined with the improved ISM model and the cross matrix multiplication (MICMAC).[Result/conclusion] The results show that the direct layer factors, intermediate layer factors and root layer factors in the explanatory structural model have a high degree of agreement with the independent group factors, autonomous group factors and dependent group factors in the cross matrix multiplication, and further proves that the explanatory structure model is feasible for correlation analysis and hierarchical classification of influencing factors.

Abstract： [Purpose/significance] To establish a theoretical model of the plight of urban low-income people in access to public cultural services, summed up the difficulties of urban low-income people in access to public cultural services, and promote the equalization of public cultural services. [Method/process] Through observing the cultural living environment of urban low-income families and conducting semi-structured interviews with 67 urban low-income people, this paper uses the grounded theory method to study the difficulties faced by urban low-income people in obtaining public cultural services. [Result/conclusion] Urban low-income people are deeply trapped in the dilemma of internal and external pressure and feedback mechanism failure in obtaining public cultural services. The reasons for this phenomenon are complex and deep-seated, which can be divided into four core categories:personal cognitive constraints, objective condition pressure, service supply differences and feedback mechanism failure. It is suggested that we should work together to improve the low-income people's access to public cultural services by strengthening the material life foundation, breaking the shackles of inherent thinking, optimizing the allocation and supply of resources, and reshaping the awareness of the rights of the main body.

Abstract： [Purpose/significance] This paper studies the establishment and application of the government data classification and hierarchical authorization protocol, aiming at providing reference for the government data authorization mode and promoting the security management and opening of government data. [Method/process] By using the network survey method, we investigated the foreign government data open platform, grasped its application in the government data classification and hierarchical authorization protocol, and made an in-depth comparative analysis. At the same time, based on the actual situation of China, absorbing the useful experience of foreign governments, this paper put forward suggestions and ideas on the establishment of Chinese government data classification and hierarchical authorization protocol. [Result/conclusion] Most foreign governments have adopted a variety of data authorization protocols, which can arrange appropriate open utilization for each type of data. Based on the reality, China should clarify the objects and ownership of data license and work out the government data classification and hierarchical authorization protocol applicable to China on the premise of clearly exempting the types, modes and rights of subjects of data opening and utilization.
