  • Science and Technology Foresight Based on Think Tank Double Helix Methodology

    Abstract: Science and technology (S&T) foresight is an important form of S&T development strategy study. Based on the needs of economic and social development and the law of S&T innovation and development, S&T foresight is a process of forming a consensus on the medium and long-term S&T development trends among experts in multiple disciplines and fields, so that to provide scientific basis and decision support for S&T planning and policy making. With the rapid development of technology over the world, carrying out S&T foresight is crucial for China to seize opportunities for technological innovation, seize the frontier and opportunities of technological revolution, realize self#2;reliance and self-improvement in S&T, and build into an S&T giant. However, as a large scale think tank research project, S&T foresight faces systemic challenges and collaborative challenges from the organization of a large number of multidisciplinary and multi-field research teams. Meanwhile, in the research process of S&T foresight, it faces interdisciplinary challenges, interrelated challenges, practical policy challenges, social influential challenges, innovative challenges, and uncertain challenges. There is an urgent need to form a comprehensive and systematic research ideas and methodology for S&T foresight of think tank. To this end, this study analyzes the thinking guidance, process guidance, and operation guidance of the think tank double helix methodology for the S&T foresight. The thinking guidance of the double helix methodology to the S&T foresight is mainly reflected in the design of the overall work plan. Under the guidance of the double helix methodology, S&T foresight needs to grasp the foresight goals of S&T development from the national strategic needs, and comb the internal mechanism of S&T foresight based on historical data and current situation analysis; under the mechanism-impact-policy-solution (MIPS) architecture, through parallel relationship decomposition, serial relationship decomposition, and matrix relationship decomposition and other decomposition methods, the S&T foresight project can be decomposed into a number of independent sub-problems with inherent logical connections; focusing on the sub-problem research needs, a research team consist of multi-field expert with vertical hierarchical and horizontal cross-cutting relationship is formed, and a progressing schedule should be reached to form time coordination and research collaboration under the guidance of data#2;information-intelligence solution (DIIS). The process guidance and operation guidance of the double helix methodology for S&T foresight are embodied in the four stages of DIIS. Firstly, in the data collection stage of S&T foresight, it is necessary to scan and review the progress of S&T foresight issues over the world as well as selection criteria, to form a multi-dimensional data database. Secondly, in the stage of information disclosure, it is necessary to form the judgement on the current state of S&T development, future development vision, and selection criteria. Thirdly, in the stage of intelligence analysis, the key directions of S&T foresight can be comprehensively shaped through repeated iterations of objective data analysis and expert judgments. Finally, research reports and policy recommendation reports are produced to provide policy#2;making support for the S&T development.

  • Accelerating Construction of Innovative Country to Promote Modernization of China’s Emergency Supplies Reserve System

    Abstract: The outbreak of novel coronavirus pneumonia exposed the shortcomings of China’s public health emergency management system, and accelerated the reform of all related businesses. The reform of emergency supplies reserve is imminent. This work reviews the development process of China’s main material reserve system, studies the international experience of material reserve system construction, analyzes the main problems existing in China’s current emergency material reserve system, and defines the overall goal of reform: to establish and improve the laws and regulations system in the field of national emergency material reserve; to form a modern comprehensive leadership and management capacity of material reserve based on national conditions to adapt to major emergency events; to supplement and improve the new mechanism of material reserve facing new risks; to cultivate a first-class personnel team of material reserve and improve the supporting role of science and technology; to promote the application of new technologies in material reserve, and to speed up the digital transformation of material reserve field. Finally, we put forward some policy suggestions to speed up the reform process of the management system of emergency materials reserve.

  • Fight Against COVID-19 Promotes China’s Digital Transformation: Opportunities and Challenges

    Abstract: In recent years, China has experienced a rapid development in digital economy, which enables the real economy to improve quality and efficiency, and has become a new driving force for economic growth. In the fight against COVID-19 in 2020, the new generation of information technologies is widely used in all aspects of the epidemic prevention and control, production and living materials supplies, and work resumption, contributing in accurate prevention and control and scientific decision-making. The fight work also provides new opportunities for the comprehensive digital transformation of China’s economy and society in the long run. This study focuses on the opportunities for digital transformation in government, industry, enterprises, and society under the influence of the current epidemic, analyzes the problems and challenges of digital transformation in the epidemic. Finally, aiming to accelerate the comprehensive digital transformation of China’s economy and society, we suggest a number of policy recommendations, including: (1) accelerating the digital transformation of government and improving the modernization level of government governance; (2) deepening the integration and development of next-generation information technology in vertical subdivision fields, and enriching applicationscenarios; (3) promoting the construction of industrial internet and promoting the balanced digital development in various industries; (4) strengthening data governance in digital transformation to ensure efficient and secure use of data.

  • 奖赏环路与阿片成瘾:喙内侧被盖核的调节作用

    Abstract: The rostromedial tegmental nucleus (RMTg) is located caudally to the ventral tegmental area (VTA), which is rich in inhibitory γ-aminobutyric acid (GABAergic) neurons. The RMTg is an integrative modulator of the mesolimbic dopamine system. Its GABAergic neurons receive input from the lateral habenula (LHb) and then project to VTA dopaminergic neurons, which inhibits the release of dopamine. These three brain areas are an important part of the reward circuit, in which the RMTg plays a particularly important role in reward circuits activated by opioids. GABA neurons in the RMTg are strongly inhibited by opioids, and this is followed by disinhibition of VTA dopaminergic neurons, which activates the reward system. Therefore, the RMTg is a potentially important target for the treatment of drug addiction (especially opioid addiction). Furthermore, cholinergic feedback to the RMTg, acting on muscarinic receptors, can be inhibitory for an opioid-induced reward effect. Future studies should further explore the negative reward circuit regulated by the RMTg, which is of great significance for weakening drug-seeking motivation and promoting extinction and withdrawal.

  • 基于淫羊藿属(Epimedium L.)核型似近系数的聚类分析及其系统演化意义

    Abstract:为揭示淫羊藿属(Epimedium L.)植物染色体组遗传与进化、阐明该属植物系统亲缘关系和现代地理分布格局形成,本研究开展了淫羊藿属植物51个分类群(43种、1亚种、6变种和1个栽培品种)和2种温哥华属(Vancouveria Morren et Decne.)植物的根尖有丝分裂中期染色体核型分析。同时,鉴于淫羊藿属植物种间核型非常相似、传统核型分析难以获得染色体组遗传进化的深入线索,本研究运用核型似近系数聚类分析方法进一步开展了这53个分类群植物的核型聚类研究。研究结果显示,所有种类的染色体数均为12,二倍体(2n = 2x = 12),第1对同源染色体均为随体染色体,核型均为Stebbins的2A或1A型。可见,淫羊藿属植物染色体组在遗传进化中确实较为保守,种间核型非常相似。核型似近系数聚类分析为淫羊藿属植物系统进化研究提供了一些明显的线索。分析结果完全支持该属属下两个亚属(E. subg. Rhizophyllum和E. subg. Epimedium)的划分。亚属Epimedium的核型似近系数聚类结果显示,该类群物种间的系统亲缘关系与地理分布密切相关。核型似近系数分析结果还显示,来自东亚地区的淫羊藿属植物染色体组具有明显的变异,显示了更高的遗传多样性。最后,基于上述研究结果,推断了淫羊藿属植物现代地理分布格局的形成过程。本研究的结果可为淫羊藿属植物的资源利用、系统分类和遗传演化等领域的研究提供参考。

  • 基于SADE的混合核LSSVM在压缩机故障预测中的应用

    Abstract: For the variety of screw refrigeration compressors and the complexity of faults, it is difficult to obtain effective prediction model. A prediction model of hybrid kernel least square support vector machine (LSSVM) based on adaptive differential evolution algorithm (SADE) is proposed, which has the advantages of simple theoretical structure, less parameter setting and strong searching ability than other intelligent optimization algorithms. In the course of evolution, SADE is adaptive to the difference strategy, scaling factor and crossover probability respectively, which ensures the global searching ability and population diversity at the initial stage of optimization, improves the local searching ability and the convergence speed , and uses SADE to search the parameters of kernel parameters, LSSVM parameters and the mixed kernel regulation parameter, Improving the accuracy of the hybrid kernel LSSVM prediction model. The model is applied to the compressor fault prediction, and the experimental results show that the model can predict the compressor fault effectively and verify the feasibility of the model.
