    Abstract:本文以北京电视台IP化数据流交换系统的建设为背景,介绍了北京电视台通过采用IP流内容汇聚与调度技术、实时流转码技术和IP信号监控与分发技术,初步实现和具备了全台SDI、IP及台外提供的各种类型信号的统一IP化汇聚能力。同时,将流调度系统与实时在线流转码系统相结合,做到了将汇聚于台内的各IP化信号的统一调度与分配、对所有IP化信号的统一监控,并通过对信号的实时在线包装后,以各种IP直播方式向台内、台外进行IP流内容的发布。

  • Study on Linkage Data-Sets of Patents and Patent References Based on ISLI Standard

    Abstract: [Purpose/Significance] This paper aims at establishing the linkage data-sets of patents and patent references based on ISLI standard, and promoting bibliometric research and science and technology linkage research. [Method/Process] On the basis of analyzing the linkage schemes of patents and patent references, analyzing the unique identifiers of target documents and their acquisition methods, the method of constructing the linkage data-sets of patents and patent references by using ISLI standard was discussed. [Result/Conclusion] The linkage data-sets of patents and patent references can be used to enrich and improve the existing citation systems, break through the two systems of patents and non-patent literatures, and measure the number of citations and influence of patents and non-patent literatures more accurately.

  • Research on the OA Papers in High-quality Academic Journals: A Case Study of Web of Science Core Collection

    Abstract: [Purpose/significance] This paper aims at getting a comprehensive understanding for the quantity and OA ratio of OA papers, and making a preliminary evaluation of these papers. [Method/ process] In this paper, we utilized Web of Science Core Collection as the data source and took the four dimensions: publication years, research areas, countries/territories and organizations. We investigated papers published in high-quality academic journals that recorded in WoS from 2002 to 2016. Then, we analyzed and interpreted the changes and trends of OA papers. Finally, we took Nature as an example and analyzed the quality of OA papers from the perspective of citation per paper and highly-cited papers proportion. [Result/conclusion] The number of OA papers in the world have been increasing year by year, especially in China. Chinese Academy of Sciences (CAS) is the institution which has the largest number of papers recorded in WoS, the number of OA papers took the first place in 2016, but the OA ratio still lagged behind major European and American institutions. The OA practice in the field of biological and medical sciences is superior to other research fields.

  • Discussion on the Strategies of Conference Proceedings Open Access Publishing in China——Taking Chinese Academy of Sciences as an Example

    Abstract: [Purpose/significance] As for the problems and shortcomings of conference proceedings publishing in China, this paper discusses the strategies of conference proceedings open access publishing (OAP) at Chinese Academy of Sciences (CAS), based on the advanced experience of foreign conference proceedings OAP platforms. [Method/process] The paper first introduced the state of conference proceedings publishing at CAS and presented the feasibilities and obstacles of conference proceedings OAP at CAS. Then, the paper analyzed the requirements of different stakeholders. [Result/conclusion] This paper puts forward some suggestions and measures on conference proceedings OAP at CAS.

  • Study on the Precision Construction of Network Digital Resources

    Abstract: [Purpose/significance] Under the digitalized academic information environment, it becomes increasingly obvious that the contradiction between the user's specialization, individualized needs and the current situation of resources construction. This paper analyzes and presents the precision construction schemes of the network digital resources, based on the concept of precision service, aiming to provide reference for library precision service.[Method/process] From the perspective of network digital resources, the paper discusses theoretically the schemes of precision construction. While meeting user's requirements for universality resources, libraries should consider various user behaviors and adopt different precision construction models to support resources construction practices. At the same time, the paper proposes a further functional design scheme of the network digital resources hub.[Result/conclusion] The paper specifies preliminary network digital resources precision construction schemes to provide reference for precision construction practices of libraries and other institutions, and to achieve the transition of resources construction gradually in the future.

  • Transition and Development of Digital Resources Construction in Research Libraries——Taking the Libraries of Chinese Academy of Sciences as an Example

    Abstract: [Purpose/significance] This paper aims at summarizing the transition and development of digital resources construction, especially the second one triggered by open resources, and probing the future development direction of digital resources construction in the research libraries. [Method/process] This paper takes the Libraries of Chinese Academy of Sciences as an example to scrutinize the practice and effectiveness of the digital resources construction, and to anticipate the future development based on the construction of comprehensive science and technology resources and open resources, as well as the connection and presentation of knowledge elements. [Result/conclusion] Research libraries are faced with many problems in the transition of digital resources construction. The following suggestions are proposed in this paper:①developing the detailed digital resources construction schemas; ②allocating funds, manpower and technology rationally; ③clarifying use right of open resources and promoting open access movement; ④strengthening inter-library cooperation and sharing of open resources construction; ⑤strengthening cross-border cooperation in knowledge resources organization.

  • An evidence-based acquisition study based on a trilateral evolutionary game

    Abstract: Purpose/Significance High-quality collection development is the basis of libraryservices. and the current mainstream acquisition models. such as big deal and patron-decisionacquisition, have certain defects. This paper focuses on the new emerging acquisition model-evidence-based-acquisition, and investigates the influence among its related players to promotethe development of evidence-based acquisition. (Method/Process This paper constructs aripartite evolutionary game model of libraries. users. and resource providers by sorting outevidence-based acquisition. analyzing its replication dynamic equations as well as evolutionarstabilization strategies and simulating them through MATLAB. Then it dissects the impact ofdifferent parameters on facilitating the evolution of evidence-based acquisition, clarify theunteraction and association of their related objects. and gain insight into the dynamics of evidenceased acquisition. Result/Conclusion  The model has two evolutionary stabilization strategiesand suggestions are made for the development of evidence-based acquisition by combining thegame results with the actual situation.

  • Overview of the Role of the Party’s Scientific Authority in Implementation of Convention on International Trade in Endangered Species of Wild Fauna and Flora

    Abstract: Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) aims to ensure the survival of endangered wildlife species from the threat of international trade, and is one of the powerful international conventions in the field of wildlife conservation. As an important part of the party’s compliance body, scientific authority (SA) is responsible for ensuring the international wildlife trade to meet the requirements of sustainability, legality and traceability. The mandate of SA is involved into many aspects, like starting up the scientific research program for obtaining the basic information on wildlife species, providing the scientific advice for import and export trade of wild animal and plant species, attending the CITES Conference of Parties on behalf of China, and promoting the popularization of science for enhancing the public awareness of wildlife conservation. As China’s CITES SA, since its establishment, the Endangered Species Scientific Commission (ESSC) has made a series of important achievements, which have been highly praised at home and abroad, based on the research capability of the Chinese Academy of Sciences, the hard work of scientists and the close cooperation with relevant departments and institutions. Nevertheless, for fulfilling the obligation of CITES scientifically, ESSC needs to overcome a series of challenges by strengthening the research capacity building, promoting the multidisciplinary teamwork, developing the international cooperation, building expert think tanks, and constructing the wildlife information platform, so as to make greater contributions to the global wildlife conservation.

  • Seasonal Outlook of China for Summer 2019

    Abstract: The ENSO prediction system of Institute of Atmospheric Physics, Chinese Academy of Sciences (IAP, CAS) predicts that El Ni駉 conditions are likely to continue through the Northern Hemisphere spring and summer 2019. According to the seasonally averaged rainfall prediction of IAP, a wetter-than-normal condition is predicted for most parts of southern China, North parts of Northeast China and the Xinjiang Uygur Autonomous Region. The other parts of China will experience a drier-than-normal condition during the boreal summer. The center of less-than-normal precipitation is located in the Hetao area. The landing typhoon will be more than normal in the summer of 2019.

  • 水杉凋落物水浸提液对其种子萌发和生长的化感作用

    Abstract: To explore whether the allelopathy of Metasequoia glyptostroboides litter is an obstacle to its natural regeneration, eight concentrations (200, 100, 50, 20, 10, 5, 2, 1 g·L-1 and CK) of aqueous extracts from fresh andnatural litter of M. glyptostroboides were set to analyze the allelopathic effects of aqueous extracts from different types and concentrations on seed germination and growth of M. glyptostroboides. The results were as follows: (1) The aqueous extract of the fresh M. glyptostroboides litter had no significant effect on seed germination rate and germination potential (P>0.05), but had significant effect on germination index (P<0.05), and seed germination was significantly inhibited by 1, 100, 200 g·L-1 treatments. The effects of aqueous extract of the natural M.glyptostroboides litter on three indexes of seed germination were not significant (P>0.05), but the inhibitory effect was reflected in 5, 10, 50, 200 g·L-1. (2) The shoot length, hypocotyl and primiary root length of M.glyptostroboides seeds were significantly different between different concentrations of fresh and natural litter aqueous extracts (P<0.05), and decreased gradually with the increase of aqueous extract concentration (≥10 g·L-1), especially in the range of 50~200 g·L-1. (3) Compared with seed germination, the aqueous extracts of fresh and natural M. glyptostroboides litter had stronger inhibitory effect on the growth of seeds after germination, and the allelopathic effect of fresh litter was stronger than that of natural litter. (4) The primary root length was the most sensitive to allelochemicals among seed germination and growth indexes. (5) The dynamic change of shoot length growth of M. glyptostroboides seeds accords with the “S” growth curve (R2≥0.988). The litter of M. glyptostroboides had a certain allelopathic inhibitory effect on its own seed germination and growth, which affected the natural regeneration of its population. It was suggested that the litter under the forest should be properly cleaned to promote the natural renewal of the M. glyptostroboides population in the management of M. glyptostroboides populations.

  • 不同温度条件下PEG模拟干旱胁迫对水杉种子萌发的影响

    Abstract:水杉原生种群天然更新极差,林下鲜见幼苗和幼树,种子萌发率低是造成天然更新困难的重要因素,为探究其种子萌发率低的原因是否与水杉母树原生地春季低温有关,该文利用恒温培养箱设置三种恒温处理(15 °C、20 °C、25 °C)和1种变温处理(12 ℃和24 ℃,每24 h交替);设置5种不同浓度的聚乙二醇(PEG-6000,0、5、10、15、20 g·mL-1)模拟干旱胁迫。结果表明:(1)实验所设置的温度对水杉种子萌发无显著影响(P>0.05),变温条件下的水杉种子平均发芽率和发芽势均为最高,分别为46.75%和21.25%;(2)不同浓度的PEG-6000溶液对其种子萌发产生显著影响(P<0.05),在水杉15 °C或25 °C下,低浓度的PEG-6000溶液(0~10 g·mL-1)对水杉种子的发芽势和发芽指数有促进作用,高浓度(>10 g·mL-1)的PEG-6000溶液对水杉种子的萌发有抑制作用,且浓度增大抑制作用也随之增强,直到浓度增大为 20 g·mL-1 时,水杉种子不再萌发。原生地春季低温并不是造成水杉原生种群天然更新困难的因素,适当的干旱胁迫有利于增强水杉种子发芽势和发芽指数,促使出苗整齐。

  • 基于BIM的变电站清单与工程量自动生成的研究

    Abstract: In this paper, the BIM model of the substation is established. Based on the secondary development technology of Revit, the rebar is modeled。Through reading the information of the BIM model,this engineering quantity of the steel bar, concrete, doors, windows and walls is calculated automatically. This program also provides the function to apply the quota based on the family and the family symbol, and get the bill of quantities from the BIM model of substation.
