  • From Strategic Emerging Industries to Future Industries: New Directions, New Problems and New Ideas

    Abstract: The development from strategic emerging industries to future industries reflects the development trend of global science and technology frontier, and it is more a new need to build a new engine for industrial upgrading and build a new development pattern in China. In the process of gradual development and breeding of future industries, strategic emerging industries continue to open up new directions and expand new fields, while they also bring new problems and new requirements for original innovation, factor market and industrial ecology. Focusing on these new requirements and problems, this study puts forward policy recommendations, namely enhancing the original innovation capacity, improving the conversion rate of scientific research achievements, improving the factor market, building a good industrial innovation ecosystem, optimizing the industrial division of labor and spatial layout, as well as the management mode of innovation fields, continuing to expand the opening up to the outside and the inside, and building a domestic and international dual-cycle system.

  • Socioeconomic Significance of Asian Water Tower in High Asia Region

    Abstract: Asian Water Tower (AWT) provides population in High Asia and broader areas in downstream with critical water resource, creating significant socioeconomic values. It is also unreplaceable in regional economic development in central and south Asia. Moreover, the associated region is an example of regional development to share the common future in Road and Belt Initiatives. This article shed a light on and provides various examples about AWT’s socioeconomic effects in High Asia Region. Not only does it support the regional development, but also the competition for AWT’s water resources due to its increasing scarcity in dryland would potentially bring in conflicts. That would become even more uncertain and challenging when the deterioration of AWT is considered as a result of climate change. It would then fundamentally change the future development in High Asia Region. Therefore, it is urgent to respond and adapt to the change by developing sustainable pathways. This article further address the Sustainable Development Goals (SDGs) that are most concerned by the countries in High Asia Region, and illustrate the relations of the cryosphere services of AWT to the implementation of SDGs.

  • Development Experience of International Open Source and Its Enlightenment to Construction of Open Source Innovation System in China

    Abstract: Open source has become an essential innovation model for global technological progress and the construction of an open source innovation system is an important path for China to achieve self-reliance and self-improvement in science and technology. As an indispensable part of the global software value chain and high-tech industry chain, China needs to improve its open source innovation ecosystem. The paper, based on a systematic review of the related development policies and successful experiences on the open source work in US and Europe, puts forward a series of policy suggestions to solve the practical problems faced by the construction of open source ecosystem and promote the construction of an open source innovation system in China.

  • Opportunities, Challenges, and Recommendations for Development of Future Industries in China

    Abstract: Taking technology innovation as driving force, future industries aim to meet the new needs of human and social development, with the potential to expand human understanding, enhance human capacity, and promote sustainable development of society. The forward looking layout of future industries is an important measure to build modern industrial system, cultivate new driving force of development, and promote high-quality economic development in China. Based on the description of the concept and characteristics of future industries, this paper reviews the development trends of global industry in the future, and the present situation and foundation of China’s future industry development. It also puts forward policy suggestions for the future industry development from the perspectives of accelerating the basic research, incubation of industrial ecology, and strengthening talent training.

  • Key Viewpoint of Cryospheric Human-sociology: Function and Service

    Abstract: The cryosphere is closely related to human society. As a result of climate warming and corresponding cryosphere shrinkage, the cryosphere functions (CFs) and their associated services and hazards are undergoing profound changes. On the one hand, the cryosphere hazards become more and more frequent with heavily extreme events; on the other hand, the overall cryospheric service (CS) capacity has been deteriorating and would continue or be eventually lost. This article introduced the concepts of CFs, CSs, and their value on the basis of summarizing the human and social characteristics of the cryosphere and its affected areas. Then, taking the importance of world’s “water towers” and changes in polar systems as examples, we illustrated the changes in CSs and their impact. Finally, the resilient pathway of cryosphere-affected socio-ecological systems was further discussed.

    Abstract: Public awareness of environmental issues and engagement in environmental protection has been greatly improved with the rapid economic development. As a result, the deployment of projects with potential impacts on environment and human societies faces substantial challenge from the public. To ensure the success of such projects, receiving only government approval and meeting legal and regulation requirements is no longer enough. Public acceptance becomes essential, that is to acquire a social licence to operate (SLO). Projects without the SLO can be faced with great risks and financial loss. Although having gained widespread attention in mining, chemical industries and other related fields, the concept of SLO has gained attention from psychologists quite recently. The present article reviews the origin and measurement of the concept of SLO, as well as the approaches to obtain and maintain a SLO. We further highlight the fundamental drivers of SLO and the implications for policy makers. Future directions are discussed to address the challenges regarding the measurement and acquisition of SLO.

  • 基于深度残差反投影注意力网络的图像超分辨率

    Abstract: Focused on the partly issue that in the process of single-frame image super-resolution reconstruction, such as insufficient utilization of feature information during image super-resolution reconstruction, the interdependence between the channels of the feature map is difficult to determine, and reconstruction errors existing at high-resolution image reconstructed, this paper proposed an single image super resolution methods based on depth residual backprojection attention network. It used the residual learning to ease the training difficulty and fully discover the feature information of the image, and used the back-projection method to learn the interdependence between the high- and low-resolution images. In addition, it introduced the attention mechanism to assign each feature map with different attention to discover more high-frequency information, and learnt the interdependence between the channels of the feature map. The experimental results show that compared with most single-frame image super-resolution methods, the proposed method not only has a significant improvement in objective indicators, but also the reconstructed predicted image has richer texture information.

  • 基于数据内在结构特征的度量学习

    Abstract: Positive-semidefinite constrained metric learning (PCML) , as a typical metric learning method combined with support vector machine (SVM) , exhibits superior performance in image recognition and person re-identification. However, in the process of learning the metric matrix, this method simply considers the margin between samples of different categories, ignoring that the feature space of samples of the same category also changes. To this end, this paper proposes a metric learning method based on the intrinsic structural characteristics of data. First of all, compared with PCML, the method not only considers the margin between samples of different categories, but also considers the intra-class divergence matrix of samples of the same category, so that the learned metric matrix has stronger discrimination ability. Secondly, this paper further transforms the L1-norm loss function into the L2-norm loss function, which can further improve the generalization performance of the model. Finally, the experimental results on multiple datasets show that the proposed method achieves better performance than other methods in most cases.

  • 改进的单幅图像的自学习超分辨率重建方法

    Abstract: Aiming at the limitation of sparse representation depended on large training sample dictionaries for traditional super-resolution reconstruction method, this paper proposed an improved super-resolution reconstruction method for self-learning of single image based on the characteristic of l₂ norm's weak sparsity. Firstly, it used self-learning to established the non pyramid stepped training images; then, it used the custom method to extract feature blocks and feature pixel values of corresponding LR and HR images; finally, combined with the collaborative representation (CR) theory of l₂ norm and support vector regression (SVR) technology, it established mapping model of the super-resolution. Experimental results show that the proposed super-resolution method is not only feasible and effective, but also the average PSNR increases for 0.06~3.92 dB and SSIM increases for 0.002 4~0.034 8 compared with other conventional super-resolution approaches of single image. From the objective and subjective vision, it is proved that the proposed method is excellent.

  • 新型Zn-22Al-Mg-Re合金涂层性能研究

    Abstract:使用高速电弧喷涂技术在Q420基体上制备了新型Zn-22Al-Mg-Re合金涂层,通过扫描电镜(SEM)、铜加速乙酸盐雾试验、电化学工作站等手段研究了其微观组织形貌、结合强度、耐蚀性能,并与纯锌、Zn15Al涂层进行了比较。试验结果表明,Zn-22Al-Mg-Re合金涂层的结合强度高、腐蚀电位低、腐蚀电流小,腐蚀产物较为稳定,呈细小致密的针状,具有良好的自封闭性,合金涂层的阴极保护能力和耐蚀性能均优于纯锌、Zn15Al涂层。
