Abstract： The value of charitable resources in favour of medical relief for patients with illnesses from families with financial difficulties still lacks a micro-foundation to support macro-decision-making. Using the national standard GB/T14396-2016 and binary logistic regression model, we explore the value, limitations and reform direction of digital charity medical assistance. The study shows that: the overall completion rate of fund-raising goals is less than 30%, the long-tail effect regulated by the loose donation mechanism is less significant, there are obvious disease category differences in the value of aid, the probability of project occurrence divergence is obvious, and the value of aid for serious diseases does not have the universality of disease categories. Based on the fact that the public trust capital signals of fund-raising entities and online platforms are effectively recognized by the society, the value of relief is positively correlated with the recognition of the effectiveness of online fund-raising channels. The main contributions of this paper are to explore the shift from good governance to governance , from disease fund-raising performance to payment , and to construct a good governance to Health-care payment model.The main contribution of this paper is to explore the ideas and countermeasures of good governance to governance , disease fund-raising performance to medical expense payment , constructing a benefit assessment mechanism centred on social value creation , and empowering charitable medical aid by block-chain and meta-universe, which contributes new content to the study of social governance innovation. This paper contributes new content to the study of social governance based on the advantage of the system of concentrating power to do great things , and enriches the long-tail theory. There are deficiencies in this paper in terms of discounting the value of online medical services and revealing the inner mechanism of the application scenario of charitable medical aid empowered by emerging technological productivity.

Method/process Currently, GPT-3.5 offers users a free query quota of 30 queries per day. Chen Yu has engaged in a dialog with ChatGPT on a number of issues related to the theory and practice of think tanks by creating an outline for the dialog. Result/conclusion AI technology, represented by ChatGPT, offers many opportunities for the think tank industry, including enhanced research capabilities, data-driven decision-making, and improved public engagement. However, it also poses challenges related to ethics, expertise, transparency, and workforce adaptability that think tanks need to seriously address. In the age of AI, Chinese think tanks and experts need to keep up with the trend and proactively adopt the AI technology represented by ChatGPT.

Abstract： Purpose/significance German partisan think tanks have always enjoyed a high reputation in the world. A thematic study on the mission of German partisan think tanks can provide reference, inspiration and support for the construction of similar think tanks in China. Method/process Based on foreign research materials, especially German materials, this paper explores the mission of German partisan think tanks from multiple perspectives by using literature research, historical research and other methods. Result/conclusion Unlike American think tanks that specialize in policy consultation, German partisan think tanks take political education as its core mission. They are the "missionaries" of the 20th and 21st centuries, who tirelessly spread the political discourse of the West, especially Germany, around the world. The core doctrine they propagate is Western democracy.

Abstract：
The digital divide focuses on the acquisition, use and results of digital media. It is an interdisciplinary research involving communication, sociology, psychology, economics, education and other disciplines. Under the influence of the COVID-19, the discussion on the digital divide has once again set off an upsurge. The digital divide has become one of the problems that need to be solved urgently worldwide. Firstly, the paper systematically reviews and combs the evolution process and research progress of the concept of digital divide from the three levels of access, use and benefit of the Internet; secondly, it focuses on the impact of the COVID-19 epidemic on the digital divide and its specific manifestations in urban and rural differences, online education, online medical care, etc; Finally, combined with the dynamic evolution characteristics of the digital divide, this paper analyzes the new dimensions of digital inequality in the era of big data from three perspectives: algorithm knowledge, digital labor and digital exploitation, and personal information protection. Abstract：
Under the 14th Five-Year Plan of China, it is the key for the implementation of quality economic development to solve the credit problems of small-micro firms. DCEP, with its universality and accessibility, has the ability to improve the financing situation of small-micro firms. Based on the game model of small-micro firms and commercial banks, the paper analyses the strategic equilibrium in using DCEP and providing preferential loans, and solves the differential equation of the evolutionary game function to derive the stability condition. The paper finds that considering the incremental earnings of DCEP and subsidies of PBC, small-micro firms choose to use DCEP, reducing the risk of bad debts of commercial banks caused by information misalignment, while the central bank incentives are transmitted to commercial banks, promoting the implementation of concessions to optimise small-micro firms' financing, achieving excess returns for both sides, balancing operational efficiency and financial security. The paper argues that the central bank should strengthen the publicity of DCEP, establish a scientific supervision system, and expand the demand for digital currency while helping to better the synergy of firms and banks, so as to ensure high-quality socio-economic development with digital finance.

Abstract：
[Purpose/significance] As a typical method of digital governance, the effectiveness of contact tracing technology depends on the widespread use of the public. Exploring the factors influencing the public's intention and behaviour towards the use of contact tracing technology in China will help inform the government's decision to promote the use of it, thus helping its normalisation. [Method/process] This paper constructed the conceptual model of the public's use behaviour of contact tracing technology from the perspective of digital governance after analysing the elements of the public's ability to participate in digital governance and incorporating them into the unified theory of acceptance and use of technology. Data was obtained through questionnaires and statistical analysis was used to test the model and research hypotheses. [Result/conclusion] Public intention to use contact tracing technology had a significant positive impact on usage behavior, the public's performance expectation, effort expectation, social influence as well as facilitating conditions had a significant positive impact on the intention to use contact tracing technology separately. Furthermore, the public's technology trust on contact tracing technology and government trust had a significant positive influence on the usage intention, the public's technology dependence had a significant positive influence on technostress, the mediating effects of usage intention on the relationship between performance expectancy, effort expectancy, social influence, facilitating condition, technology trust, government trust and usage behavior were all verified.
